OBJECTIVES:
The PPWC had requested a meeting to:
1 understand how to work with Council to achieve objectives of EDPS , CRS and CSP 2036
2 discuss eliminating Organic Waste including Dog Poo from Landfill
3 learn how Community Groups like PPWC could address "unsustainable consumption"

14:00-14:20 A UNDERSTANDING HOW TO WORK WITH INNER WEST COUNCIL
HnB assembled a group of key people that enabled PPWC to understand the issue, the process and
timetable for possible changes to how waste is managed in Petersham Park
HnB introduced the 6 IWC persons and explained IWC was under going great change at the moment
as the culture of 3 different Councils (Leichhardt, Marrickville and Ashfield) were merged into
the new Inner West Council while at the same time embarking on implementing a number of new
Sustainability and Waste Management strategies
HnB explained that her responsibilities covered domestic waste only and that a research project
into all the Industrial, Commercial and Domestic Waste issues in the Inner West LGA was being
conducted by the University of Technology Sydney [UTS] Institute for Sustainable Futures
HnB said that the Marrickville Council had carried out a Food Organics Garden Organics [FOGO]
trial with 1,000 participants form 2016-2019
"During this time over 600 tonnes of food and garden waste was collected, however participation
rates were low as was the percentage of food waste to garden waste.
This trial has now ended.
Results and learnings from the trial will be used to develop other food waste initiatives in the
Inner West" .
HnB said that IWC had considered the EarthPower Biogas system at Camellia 2142 which uses
"anaerobic digestion technology to convert food waste into renewable energy"
However the cost of transporting the food waste to Singleton was too expensive for the IWC to
implement
HnB said IWVC had applied for a Grant to establish a Biogas system similar to the "Malvern
Biogas" system in the UK
However that Grant Application with the Local Government NSW Research and Innovation Fund had
been rejected
SGG asked how much does the IWC require to establish a Biogas Pilot system ?
HnB said a business case had not been prepared yet
HnB said Canada Bay had opened a new recycling plant which IWC people were tracking
"NEW CANADA BAY RECYCLING CENTRE OPEN FOR FREE HOUSEHOLD PROBLEM WASTE DROP-OFF

"Canada Bay Council received a $172,433 grant to establish the centre under the NSW Government's
Waste Less, Recycle More initiative.
"This is one of a network of 100 centres being built across NSW with grants awarded by the
Environmental Trust in partnership with the NSW Environment Protection Authority (EPA)," .
14:20-14:40 B VOLUNTEER COMMUNITY PARTICIPATION CREDITS PROPOSAL
SGG asked if the Council had considered a Volunteer Participation Credits system to encourage the
Community to participate in Initiatives like the "2020 10-wk Leadership Skills in Sustainability"
course
These local community credits systems can provide the Council with Local Community Credits and
stimulate the local small business economy
This Local Community Participation Credits Process [CPC] had been submitted at the Home Business
Consultation on Thu 17 Oct 2019 as the IWC Council has announced a 2020 "Community Leaders in
Sustainability" course with applications due on Fri 06 Dec 2019
This course involves training 20 Volunteers spending 34-hrs over 10 weeks from 03 May 2020 -
05 May 2020 while they learn how to identify and manage suitable projects
The free 'Community Leaders in Sustainability' course provides you with training in:
" project management
" building partnerships
" leadership skills
" environment and sustainability.
This is a large commitment in time by Volunteers before the actual task of finding a suitable
project and developing a project team starts
Once the project team has been assembled then "Project Management" begins which involves
planning meetings with agendas and presentations and action items
Hence this is why, after the Home Business Consultation on Thu 17 Oct 2019, John WHELAN , was referred
to following references by emailed letter
1 the 1993 Report on Group Support Systems [GSS] by the Uni of Arizona "Lessons from a Dozen
Years of Group Support Systems [GSS] Research" and
2 the "Value of Volunteers Reports by Dr Duncan Ironmonger to 4 Australian State Governments
where in 2006 a Volunteer hr was worth Au$24.09
1 "Lessons from a Dozen Years of Group Support Systems [GSS] Research 1981-1993"
"This was a study by the University of Arizona into 4,000 projects over 12 years with the following
