This letter provides the following evidence of Public Interest Issues

C How RUBAC provides a competitor to IBM's form of "Blockchain"
A 1993 "INVENTING THE AUSTRALIAN MODEL OF GOVERNMENT" LUNCHEON
The Political Events of the past week illustrate the fragility of democratically elected
Governments which may have been the reason in Jul 1993 Andersen Consulting hosted
a series of "New World Order" lunches around Australia called "Inventing the Australian
Model of Government with 5 proposed Models"
At the time, when this NSW Luncheon was revealed, Dr Vance GLEDHILL Director of
the Microsoft Institute agreed that this is a Public Interest issue
The key note speaker was an American named Ted GAEBLER who in 1992 had written
a book entitled "Reinventing Government"
The Australian speakers were:
1 Gary STURGESS AM who presented on "Virtual Government"
2 Percy ALLAN presented "Competitiveness in Budget Departments"
1 Gary STURGESS AM who presented on "Virtual Government"
Gary STURGESS was Chief of Staff to Nick GREINER Premier NSW 1988-1992
Gary STURGESS AM was a Director of Serco and participated in the 2012
Herald/Age - Lateral Economics [HALE] Index of Australia's Wellbeing in Bhutan
Nick GREINER AC was also the NSW Treasurer and started the sell off of NSW

B THE ECONOMIC VALUE OF VOLUNTEERS 2008-2014 BY DR D IRONMONGER
According to Associate Professor Duncan IRONMONGER the value of a volunteer hour
is measurable as an Asset to the Community
In his Dec 2012 Report "The Economic Value of Volunteering in Victoria" he states that
the value of the volunteer hour in 2006 was Au$ 24.09 - a rise from Au$ 19.26 in 2000
and hence is probably valued at more than $ 34.00/hr in 2018 {Att B}
Since the 2004 development of the Rio Tinto Volunteer Management System [RTVMS]
by Rio Tinto WA Future Fund, WA Department of Sport and Recreation [DSR] and WA
Mundaring Council, Dr IRONMONGER has been commissioned to prepare a number of
reports on Volunteering for State Governments including:
2008 The Economic Value of Volunteering in Queensland
2011 The Economic Value of Volunteering in South Australia
2012 The Economic Value of Volunteering in Victoria - Volunteering Australia
2014 The Economic Value of Volunteering in Tasmania
C HOW RUBAC PROVIDES A COMPETITOR TO IBM'S FORM OF "BLOCKCHAIN"
In Sep 1987 the Yankee Group Report 'EDI in Australia' stated "RUBAC was way
beyond EDI"
RUBAC provides a code for every transaction in any business process with a shell
document held at sender and receiver computers so that only variable information such
as quantity and price is sent electronically - each code develops as part of the Menu
process - as illustrated by this 1987 RUBAC Video
Now that organisations are starting to appreciate the value of automatically updating
distributed database by "Blockchain" it is an appropriate time to evaluate and compare
RUBAC with current Blockchain methodologies

Would AirTree Ventures be prepared to Invest/Sponsor an On-line Volunteer Cryptocurrency
Project with UNHCR-Zambia to assist Refugees to generate electricity in
their homes in resettlement areas as a practical example of how RUBAC operates ?

PMA opened the meeting by welcoming attendees and explaining the background to the
email that he had received from UNDP Zambia on 30 Mar 2018 and the need to inform and
prepare Resources to thoroughly comply with the project required by UNDP Zambia
There was a considerable amount of information that had to be reviewed and understood
prior to responding to any project
PMA proposed the following timetable and RUBAC Cryptocurrency volunteer eCredits for
understanding the situation of the Refugee Camps and Resettlement areas in Zambia
Meet every 2 weeks after reviewing a topic set to identify gaps in the questions and answers
during the previous 2 weeks
3-hrs every 2 weeks should be sufficient to review the EWB Q & A sections nominated
120 RUBAC-1 Cryptocurrency Volunteer eCredits are allocated for the 3 hrs
50 RUBAC-2 Volunteer eCredits are allocated for each accepted question within 10 days
50 RUBAC-3 Volunteer eCredits are allocated for travel time and attending meetings
20 RUBAC-4 Volunteer eCredits are allocated for reviewing the 4 On-line Videos

WPR : Here are my comments on the hard copy email from UNDP-Zambia so we should be
careful that UNDP is only fishing for contacts and resources and not progress a project
SGG: Will obtain further information from UNDP Zambia to reduce those concerns
The meeting reviewed some of the questions from General Discussion and WASH and
agreed is important to have a Female Sub-Committee to address a number of issues in
many part of the world without running water including
1 Female Hygiene
2 Young children
3 Education
4 Division of work cultures
5 Supporting sick and old people in family units
