Dear Peta
EXAMPLES UK 2006 BUSINESS KPIs - SUITABLE FOR AUS COUNCILS 2025 ?
Suggested Agenda for Zoom meeting 14:45 - 15:15 Thu 09 Sep 2021
Identifying suitable Key Performance Indicators [KPIs] for Councils
A Climate Change KPIs for Councils
B Waste Management KPIs for Councils
C Offsetting COVID-19 KPI costs for Councils
Examples suggested by OIC and SAN members include
1 2007 "Developing UK Airport KPIs for Airport safety and security
2 2006 UK Business 22 KPIs
3 Providing Councils Minutes On-line to reduce need to print out Minutes
4 Promoting local companies on Council web-sites rather than Council logo
each web-page eg this web-page
5 Local Community credits system for event participation
2 UK Business 22 KPIs published 2006
This 76-page document can be downloaded here
"2.2 The KPIs There are 22 Key Performance Indicators considered to be significant to UK businesses.
These are supplemented by sections on supply chains and products:
There are 2 sections
a Emissions to air - 8 types of emissions
b Emissions to land - 14 types of emissions
a Emissions to air - 8 types of emissions
1 Greenhouse Gases
2 Acid Rain, Eutrophication and Smog Precursors
3 Dust and Particles
4 Ozone Depleting Substances
5 Volatile Organic Compounds
6 Metal emissions to air Emissions to water
7 Nutrients and Organic Pollutants
8 Metal emissions to water
16 For further information on the value of ecosystem services please refer to the recently
published United Nations Millennium Ecosystem Assessment, a 4-year study involving 1,360 experts
worldwide. This can be found at http://www.millenniumassessment.org
b Emissions to land - 14 types of emissions
9 Pesticides and Fertilisers
10 Metal emissions to land
11 Acids and Organic Pollutants
12 Waste (Landfill, Incinerated and Recycled)
13 Radioactive Waste Resource use
14 Water Use and Abstraction
15 Natural Gas
16 Oil
17 Metals
18 Coal
19 Minerals
20 Aggregates
21 Forestry
22 Agriculture
Every business should also consider reporting on how it influences the environmental performance
of its supply chain and products, the following additional sections in Chapter 4 provide guidance
on this: o Supply chains o Products
These KPIs have been designed with company reporting in mind.
Where possible, recommendations as to how to measure these KPIs make use of information that is
routinely collected by companies.
Accordingly, many of the KPIs described can be calculated from information such as quantity of
fuel consumed per annum, business mileage, and how much electricity has been purchased"
Some organisations like SAMSUNG may be prepared to work with Councils on Climate Change issues
and sponsor projects proposed by local Rate-payers
Here is a link to the University NSW Council KPIs
Perhaps you could arrange an On-line Committee to identify suitable KPIs for each Council to be
implemented 2022-2036
We look forward to the Zoom meeting to start a successful Council KPI collaboration that is
beneficial to the Rate-payers and Councils
regards

Dear Peta
PROPOSE PRIVATE MEMBER'S BILL RE COVID-19 COSTS ISSUES ETC
Thank you for the invitation 16:00 Mon 16 Aug 2021 to speak with Zali via a Zoom
meeting on Thu 19 Aug 2021
Could we reschedule the Zoom meeting for 2:45 - 3:15 Tue 31 Aug 2021 to provide
us with time to receive feedback from our members and contacts on a proposed
Federal Private Member's Bill for Local Government Key Performance Indicators
[KPIs] for Mayors, Deputy Mayors and Councillors.
The feedback we would seek is for a proposed Federal Private Members Bill for Key
Performance Indicators [KPIs] for local Councillors including Climate Change, Waste
Management and COVID-19 costs offset by Volunteer Participation
Our research initially raised awareness from the New Zealand Federal Legislation
"Local Government Members 2019/2020) Determination 2019 that every Council in
New Zealand paid Committee Chairs as well as Councillors
Eg
Manawatu-Wanganui Regional Council
Office Annual remuneration ($)
Chairperson 137,703
Catchment Operations Committee Chairperson 69,253
Deputy Chairperson 62,088
Environment Committee Chairperson 62,088
Audit, Risk and Investment Committee Chairperson 57,313
Passenger Transport Committee Chairperson 57,313
Regional Transport Committee Chairperson 57,313
Catchment Operations Committee Deputy Chairperson 50,150
Environment Committee Deputy Chairperson 50,150
Manawatu River Users' Advisory Group Chairperson 47,761
Councillor 47,761
After the SAN submission on 16 Aug 2021 to the Victorian Government about the
proposed Remuneration for Victorian Councillors, subsequent research has also
revealed the following Legislation for each Australian State:
2021/06/22 Northern Territory Council Members Allowances
2021/04/23 NSW Local Government Remuneration Tribunal - Council Allowances
2020/07/31 Vic Gov Guidelines on Appointments and Remuneration
2020/04/08 WA 2020 Local Government Determination Act
2020/11/04 South Australia Periodic Adjustment of Council Member Allowances
2020/11/30 Queensland Local Government Remuneration Commission
2015/06/29 Tasmania Local Government (Meeting Procedure) Regulations 2015
2015/06/29 Tasmania Local Government Performance Data Collection
Tasmania appears to be the only State Government that has Regulations as to how
Government meetings should be run and what Performance Data should be
collected !
