Dear Zali cc	Australian Legislators

VALUE OF VOLUNTEER TIME IN 2013 WAS OVER $ 25.9 BILLION

Thank you for your response email Fri 09 Jul 2021 re the extended restrictions for
the COVID-19 which are currently increasing day-by-day in different States

As the costs of the COVID-19 pandemic and the variants escalate, it is going to
become increasingly important to offset these accounting debts quickly before they
become a crippling burden on communities now

If you review the 2014 Report "Economic Value of Volunteering in Tasmania" you will
find the following research tables:

Table 1: Volunteering in Australia, 2006

3 As at September 30, 2013 (ABS, 2013b)

The value of a Volunteer hour in 2013 was $ 35.21 when the calculation of the
Economic Value of Volunteers $ 25.9 Billion per annum was stated as above - what
is the value of a Volunteer hour 8 years later in 2021 ?

Volunteer Committee Participation as Community Assets

All Sports Communities, Council Communities and Councils in Australia also have
extensive Volunteering at regular Committee meetings whereby the minutes record
the attendees, preparation of reports and actual time spent by Volunteers at these
committee meetings

These Committee activities should be included as an Asset in the Economic Value of
that Community

Indeed with repeated COVID-19 outbreaks, many of these meetings may be
performed On-line or by Zoom meetings hence should be included as Economic
Contributions

This issue of the Economic Value of participation in On-line Committees was
recognised by the foundation members of the Open Interchange Consortium [OIC] at
the inaugural AGM minutes and members' mandates in 1996

Following that AGM OIC members developed a number of On-line services
including Electronic Committee Information Management [ECIM] which was based
on research carried out with South Sydney Council, South Sydney Chamber of
Commerce, British Standards Institute [BSI] and the UK Institution of Electrical
Engineers [IEE] based in Savoy Place London very close to the Australian Embassy
and Austrade in Strand London

The research by OIC members into ECIM included hourly Accreditation credits for
Electronic Committee Participation which was used by Electronic Business [eBXML]
Australia 2000-2002

As Tasmania has been heavily involved with the most recent Volunteer research
perhaps Senator Jacqui LAMBIE and other independent Politicians may be prepared
to work with you to provide legislation to offset COVID-19 costs with a Volunteer
Credits systems including Electronic Committee Information Management [ECIM]

Members of the OIC ECIM project team would be prepared to provide ECIM to a
Council Volunteer groups eg Mosman Council Volunteers, North Sydney Council
Volunteers, Northern Beaches Council Volunteers for a Pilot project if you
consider it suitable for an evaluation project to offset COVID-19 costs

Yours sincerely
