	SUBMISSION RE "DRAFT CLIMATE + RENEWABLES STRATEGY"

Members of the Open Interchange Consortium [OIC] have reviewed the Inner West Council Draft 
"Climate + Renewables Strategy [CRS]" as a module of the "Inner West 2036 Community 
Strategic Plan [CSP]" and make this submission about this very forward thinking CSP

We have noted in "Figure 1: Integrated Planning and Reporting" that there is a requirement 
for "Perpetual Monitoring and Review" as part of the Resourcing Strategy

Your ICT Plan may wish to include the "RUBACTM Blockchain methodology" which was developed 
and implemented by a number of OIC projects to "automate the synchronisation of distributed 
databases using the XML coding structure"

The OIC Foundation Committee met regularly and used RUBAC Committee Information 
Management [ECIM] to agree the Mission Statement and Objectives of the OIC and on 23 Aug 
1996 used the Group Support System [GSS] of one of our members to reach agreement on these
issues

I represented the Australian Small Business Association [ASBA] on the Standards Australia EDI 
IS/11 Committee from 1987-1989 and the OIC on the ebXML Australia Committee from 2000-2002

In 2001 the Department of Employment, Workplace Relations and Small Business [DEWRSB] 
commissioned the OIC to conduct a series of On-line questionnaires using the RUBAC 
methodology with 173 NSW Councils

In 2004 I was invited by the author of the United Nations eBusiness Strategy to review and 
comment on his draft strategy

OIC members have held a number of Special Interest Groups that can provide a high level of 
expertise to assist the Inner West Council implement its CSP 2036 successfully  

In addition OIC Members formed the Sustainability Action Network in 2007
