MANY COUNCILS HAVE ELECTRICITY AS HIGHEST SOURCE OF GREENHOUSE GAS EMISSIONS
Thank you for your response stating that you as a Monash Council Councillor has no interest in Mosman
Council Sustainability history
From our research into Sustainability and Climate Change issues over the last 25 years it appears that
small Councils like Mosman are used as test sites before larger Councils adopt similar strategies
A similar example is the 2004 Request for Quotation [RFQ] to evaluate a Volunteer Management System
[VMS] developed by the Rio Tinto WA Future Fund, WA Department of Sport & Recreation [DSR] and
Mundaring Council (population 39,161)
We believe this RTVMS has been installed in many Councils probably with modifications - however it is
very difficult to discover how much local Volunteer Participation contributes to Councils' financial records
The Population of Mosman Council is 30,122 compared with Monash Council 197,980 and the Inner West
Council with 186,000
It appears that since 2018/2019 many Councils have similar plans for getting to Carbon Neutral at some
stage, many at 2025 like both Mosman Council and Monash Council
It appears that most Councils have developed "Waste and Sustainability" web-pages showing a
commitment for the Council becoming carbon Neutral and then a strategy for the households (rate payers)
to become carbon neutral
Around 2008/2009 many Councils gave to each household at least a 1 pack of 6 free LED light-bulbs to
replace halogen and compact fluorescent light bulbs - the cost of this generosity by Council Rate-payers
was never explained in Council Financial Accounts
In 2018/19 many Councils committed to Carbon Neutrality by a certain date
These plans include converting all the existing street light bulbs to LED bulbs, changing methods of
Council's operations and replacing Council vehicles with Electric Cars yet no costs for Rate-payers to
consider for the Council to obtain these CO2 savings
This is the web-page of Monash Council where it appears there are 3 Consultancies providing advice to
Council as to how to calculate the Council Carbon footprint and then how to offset that footprint
However as far as we can tell, there are only figures for showing the reduction of CO2 but no figures or
financial amounts for purchasing the necessary Carbon Credits to become Carbon Neutral each year

Getting to carbon neutral by 2025
In February 2020, Monash Council committed to working towards becoming carbon neutral, with a
target of zero net corporate greenhouse gas emissions, by 2025.
Our Zero Net Carbon Action Plan provides a pathway for achieving this goal, with a focus toward on-
ground action using a proactive and cost-effective methodology.

This commitment has been based on detailed independent modelling by CarbonetiX, which determined the
annual corporate greenhouse gas emissions generated for Council, and identified actions required to
minimise our impact on the environment and achieve carbon neutrality by 2025.
In 2018-19, our corporate baseline greenhouse gas emissions were 20,503 tCO2e. cf Mosman 2,713
tCO2e
During 2019-20, we saw our emissions reduce by 8%, partly due to adjusting our services under COVID-19
restrictions.
With the Zero Net Carbon Action Plan in place, we hope to see continued reductions to help us become
carbon neutral by 2025.
Our top five sources of corporate greenhouse gas emissions:

" Gas:15% (cf Mosman p21 fig4 9.8%)
" Asphalt and concrete use: 8%
" Fleet vehicles: 7.2% (cf Mosman transport p21 fig4 13.8%)
" Employee commutes: 6.9%

" Source 100% renewable electricity
" Replace main road street lighting with LED lights
" Improve energy efficiency of Council's largest major buildings and key community facilities
" Reduce fuel use and transition to electric vehicles for fleet vehicles
Preference the use of sustainable products, technologies and services through sustainable procurement
" Implement an Environmental Sustainable Design policy for Council buildings and infrastructure
" Offset emissions that cannot be avoided

NEXT STEPS
With the costs of Electricity due to escalate considerably in the near future, many Rate-payers
are concerned about not only the increase in Council costs but also the implications for
purchasing Electricity Carbon Offsets
