The partnership involved the development of the Rio Tinto Volunteer Management Scheme (RTVMS) to improve the promotion and management of volunteers in sport and recreation The main objectives of the RTVMS are to: A Identify and respond to current trends and challenges in volunteerism; and B Assist sport and recreation organisations in developing sustainable strategies to manage their volunteers more effectively. The RTVMS consists of the following: 1 Volunteer Management Grants Volunteer Management Grants have been allocated to 16 sport and recreation organisations to establish and implement a Volunteer Management Program. Organisations who have received funding include State sporting associations, local governments and peak community groups 2 Education and Training A number of volunteer management education and training seminars were conducted statewide for sport and recreation groups. 3 Volunteer Coordinators Network Through the grants program and other initiatives a statewide Volunteer Coordinators Network was established. 4 Resources The Rio Tinto Volunteer Management Tool Kit was developed to assist sport and recreation groups and volunteer coordinators in implementing effective volunteer management programs. In addition, the Clubs Guide to Volunteer Management was developed and added to the Department's Club Development series. As the partnership is now in its third and final year, the Department would like to commission a review of both the RTVMS and the partnership between DSR and Rio Tinto. 2.2 SCOPE OF SERVICES DSR is seeking the services of a suitably qualified/experienced consultant to review the RTVMS and evaluate the Department's partnership with Rio Tinto. The successful consultant will be required to: a Evaluate the effectiveness of the RTVMS to determine: 1 Impact of implementing volunteer management practices in their organisation 2 Usefulness of DSR volunteer resources and support (eg. Coordinators Network, Tool Kit, access to DSR consultant) 3 General feedback of the RTVMS 4 Avenues for future assistance from DSR As a number of the RTVMS grant recipients are from regional areas, travel to the following locations is required: i Albany ii Bruce Rock iii Waroona iv Wyndham DSR will provide the consultant with all contact information of RTVMS recipients. b Evaluate the effectiveness of the partnership between DSR and Rio Tinto according to the partnership objectives in the Partnering Agreement. c Submit a report on the findings of the evaluation within two months of the commencement date. A detailed action plan and timeline, demonstrating the methodology of the evaluation will need to be included in the proposal.
