Dear Philip cc Members of Parliament
NSW LAW COMMITTEES IMPLEMENTING ECIM TO ACCELERATE THE "DIGITAL ECONOMY"
As you will recall in 1985/86 you were the Intellectual Property Lawyer for
the RUBAC Electronic Information Interchange [EII] Methodology
Further to the email Mon 22 Jun 2015 to the NSW Attorney General re NSW Law
Society accelerating the "NSW Digital Economy", this is a proposal for a
Joint-Venture for the NSW Law Society Committees to implement "Electronic
Committee Information Management [ECIM]" in its 27 Standard Committees of the
NSW Law Society
In 2015 there are 468 Participants on the 27 NSW Law Society Committees
{Att A - Link to Online version rather than download Spreadsheet file}
An analysis of those 468 Participants indicates over 70 of those
participants are Representatives (Rep) of different organisations including
R1 NSW Farmers,
F1 Dept Family & Community Affairs [FACS],
E3 Local Government & Shires Association [LGSA],
M1 Medical Council of NSW,
P2 Real Estate Institute of NSW [REI] as well as
other NSW Government bodies {Att B}
(This link provides the links to each committee rather than a flat file)
A key aspect of ECIM is that it enables the members of the Represented
Organisations to access the Committee Agenda, Minutes and Reports On-line
without having to wait for and rely on the reports of the Representatives
This will enable other members of those Represented to review Historical
Records On-line and download relevant Reports as particular issues arise
In addition the Representatives and their Organisations can accumulate
eCredits similar to those earned by some Volunteers for Council projects
and Sporting events eg Rio Tinto Volunteer Management Scheme
Each Volunteer will earn "Intellectual Property Royalties [IPRs]" or
"Intellectual Property eCredits [IPEs]" for participating in the
implementation of ECIM
ECIM will be of interest to the World Intellectual Property Organisation
[WIPO] of which you are an Australian Representative and could produce
long-term export revenue and IPRs for Australians and their Organisations
that participate in the ECIM implementations
NEXT STEPS
I would be pleased to discuss this further with you as a Joint-Venture to
accelerate the implementation of a "Digital Economy" Application within
New South Wales
Yours sincerely

NSW ATTORNEY GENERAL M:{61}(0)

Dear Attorney General cc Members of Parliament
HOW THE NSW LAW SOCIETY CAN ACCELERATE THE "NSW DIGITAL ECONOMY"
In 1985/86 Philip ARGY former President of the NSW Computer Society and
current Chair of the NSW Law Society Legal Technology Committee was the
Intellectual Property Lawyer for the RUBAC Electronic Information
Interchange [EII] Methodology
In 1987 The American Yankee Group was commissioned to prepare a report
on the status of "Electronic Data Interchange [EDI] in Australia"
That report concluded that RUBAC was "way beyond EDI"
In 1990 the British Standards Institute [BSI] commissioned a joint-venture
on how the RUBAC EII Methodology could assist with the reduction of 14,000,000
sheets of paper produced each annum by over 250 Committees with Minutes and
Reports and provide useful "Committee Participation" metrics
At the 1996 AGM Members of the Open Interchange Consortium [OIC] voted
unanimously to implement Electronic Committee Information Management [ECIM]
and develop an eCredits system for Meeting Participation
In 2001 "Electronic Business Australia (ebXML Australia)" implemented ECIM to
provide attendance participation metrics for its meetings
"ebXML Australia" also held a trial on Electronic Business Papers for the
Marketing Strategy Workgroup
Now that the NSW Government is planning to accelerate the "Digital Economy"
it may be opportune for the NSW Law Society with its 27 Standard Committees
to participate with "Electronic Committee Information Management [ECIM]"
These Committees could be utilised to promote members to the Public similar
to how the current Councillors are promoted with just address details
The example of this is the current 468 members of the 27 Standard Committee
participants can be linked to their NSW Law Society profile so it is easier
for the Public to find a lawyer who can assist them rather than trying to
find a lawyer from a variety of names on a web-site
Eg Human RightsNEXT STEPS
As a new Attorney-General and the 1st woman to be appointed to that Role you
are in a position to enhance the Processes and Culture of the NSW Legal
Profession as the NSW Government moves to the "Digital Economy" with
"Electronic Committee Information Management"
I am sure the NSW Treasurer the Hon Gladys BEREJIKLIAN will be very supportive
to lead NSW into embracing the "Digital Economy"
Hence I would be pleased to discuss ECIM further with yourself and Philip ARGY
if you consider it appropriate
Yours sincerely