conclusions
Table 1. Lessons learned about GSS in organizations
1 GSS technology does not replace leadership.
2 GSS technology does not imply any particular leadership style.
3 GSS can make a well planned meeting better; and it can make a poorly planned meeting worse.
4 Individuals must have incentive to contribute to group effort .
5 GSS can reduce labor costs by more than 50% and project time by up to 90%"
This document was provided to John as support for Local Community Participation Credits for the
various meetings and committees he organises
JoW suggested PPWC set up a "Currency Exchange System like a crypto-currency" hence further
explanation of the proposed Local Community Participation Credits process is required and
why Council has to oversee the Value of the Participation Credits for Rate-payer offsets
At the 1996 AGM OIC members unanimously agreed to an ecredits process for event and project
participation
"The time and contributions by each member and its representatives are to be recorded as
Intellectual Property Assets of the OIC and each member representative and their organisation
are to accumulate Credits for participation and contributions to raising awareness of EIT issues"
OIC members held monthly and quarterly events between 1994 - 2006 and established over
20 Special Interest Groups with an event accreditation process
In 1997 senior members of the OIC including Commonwealth Bank, AIDC, Optus, Ourworld Global
Network [OGN] and Halisa NSW Partnership sponsored the development of Electronic Association
Information Management [EAIM] with 3 modules:
1 Electronic Committee Information Management [ECIM]
2 Electronic Committee Information Management [EEIM]
3 Electronic Member Information Management [EMIM]
In 2000 the Federal Government Department of Employment, Workplace Relations and Small
Business [DEWRSB] joined the OIC XML Special Interest Group
In 2001 DEWRSB then commissioned the OIC Local Government Special Interest Group [LZIG] to
conduct a series of 3 On-line surveys with 173 Local Government Agencies
"conducting a survey which addresses the relevance of XML in the adoption of On Line
Service Delivery by Local Government Agencies in NSW"
This committee participation process was implemented between 2000-2002 with "ebXML Australia"
In 2005 OIC Community members developed a Junior Sports Information System [JSIS] for junior
team sport players to earn local community credits for team responsibilities and updating the team
web-site
In 2010 OIC Community members developed the ePedal-Power Local Community credits system for
our youth to earn local community credits by riding bikes in racks to generate electricity for schools,
hospitals and aged care homes
However during the course of accruing Local Community credits it became necessary for some junior
members to be able to spend them in local shops hence part of creating jobs and economic
development
This is where it requires an organisation like the Local Council to oversee what the value of a
Local Community Participation credit is worth to the community particularly for Rate-payers to
get involved with Community issues
In the same way that the Crown Plaza Group around the world said to their guests "Pedal for 15
minutes and we will give you a free meal" the Local Council will have to determine the work value
a Local Community Participation Credit [CPC] for a range of community activities
Older Rate-payers will participate and support the Council if it will reduce their Rates in some way
Many retired Rate-payers (especially retired school-teachers and nurses) may be prepared to help
report on smelly dog-poo bins to have them changed or cleaned now that we know there is a
reporting process in place on the web-site
14:40-15:00 C UNDERSTANDING COUNCIL'S PLANNING CYCLE FOR PETERSHAM PARK
HnB then asked Mandy SMITH Acting Manager Parks and Open Spaces to explain how the IWC
Parks and Open Spaces department operates
MdS said there are 269 Parks in the Inner West Area hence IWC has to operate a 10-year Park plan to ensure
that the local community of each Park can be involved in how their local Park operates
There is a Parks Planning Priority List which has 52 Plans of Management [PoM] downloaded as a
PDF/Word files, with several parks having multiple Plans eg Whites Creek Park has 8 PoMs
At the "Footprints Ecofestival" at Whites Creek Park on Sun 25 Aug 2019 there were 4 different
coloured clearly marked bins which is what PPWC is seeking in Petersham Park
MdS said Petersham Park was die to be reviewed early in 2020 probably around Jan/Feb 2020 when
the local community would be invited to comment on how they would like the Park managed by
Council over the next 10-years
CGC said what the plan was for the completion of the work on the Grandstand in Petersham Park
MdS replied that asbestos had been found during the renovations of the Public Toilets hence they
had been delays but the Grandstand should be operational by Mar/Apr 2020
KRH asked how often were the trees spayed with chemicals as there was concern by dog owners
that the chemicals could be dangerous for the pets - it would be very helpful if notice could be given
to the dog owners possibly on a Notice Board in the Park when spraying would take place
MdS said she appreciated learning about those issues and would respond accordingly
