CAN VALUE OF VOLUNTEER TIME HELP TO PAY OFF COVID-19 DEBTS ?
Please find attached evidence of the Value of Volunteer Time to support to the
question at your community consultation at Balgowlah RSL on Thu 10 Jun 2021
The question referred to offsetting the cost of the Covid-19 Pandemic to the
Australian Economy by utilising Volunteer Time based on the 2008-2014 research by
Dr Duncan IRONMONGER for 4 Australian State Governments
According to the Guardian newspaper Tue 11 May 2021 the cost is Au$ 311 Billion
as stated in the 2021 Federal Budget Papers for the Job Seeker and Job Keeper
projects alone and does not appear to include the cost of purchasing and
administering the various vaccines currently underway within every Australian State
The question asked referred to the research Papers prepared for 5 State
Governments (2003 Western Australia Volunteer Management Scheme, 2008
Queensland, 2011 South Australia, 2012 Victoria, 2014 Tasmania)
Following the 2003 initial report by the WA Department of Sport and Recreation
into Volunteer Management, Rio Tinto funded the Rio Tinto WA Future Fund
Volunteer Management Scheme [RTVMS] with Mandaring Council
In 2012 Dr Ironmonger stated in his report to the Victorian Government that the value
of the Volunteer hour was worth Au$ 24.09/hr in 2006 and had increased by about
Au$ 5.00 an hour every 6 years hence the current value could be over Au$ 35.00
Hence Peta GARRETT your "Electorate Officer - Government and Community
Relations" may be able to investigate how local Councils record Volunteer hours in
their accounts and if they submit those hours to State Governments as this Volunteer
Accounting process could help pay off the COVID-19 Pandemic debts very quickly
