OR WAS BREXIT ABOUT ESTABLISHING A UK-ETS FOR LONDON TRADERS ?
In our last email we provided evidence that many Australian Local Government Agencies
purchase Carbon Credits in London to offset Australian Councils' Carbon footprints
It appears that the UK leaving the European Union in 2020 via BREXIT may have been
about establishing a Carbon Credits trading platform in UK London [UK-ETS United
Kingdom Electronic Trading System] for Commonwealth Local Government Agencies
[CLGA] rather than have those Commonwealth LGAs Carbon Credits participate in
European Community Greenhouse Gas Emissions trading system [EU-ETS] !

A Background to 2003 EC decision on greenhouse gas emission targets
(1/52) Directive 2003/87/EC of the European Parliament and of the Council(4) establishes a
scheme for greenhouse gas emission allowance trading within the Community (Community
scheme) in order to promote reductions of greenhouse gas emissions in a cost-effective and
economically efficient manner.
(2/52) The ultimate objective of the United Nations Framework Convention on Climate
Change (UNFCCC), which was approved on behalf of the European Community by Council
Decision 94/69/EC(5), is to stabilise greenhouse gas concentrations in the atmosphere at a
level that would prevent dangerous anthropogenic interference with the climate system.
In order to meet that objective, the overall global annual mean surface temperature increase
should not exceed 2 C above pre-industrial levels.
The latest Intergovernmental Panel on Climate Change (IPCC) Assessment Report shows
that in order to reach that objective, global emissions of greenhouse gases must peak by
2020.
This implies the increasing of efforts by the Community, the quick involvement of developed
countries and encouraging the participation of developing countries in the emission reduction
process.
(3/52) The European Council of March 2007 made a firm commitment to reduce the overall
greenhouse gas emissions of the Community by at least 20 % below 1990 levels by 2020,
and by 30 % provided that other developed countries commit themselves to comparable
emission reductions and economically more advanced developing countries contribute
adequately according to their responsibilities and respective capabilities
B 2016-2020 Timeline for BREXIT
Following a UK-wide referendum on 23 June 2016, in which 51.89 per cent voted in favour of
leaving the EU and 48.11 per cent voted to remain a member, Prime Minister David
Cameron resigned.
On 29 March 2017, the new British government led by Theresa May formally notified the EU
of the country's intention to withdraw, beginning the process of Brexit negotiations.
The withdrawal, originally scheduled for 29 March 2019, was delayed by the deadlock in the
British parliament after the June 2017 general election, which resulted in a hung parliament
in which the Conservatives lost their majority but remained the largest party.
This deadlock led to three extensions of the UK's Article 50 process.
The deadlock was resolved after a subsequent general election was held in December 2019.
In that election, Conservatives who campaigned in support of a "revised" withdrawal
agreement led by Boris Johnson won an overall majority of 80 seats.
After the December 2019 election, the British parliament finally ratified the withdrawal
agreement with the European Union (Withdrawal Agreement) Act 2020.
The UK left the EU at the end of 31 January 2020 CET (11 p.m. GMT).
C 2021 UK ELECTRONIC TRADING SCHEME [UK-ETS]
1. Overview
The UK Emissions Trading Scheme (UK ETS) replaced the UK's participation in the
European Union Emissions Trading Scheme (EU ETS) on 1 January 2021.
The UK, Scottish and Welsh Governments and Northern Ireland Department of Agriculture,
Environment and Rural Affairs - collectively making up the "UK ETS" Authority - established
the scheme to increase the climate ambition of the UK's carbon pricing policy, while
protecting the competitiveness of UK businesses.
The UK ETS is established through The Greenhouse Gas Emissions Trading Scheme Order
2020.
The UK was instrumental in developing the "EU ETS" and the UK scheme provides
continuity of emissions trading for UK businesses.
Many of the features and processes in the UK scheme will be familiar to installation
operators and aircraft operators.
The "UK ETS" Regulators are responsible for enforcing compliance with the "UK ETS"
Regulations, including operational functions such as issuing and ensuring compliance with
permits (for installations) and emissions plans (for aviation).
The regulators for each of the UK nations, controlled waters, territorial sea and the UK sector
of the continental shelf are listed in article 10 of The Greenhouse Gas Emissions Trading
Scheme Order 2020

Hence the question was BREXIT really about establishing a UK Electronic Trading Scheme
for the benefit of the UK and Commonwealth Public or for the benefit of those who fund and
operate the UK-ETS ?
