		TRANSPARENCY WITH LOCAL GOVERNMENT ELECTIONS ?

Further to our email 10 Aug 2022 Your Local Government Act 2020 changed the way Vic Councils inform 
the public" we thought you may be interested into our research into the NSW 2021-2024 Local Council 
Elections particularly into the vote counting and election of Councillors

A	BACKGROUND TO REVIEW NSW LOCAL GOVERNMENT ELECTIONS

This initial research into 3 NSW Councils was based on the Victorian Local Government Act 2020

5	increased transparency of council decision - extract Vic Local Gov Act 2020.

This is an extract of "Local Government Act 2020 - Victoria"

The Local Government Act also includes provisions for:

1	entitlements for residents and ratepayers to vote in council elections
2	the conduct of local council elections, including nominations and vote counting
3	independent electoral representation reviews by an electoral commission

It will be interesting to see how many Committees are established by each Council and whether the 
committee minutes are provided as On-line minutes or as On-line PDF/Word files eg Monash Council 
minutes 22 Jul 2022 with 27 PDF files which have to be downloaded to be reviewed

Here is an example of On-line Committee minutes from Electronic Business Australia in 2002

It will also be interesting to see what incentives are provided for Council rate-payers to join those 
committees or whether the Local Government Association of Victoria will consider an eCredits system for 
committee participation

Here is a link to the participants in Electronic Business Australia Committee meetings 2000-2002 with their 
participation records which can be used to offset Council costs and provide revenue for local businesses

B	REVIEW 3 NSW LOCAL GOVERNMENT ELECTIONS 2021

3 Councils were reviewed

a	Mosman Municipal Council - number of electors - 20,620
b	North Sydney Council - number of electors - 48,552
c	Inner West Council - number of electors - 132,481

a	MOSMAN MUNICIPAL COUNCIL - NUMBER OF ELECTORS - 20,620

The electors in Mosman Council elect 6 Councillors and a Mayor by Proportional Representation [PR]

This is the link to the Mosman Council web-page about the last election on 04 Dec 2021

This web-page then links to the NSW Electoral Commission web page which has all the NSW Local 
Government Elections results

This is the link to the Mosman Council election web-page which states the Vote Counting is by 
Proportional Representation [PR] for 6 Councillors to be selected from 18 Candidates

The Proportional Representation [PR] election policy and practice is defined by the 276-page Schedule 5 
Of the Local Government (General) Regulation 2005 

It lists the 6 Councillors who have been elected and provides 9 On-line reports about the election including 
a 40-page Spreadsheet showing how the preferences are distributed 

However if you review the summary table attached, none of the Vote totals seem to add-up 
(Att A Mosman Council Election Results)!

b	NORTH SYDNEY COUNCIL - NUMBER OF ELECTORS - 48,552

The North Sydney council does not have Proportional Representation [PR] voting

The North Sydney Council Election has 2 Wards each with 5 Councillors who then elect the Mayor

The Wards are 

1	The Election of 5 Councillors in Cammeraygal Ward - 24,932 Electors
2	The Election of 5 Councillors in St Leonards Ward - 23,620 Electors

Even though there is no Proportional Representation [PR] voting there are still 9 reports to be downloaded
including a 171-page Excel Preference Spreadsheet for Cammeraygal ward and a 153-page Excel 
Preference Spreadsheet for St Leonards Ward ! 
  
Can anyone explain why "Ballot Papers in a parcel have the same Transfer Value" ?

c	INNER WEST COUNCIL - NUMBER OF ELECTORS - 132,481

The Inner West council does not have Proportional Representation [PR] voting eithef

The Inner West Council elects 15 Councillors from 5 wards

However if you review the voting results for 2 of the Wards (B Balmain-Baludarri & E Stanmore-Damun) 
the 3 people with the most votes are elected however in the other 3 wards: 

A Ashfield-Djarrawunang ward, Jessica D'ARIENZO elected with 296 votes, 

C, Leichhardt-Gulgadya ward, Timothy STEPHENS elected with 89 votes and

D Marrickville-Midjuburi ward, Zoi TSARDOULIAS elected with 154 votes

Can anyone explain why that is the case ?

NEXT STEPS

It appears that Local Government Councils have been playing a major role in Climate Change since 2002 
with new legislation and changing Carbon Credit regulations, hence understanding who is elected on local 
Councils will require local electors to be diligent and monitor the results
