Please find below two letters that were posted On-line to the newly appointed Executive General
Manager of the new Australian Digital Health Agency [ADHA] which replaced the National
eHealth Transition Authority [NeHTA] on 01 Jul 2016
These letters were

Unfortunately the links to Government GovDex web-sites no longer provide the documents
Perhaps you as Federal Member of Parliament may be able to locate and review these
documents
In the meantime you may wish to review the attached GovDex XML schema which provides
evidence that both the Simple address and the Complex address can be used in Government
documentation
The question is why is the list of GovDex users no longer available ?

PUBLISHED AUSTRALIAN GOVERNMENT USER LIST OF GOVDEX IN 2009
As you are aware from the US Federal Government Election many members of
their Democracy are concerned about how the US Government is currently acting
hence the vote for a Candidate who was prepared to tackle how "The System"
operates
As we all know the Australian Electorate is far more compliant and believes
"she'll be right"
We have provided evidence to demonstrate that overseas ICT organisations
including IBM, Microsoft and Sap utilised Australian Federal Government largess
via an Information Technology On-line [ITOL] Grant to develop BizDex for the
Australian Wheat Board in 2002
BixDex/GovDex was developed as a Fraudulent Invoicing System to outflank the
"Food-for Oil" embargo on Iraq in 2004
It now appears that GovDex has been installed in most if not all Australian
Government Agencies judging by the attached documents:

2 P 23 of that Strategy
3 2009 list of Australian Government GovDex Users
P 23 of the Australian Government 2006 e-gov Strategy states
"The Australian Government will introduce a new project management process
known as Gateway™ to improve the delivery of major projects.
Gateway™ is a project assurance methodology originally implemented by the
United Kingdom's Office of Government Commerce in 2000, and has been used
in Victoria since 2003".
However the UK Gateway™ Project Assurance Methodology does not appear to
work in Australia according to the article by Judith SLOAN The Weekend
Australian 16 Jan 2016 "Digital Disasters Haemorrhage Bucketfuls of Money"
or is it the ICT Unions again ?
According to p23 of the 2006 e-gov Strategy
"The adoption of common, standardised, modular business processes by
government agencies is intended to eliminate or change duplicated, redundant
and inefficient processes.
This will require the re-use and sharing of existing systems.
A repository will be established so that agencies can discover, publish and re-use
information, business processes and systems in a trusted environment.
One possible repository, GovDex, is being trialled by selected government
agencies"
According to the Red Wahoo web-site in 2004 Red Wahoo developed the
schema for GovDex with a simple and complex address in the same Schema
And according to the attached 2009 list of Australian Government GovDex users
every Federal and State Government Department uses GovDex
What will the new amalgamated Councils use ?
NEXT STEPS
The costs of GovDex will be minimised if Australia passes legislation like the US
Government did in 1996 to make the electronic Address format of the forms
used for the Uniform Civil Procedures Rules [UCPR]2005 (NSW) as the format required
for all Address formats in all electronic communications

"HEALTH INFORMATION SECURITY" CONCERNS WITH "BLOCKCHAIN TECHNOLOGIES"
Further to your response dated 19 Sep 2016 to our letter dated 09 Aug 2016 that
was referred to the Hon Sussan LEY MP Federal Minister for Health and Aged
Care and Minister for Sport, we note that you state
>On page 3 of the quoted October 2009 report, you will see that Working Group
>5 (Health Cards) was replaced with a Task Force reporting to Working Group 4
>(Security) hence their absence from the list of working groups
That report was dated 2009 and since then there have been great technology
strides with the "cashless society", "the Digital Economy" and "Blockchain
Technologies" to resolve the "Security issues of a cashless society"
However, as many pundits endeavoured to point out since 1997 with the Y2K
issue, the Information & Communications Technology (ICT) industries have
provided "Advice" to Governments that appear to be in the interests of their
industries and not in the interest to the Public ref 2016-01-16 The Australian "
"Digital Disasters haemorrhage bucketsful of money"
Examples of this include multiple Health ICT Standards recommended by a
Transition Authority [NeHTA], "Big Data in Health" and the myriad of Education
and Defence projects over the past 10-years that have not achieved cost or
timetable budgets even though they may have used the latest Project
Management Methodologies like "PMBoK" and "PRINCE2"
In fact people who have received their "PMBoK or PRINCE2 Project Management
Qualification have said, "the Project Management tools ensure that no one is
accountable for the project failure because it is too expensive to review all
the copious documentation produced by the Methodologies !"
This trend appears to be continued by Blockchain Technologies which many of
the Banks and Insurance companies are evaluating for "Security" issues
An article by Peter MOON Technology Lawyer in the Australian Financial Review
[AFR] on Tue 27 Sep 2016 "Building system inefficiencies may be a better
security measure" illustrates why there are Public Concerns with the way large
organisations like Banks and Insurance companies are evaluating "Block Chain
Technologies"
To some people it appears that these new Technologies will consume
increasing amounts of computer power and electricity to "produce a new
block every 10 minutes" to be stored by many distributed computer
systems as a Data Security protocol

"In the near future, the Agency will be undertaking consultation with digital health
stakeholders about the My Health Record system and would welcome your
contribution"
