According to the City of Sydney Website over 900 Councils across 18 Countries declared a Climate Emergency by 06 Feb 2020 prior to the Covid-19 Pandemic being announced with Scotland being the first country in April 2019 closely followed by the rest of the UK This web-site states as at 23 Feb 2020 1,400 local Councils in 28 Countries have made Climate Emergency declarations 2 Could a Council become a Carbon Credits wholesaler ? Currently Carbon Credits can only be purchased through an approved Financial Broker According to the Bundle Financial Broker web-site they are "authorised to provide financial advice and deal in carbon units and renewable energy for wholesale clients" You may want to contact Council to ask if they are a Carbon Credits wholesaler 3 How do you find out which Financial Broker(s) your council uses to purchase Carbon Credits ? You need to contact your Council to ask which Financial Broker(s) the Council uses to purchase Carbon Credits - there could be several including: 1 one for the council emissions which are currently 22,000 Tonnes per annum 2 one for the rate-payer emissions which are 6 Tonnes per household per annum 3 one for the 41 Tonnes of Greenhouse Gas Emissions [GGE] per household per annum for "Unsustainable Consumption" 4 If you pre-purchased Carbon Credits how do you inform your Council ? Each Council will have a different way of dealing with this issue so you need to contact your Council to ask how they deal with this Issue 5 How does purchasing Carbon Credits assist with Climate Change ? This is a good question which back in Feb 2020 we had asked Prof Manfred LENZEN who carried out the research at Sydney University for the Inner West Council As yet we have not been be able to find anybody who can clearly explain why purchasing Carbon Credits assist with Climate Change This is the response from Google "Do carbon offsets actually help the planet? "The short answer is yes, go ahead, says Kate Ervine, a professor of international development studies at Saint Mary's University and author of Carbon - but only if you've done your homework and an offset isn't the sum total of your strategy to fight climate change" This isn't about fixing the problem. 6 Can you Trade Carbon Credits ? We are still researching this issue of Carbon Credit trading However here is an extract from a recent paper "Carbon trading also referred to as emissions-trading has become a hot topic in recent months, particularly with the World Climate Conference in Copenhagen. And not all may be aware but there is now an emerging market in carbon derivatives and CFD traders are already speculating on future carbon emission values. It is a market which is very much in its infancy, and some find it difficult to understand. The proposed programs allow emitters of carbon pollution to release a certain amount of the gas, for which they receive a permit. These permits can be bought and sold, allowing a polluter who improves their performance to sell spare credits and receive money for the reduction achieved. This creates a financial incentive against which to offset the cost of implementing the improvement. The basic premise is that heavy polluters are thus forced to acquire expensive permits for the right to keep polluting while those who manage to reduce their carbon footprint are able to sell on excess permits to those who failed to do so." 7 How can we improve our local waste management for climate change impact ? As the IWC has been holding courses for 12 people each February, there may be local waste management committees in the future as there are 249 parks in IWC area However the "Petersham Park Waste Collective [PPWC]" has spent the last 12-months trying to work with our Council to improve Park waste management including keeping dog poo out of the water catchments - unfortunately with little response from Council We will endeavour to provide further details in following Newsletters Regards Clare GARDINER Researcher PETERSHAM PARK WASTE COLLECTIVE [PPWC] B: PO Box 117 Petersham 2049 E: PPWC.rs1@gmail.com M: {61}(4)4827-8153 W: www.oic.org/SAN/612131 This Newsletter provides some background on when Greenhouse Gas Emissions were first monitored and how Carbon Credits can be purchased to offset those Greenhouse Gas Emissions A Background to Greenhouse Gas Emissions monitoring B How Carbon Credits can be purchased to offset those emissions A BACKGROUND TO GREENHOUSE GAS EMISSIONS MONITORING In 1992 the United Nations established a Framework Convention on Climate Change [UNFCCC] which is an International Environmental Treaty first signed at the Earth Summit in Rio de Janeiro from 03 - 14 Jun 1992 signed by 154 Countries including Australia The framework sets non-binding limits on greenhouse gas emissions for individual countries and contains no enforcement mechanisms. Instead, the framework outlines how specific international treaties (called "protocols" or "Agreements") may be negotiated to specify further action towards the objective of the UNFCCC. The parties to the convention have met annually from 1995 in Conferences of the Parties (COP) to assess progress in dealing with climate change. In 1997, the Kyoto Protocol was concluded and established legally binding obligations for developed countries to reduce their greenhouse gas emissions in the period 2008-2012.