Further to our letters Thu 12 Mar 2015 and Mon 23 Mar 2015 re "Data
Interoperability Standards" please be aware of past advice by ICT 
Advisory Boards on National Information Technology Public Issues

Examples of these ICT Advisory Boards include:

A	Standards Australia IS/11 EDI Advisory Committee 1988-1989
B	Y2K Advisory Committee 1998-2000
C	ebXML Australia 2000-2002
D	Standards Australia IT-027 Committee AS4590 2005-2006
E	National Electronic Health Transition Authority [NEHTA] 2005-2016

A	 Standards Australia IS/11 EDI Advisory Committee 1988-1989

The IS/11 EDI Advisory Committee was established by Standards Australia 
to assist Australian Business to understand the issues involved with 
Electronic Data Interchange [EDI]

The Committee comprised representatives of 26 different Australian Business 
Associations 

In Jul 1988 Key members on that committee including Arthur Andersen {Att A} 
representing a key Australian business association and members of the Australian 
Bankers Association forced through the adoption of the American ANSI-X12 
EDI Standard rather than the ISO Standard ISO-9735

In Jul 1993 it was Arthur Andersen LLP and Andersen Consulting that sponsored 
a series of Seminars "Inventing the Australian Model of Government" in each 
Australian State

According to WikipediA "In 2002 Arhtur Andersen LLP voluntarily surrendered its 
licenses to practice as Certified Public Accountants in the United States after 
being found guilty of criminal charges relating to the firm's handling of the 
auditing of Enron, an energy corporation based in Texas, which had filed for 
bankruptcy in 2001 and later failed

While Andersen Consulting the former consultancy and outsourcing arm of the firm, 
now known as Accenture, which had separated from the accountancy side in 1987 and 
renamed themselves after splitting from Andersen Worldwide in 2000, continues to 
operate and has become one of the largest multinational corporations in the world"

B	Y2K Advisory Committee 1998-2000

In 1998 the Australian Government established its Y2K Advisory Committee chaired 
by the Australian Managing Director of a US Software company

According to a report dated 18 Aug 2005 by John QUIGGIN of Queensland University 
the Y2K checking and remediation expenditure in Australia was estimated at 
A$ 12 Billion and US$ 500 Billion Worldwide with "most money spent specifically on 
Y2K Compliance exercises was wasted" {Att B}

C	 ebXML Australia 2000-2002

The ebXML Australia Committee were aware of the deficiencies that there was not a 
standard name and address format for ebusiness

On 05 Feb 2002 Mark BEZZINA of Standards Australia chaired a sub-committee and actively 
participated on that Committee yet did not ensure that there was a single address format 
in the finalised standard AS4590 when it was published on 27 Oct 2006

On 10 Jan 2004 the ebXML Forum announced the release of BizDex with Steve CAPELL of Red 
Wahoo as one of the companies building BizDex and the Australian Wheat Board [AWB] as 
an early user to "reduce supply chain costs" {Att F - ebXML Forum 10 Jan 2004}

D	Standards Australia IT-027 Data Management & Interchange Committee 2005-2006

In Oct 2006 Standards Australia IT-027 Committee published AS4590-2006 "Interchange of 
Client Information" with 3 different addressing aspects "Addressing within a complex", 
"primary address" and "unstructured address"   

In the published document Red Wahoo is accredited as being one of the contributors to 
the standard {Att C}

E	National Electronic Health Transition Authority [NEHTA] 2005-2016

"The National Electronic Health Transition Authority [NEHTA] was established in 
July 2005 as a collaborative enterprise by the Australian Commonwealth, State and 
Territory governments to identify and develop the necessary foundations for electronic 
health (eHealth).[1] 

NEHTA aims to unlock eHealth system aspects and improve the ways in which information 
is electronically collected and exchanged."[2]

In 2011 the NEHTA IT Advisory Committee published 8 "Candidate Standards" for eHealth 
Applications {Att D}

7 of these Candidate Standards are proprietary Standards owned by companies

The other standard is UN/EDIFACT ISO-9735

On 27 Mar 2015 NEHTA still listed on its web-site Supply Chain Reform {Att E}

"There is a lack of standardized location identification"

As at 21 Jun 2015 the NHETA web-page is missing so here is a hard copy print-out
of the NEHTA - Supply Chain reform 

NEXT STEPS

We would ask to meet with the Board to discuss important changes necessary 
for effective Data Interoperability between Government Agencies
