WHY AS4590 IS SO IMPORTANT FOR  "DATA INTEROPERABILITY"

Further to our letter Thu 12 Mar re "why Current Data Interoperability is costly
and not in the Public Interest" further research of the "Data Interoperability 
Standards" as published on the Department of Finance Website has been conduct:

This research has revealed the following evidence:

This Standard states on p8/15 {Att A}

5.2	Verifying Address Information

"Address information captured by the agency should be appropriate to the 
agency's purpose, but should also consider the potential utility of the information 
across government

Address information should be fit for purpose to enable analysis of government 
services delivery by address, and should therefore be verified against 
authoritative reference address date, following applicable standards and guidelines

Address data recorded by agencies should:

1	Comply with the requirements of AS4590 Interchange of Client Information

2	Include the official address (ie street number, road name, road type, 
	locality name etc; and

3	Include the persistent ID of the verified address as recorded in the 
	reference dataset

B	STANDARD MUST USE "MANDATORY" NOT "SHOULD"

In most Standards the word "Mandatory" or "Must" is used rather than "Should"

This issue is particularly important for cost effective "Data Interoperability" so that
the format of the address data does not have checked for each electronic transaction

C	AS4590 STANDARD OWNED BY "RED WAHOO"

In 2006 Standards Australia [SIA}, the Australian Computer Society [ACS]and the 
Australian Information Industry Association [AIIA] were informed that AS4590 
Interchange of Client Information had both a simple and complex address format 
in the same standard

On 31 Oct 2009 Standards Australia announced it had a "new business model" 
{Att B - Standards Australia "Feedback on new Business Model"}

In 2010 Red Wahoo published a document {Att C} that states"

 "Our work over the last 6 years includes the following key projects

a	Author Australian Government Name and Address XML Schema Standard 

b	Author of the Australian Government B2B profile for Web Services

c	Author of the Data Model for National Electronic Development 
	Applications (Building Permits) 

Red Wahoo is an active participant and contributor to international standards 
development efforts including:

A	Chair of the UN/CEFACT Business Collaboration Scheme Specification 
	(BCSS) working group

B	Chair and Lead Architect of the UN/CEFACT sponsored effort to develop 
	UMM plug-in tool set for use with a common UML modeling tool

C	Contributor to the OASIS eBBP (ebXML Business Process) specification

NEXT STEPS

We would ask to meet with the Board to discuss important changes necessary for 
effective Data Interoperability between Government Agencies
