UNDERSTANDING THE IMPACT OF CLIMATE CHANGE POLICIES IN EUROPE
Members of the OIC Sustainability Action Network [SAN] have agreed to research the impact
of Climate Change issues and Carbon Credits in overseas countries.
The first research project was to understand what progress is being made in Europe where
the 2015 Paris Agreement seems to have promoted consensus with Climate Change Policies and
whether Local Government Councillors are nominated to report on Climate Change inititatives
The 2015 Paris Agreement is a legally binding international treaty on climate change.
It was adopted by 196 Parties including Australia at COP 21 in Paris, on 12 December 2015
and entered into force on 4 November 2016.
Its goal is to limit global warming to well below 2, preferably to 1.5 degrees Celsius, compared
to pre-industrial levels.
To achieve this long-term temperature goal, countries aim to reach global peaking of
greenhouse gas emissions as soon as possible to achieve a climate neutral world by mid-
century.
The Paris Agreement is a landmark in the multilateral climate change process because, for the
first time, a binding agreement brings all nations into a common cause to undertake ambitious
efforts to combat climate change and adapt to its effects.
On 14 July 2021, the European Commission adopted a series of legislative proposals setting out
how it intends to achieve climate neutrality in the EU by 2050, including the intermediate target of
at least 55% net reduction in greenhouse gas emissions by 2030
The package proposes to revise several pieces of EU climate legislation, including the European
Union Emissions Trading System [EU ETS], Effort Sharing Regulation, transport and land use
legislation, setting out in real terms the ways in which the Commission intends to reach EU climate
targets under the European Green Deal.
International credits are financial instruments that represent a tonne of CO2 removed or reduced
from the atmosphere as a result of an emissions reduction project.
As a result of the Paris Agreement and others, many Australian Local Government Councils from
2015-2020 developed long-term Climate Change Strategies eg Inner West Council which may
include every rate-payer purchasing 41 tonnes of Carbon Credits offsets each year to offset
"Unsustainable Consumption"
Hence one of the objectives of this research project was to discover how, "The Paris Agreement
on Climate Change" and the EU proposals have impacted local communities in France, Italy and
Greece
It will also be interesting to see what happens with Carbon Credits trading in Great Britain now that
it has left the EC/EU in Jan 2020