[4] The 2010 United Nations Climate Change Conference produced an agreement stating that future global warming should be limited to below 2.0 °C (3.6 °F) relative to the pre-industrial level.[5] The Protocol was amended in 2012 to encompass the period 2013-2020 in the Doha Amendment, which as of December 2015 had not entered into force. In 2015 the Paris Agreement was adopted, governing emission reductions from 2020 on through commitments of countries in Nationally Determined Contributions (NDCs), with a view of lowering the target to 1.5 °C.[6] The Paris Agreement entered into force on 4 November 2016. It appears that these Climate Change Conferences have decreed that Carbon Credits can be purchased to offset Carbon Emissions although the research to confirm this issue continues B WHERE DO YOU PURCHASE CARBON CREDITS ? It appears that Carbon Credits can only be purchased through an approved Financial Brokerage Examples of Australian Carbon Credit providers are Bundle, Greenfleet and Carbon Neutral A Bundle B Greenfleet C Carbon Neutral A BUNDLE (extract from Bundle web-site Sat 23 May 2020) Bundle (a member of the Point Group) is a dedicated brokerage and procurement service working across various sustainability and environmental markets internationally. C CARBON NEUTRAL With over ten years experience, Carbon Neutral is expert in assessing energy management. Whether you work in an office, factory or warehouse, reducing energy costs and consumption is easier than you think. By measuring your carbon footprint or investigating your energy use through an energy audit, you can: a Identify practical ways to be more efficient and cut costs b Meet supply chain environmental demands and attract new, environmentally aware clients c Increase brand value by proudly promoting your environmental effort to customers CARBON FOOTPRINT The first step for any carbon management program is to understand the current carbon footprint (baseline measurement). This allows targets to be set and to quantify benefits from better managed emissions. Carbon Neutral can calculate your carbon footprint consistent with the Greenhouse Gas Protocol and the National Carbon Offset Standard. "The Greenhouse Gas Protocol (GHG Protocol) is the most widely used international accounting tool for government and business leaders to understand, quantify, and manage greenhouse gas emissions" A Data Collection Tool will be provided for staff to easily collate the required information relating to the relevant emission sources of your organisation. This is used to capture activity data relating to greenhouse gas emissions. PPWC is endeavouring to assist the Community to understand these new Strategies and work with the IWC to help with waste management and Climate Change initiatives Regards Clare GARDINER Researcher PETERSHAM PARK WASTE COLLECTIVE [PPWC] B: PO Box 117 Petersham 2049 E: PPWC.rs1@gmail.com M: {61}(4)4827-8153 W: www.oic.org/SAN/612131 . Hi Local Petersham Park Residents - this newsletter can be reviewed On-line here A Update Anaerobic Digestions [AD] processes in Australia B History of Climate Change and Carbon Credits 2007-2010 A UPDATE ANAEROBIC DIGESTIONS [AD] PROCESSES IN AUSTRALIA Further to the PPWC Apr 2020 newsletter there have been some very interesting talks on ABC Radio about enhance resource management including a talk on Thu 30 Apr 2020 by Associate Professor Dena FAM of the Institute for Sustainable Futures at the University of Technology Sydney [UTS] This talk was about the potential of "Biogas Digestion" to become an energy source for bio- waste in every household According to the Short History of Anaerobic Digestion [AD] Biogas systems have been implemented since the initial system in Bombay India 1859 with currently over 44% of the World's biogas plants implemented in Europe "The majority of biogas plants in Australia - upwards of 50 - are associated with municipal waste treatment facilities. Commercial operations include Melbourne Water and Sydney Water, which use sewage as their biogas feedstock .Jan 13, 2015" More information about "Anaerobic Digestion in Australia" can be reviewed here B HISTORY OF CLIMATE CHANGE AND CARBON CREDITS IN NSW 2007-2010 It is also very interesting reviewing old newspaper articles about Carbon Credits as it seems little has changed in 10 years On Fri 16 Apr 2010 Ben CUBBY Environment Editor Sydney Morning Herald [SMH] wrote "Saving $ 35 worth of Carbon Cost $ 104,000" (Att A) The NSW Climate Change Fund, which was set up in Jul 2007, renovated a Sylvania Public School building at a cost of $ 104,000 to save 1 tonne of Carbon Dioxide value $ 35 "More that half of the 26 Public projects funded in the 2008-2009 financial year valued carbon at more than $ 1,000 a tonne almost 30 times its estimated market value !" And Councils were eligible for Grants from the NSW Climate Change Fund including Manly Council which "was granted $ 154,000 to install energy saving floodlights at Manly Oval saving 17 tonnes of Carbon Dioxide" (17 x $ 35.00 = $ 595.00 per annum) However who is monitoring how long the Council Floodlights stay on each day to minimise Rate-Payers Carbon Credit liabilities as 91% of the Inner West Non-Residential carbon emissions are caused by electricity consumption {Att B) ?
