It appears that many other Councils including Horsham Council in Victoria are implementing a Biomass Boiler System at the Aquatic Centre to turn all waste into energy "Ref Agenda 11 May 2020 "5.1 Promote Sustainability by encouraging sound environmental practice 5.1.01 Investigate opportunities for the use of Renewable energy for Council facilities including implementing a Biomass Boiler system at the Aquatic Centre and Solar Panels where feasible on Council buildings and facilities" However the feedback we have received about the Disclosure Statements for Zero Carbon Emissions (examples include Brisbane City Council in Queensland and Maribyrnong City Council in Victoria) is: a there is tremendous detail about the Council emissions as a quantity but nothing about the cost of purchasing the Carbon Offsets in those disclosure statements b all the registries where Councils can purchase Carbon Credits appear to be based overseas c It is very difficult to find out how much 1 tonne of Carbon Credit offsets costs the Council Does anybody have any information about how Carbon Credits Offset costs work ? Council is planning to purchase genuine offsets closer to 2025 so that the Council operations are only carbon neutral but wants to limit the amount of offsets needed by implementing carbon reduction projects between now and 2025. These offsets will adhere to the Australian National Carbon Offsets Standard. That was the content of an Inner West Council [IWC] email on 10 Jan 2020 yet the Council had published in Aug 2019 as part of the IWC "Climate + Renewables Strategy [CRS]" fig 7 "Unsustainable Consumption 41 Tonnes per household per annum- research by Sydney Uni Aug 2019 for IWC" - population of over 198,000 in 80,000+ households B VIC MONASH COUNCIL - NET ZERO EMISSIONS BY 2025 Mr Mayor we have reviewed your web-site as directed by yourself There was no response to a search for "Carbon Credits" and the only item we could find under Climate Change was the Environmental Sustainability Strategy [ESS] 2016 - 2026 This document does not contain any reference to Carbon Credits We note that Monash Council-Declare A Climate Emergency-on 27th August 2019 and "The next meeting of Monash Council will consider a motion from the Environmental Advisory Committee, {which includes 3 Council members), recommends Council declares a Climate Emergency" We also note on that 27 Feb 2020 Monash Council committed to net Zero emissions by 2025 "Monash Council has committed to achieving net zero emissions by 2025 as part of a raft of strategies to tackle climate change Council made this commitment at its February 2020 meeting. A further report for a whole of Council climate action plan will come before the September 2020 Council meeting. Key projects identified include: A Participating in the Local Government Power Purchase Agreement for up to 100% renewable energy for all electricity use B Major roads street lighting changeover to LED lights C Major infrastructure upgrades of high energy usage sites, including our aquatic centres, to reduce energy use D Investment in solar panels at key sites E Expanding the use of electric and hybrid vehicles in Council's fleetF Investment in Carbon Offset sourced from local businesses G Increase the use of recycled content materials in council projects H The purchase of carbon offsets, when required, from businesses located within the City of Monash, wherever possible I A commitment to protecting and enhancing our green spaces and tree canopy. D VIC MARIBYRNONG CL - PURCHASING CARBON CREDITS SINCE 2008 Dear Clare As far as carbon credits go, the City has been buying them for about 20 years, starting with its declaration to become carbon neutral. I'm not sure of the current cost of that. As part of this commitment, Council will continue to take action to reduce and manage our carbon footprint to achieve net zero carbon emissions each year. Achieving Zero Carbon Council first achieved net zero corporate CO2 emissions in 2015. Each year, Council calculate the greenhouse gas emissions that we generate through activities such as electricity use, transport and other activities. However, this commonly used concept is, in practice, particularly complex, and presents two major obstacles to governments and their public officials acting in the public interest: o firstly, while it is one of the most used terms in the lexicon of public administration, it is arguably the least defined and least understood - few public officials would have any clear idea what the term actually means and what its ramifications are in practice. o secondly, identifying or determining the appropriate public interest in any particular case is often no easy task - as Lyndon B Johnson once said: 'Doing what's right isn't the problem.