This is why we believe there has to be Federal Government legislation so that every
Council in Australia addresses Waste Management, Climate Change and Volunteer
Management as a consistent Council responsibility that offsets COVID-19 costs
Yours sincerely

Dear Zali cc Australian Legislators
NZ COUNCILS HAVE ELECTED COUNCILLORS & COMMUNITY BOARDS
A NZ Councils elected Community Boards
B North Sydney Council 26 Precinct system espoused by Mayor Ted MACK
C Volunteer Participation as Community Assets
A NZ COUNCILS ELECTED COMMUNITY BOARDS
Further to our emails about the Australian research on the Economic Value of
Volunteers for each state on 15 Jun 2021 and valued in 2013 at $ 25 Billion per
annum in email 14 July 2021 you may be interested in reviewing how New Zealand
Councils have elected Community Boards many chaired by elected Councillors
NZ Example 1: Whakatane Council
1 elected Mayor,10 elected Councillors with 20 elected members for 6 Community
Boards providing multiple committee meetings each month
And these are the On-line committee meeting dates
July 2021 - 7 committee meetings
Jun 2021 - 8 Committee Meetings
May 2021 - 9 Committee Meetings
Unfortunately all the agendas and minutes of meeting are On-line PDF files that
have to be downloaded to be read. - none of the minutes are documents that can be
read On-line by other interested members of those Communities
Compare those On-line PDF minutes with the On-line minutes of an Electronic
Business [ebXML] Australia meeting nearly 20 years ago on 05 Feb 2002 of the
Marketing Strategy Work Group chaired by Mark BEZZINA Director of
Communications, IT and eCommerce at Standards Australia - his changes to the
draft minutes are included in blue ink !
This is a link to the members and their attendance records of Electronic Business
[ebXML] Australia which could be used by every Council/Sports Club/Body
Corporate Committee to show On-line attendance with COVID-19 travel restrictions
For some reason Standards Aus cancelled all other scheduled 2002 ebXML
Meetings after that 05 Feb 2002 meeting !
NZ Example 2: Selwyn District Council
Another example is Selwyn District Council which has 1 mayor and 12 Councillors
and over 70 listed Committees with regular meetings and PDF minutes
NZ Example 3: Christchurch City Council
Christchurch City Council has 15 councillors with 7 Community Boards comprising
52 elected Volunteer members
B North Sydney Council 26 Precinct system espoused by Mayor Ted MACK
In 1974 Ted MACK was elected as initially as an Alderman and then as Mayor from
1980-1988 on North Sydney Council and espoused the principles of "Participatory
Democracy" whereby "Citizens have a right to participate in local precinct issues"
Ted established 26 Precincts in the North Sydney Local Government Area and now
this Precinct system is under review possibly because North Sydney Volunteers are
no longer fulfilling all the roles necessary to maintain the value of the Precincts.
As the reports on the "Economic Value of Volunteering" to the 5 State Governments
by Dr Duncan IRONMONGER indicate that a Volunteer hour is now valued at over
$ 35.00/hr, recent COVID-19 large-scale community shutdowns dictate we must use
technology to record Volunteer participation as a Community Asset rather than leave
Communities in perpetual debt under current accounting processes
C VOLUNTEER PARTICIPATION AS COMMUNITY ASSETS
All Sports Communities, Council Communities and Councils in Australia also have
extensive Volunteering at regular Committee meetings whereby the minutes record
the attendees, preparation of reports and actual time spent by Volunteers at these
committee meetings
These Committee activities should be included as an Asset in the Economic Value of
that Community
Indeed with repeated COVID-19 outbreaks, many of these meetings may be
performed On-line or by Zoom meetings hence should be included as Economic
Contributions
This issue of the Economic Value of participation in On-line Committees was
recognised by the foundation members of the Open Interchange Consortium [OIC] at
the inaugural AGM minutes and members' mandates in 1996
Following that AGM OIC members developed a number of On-line services
including Electronic Committee Information Management [ECIM]
ECIM was based on research carried out with Hampton School Rugby Old Boys,
South Sydney Council, South Sydney Chamber of Commerce and a joint-venture
with the British Standards Institute [BSI] which printed and posted out over 1,000,000
pieces of paper annually to members of over 350 national and international
committees
The research by OIC members into ECIM included hourly Accreditation credits for
Electronic Committee Participation which was used by Electronic Business [eBXML]
Australia 2000-2002 for telephone conference meetings around Australia and Hong Kong
