GMO had emailed that when she tried to link to a number of web-sites that did not
provided a link

GMO said she also noted many of the Zambia reference web-sites links on the EWB
web-sites went to the EWB current project in Cambodia
Also most of the links provided to other web-sites did not link

GMO then asked if any of the Universities had responded to the issue about
offsetting HECS to providing the Student Volunteers on the EWB Projects with local
RUBAC eCredits
"Perhaps the Universities could arrange annual camps for students to carry out
repairs and provide new equipment and training for the local people
Perhaps this could be off-set against the Students Higher Education Contribution
Scheme (HECS) fees as well as earn the Students local eCredits"
SGG responded that as we were not able any of the 14 Microsoft Outlook email
accounts we cannot tell if any of the Universities had responded to those proposals
but would see if there is a response at the next meeting
B 17:50-18:10 - Update on Emails blocked by Microsoft Outlook email services
SGG reported that on 01 Mar 2018 Microsoft had announced new Terms and Conditions
coming into effect on 01 May 2018
On Thu 26 Apr 2018 Outlook blocked all email distribution on progress with the
UNDP Zambia project from 14 SAN Outlook email accounts
On 01 May 2018 the New 41-page Microsoft Terms and Conditions were reviewed
including:

h. Outlook.com
The Outlook.com (or @msn, @hotmail, or @live) email address that you use to create
your Microsoft account will be unique to you for as long as your Outlook.com inbox or
Microsoft account is still active.
In the event your Outlook.com inbox or Microsoft account is closed either by you or by
Microsoft pursuant to these Terms, the email address or username may be recycled into
our system and assigned to another user.
These terms and conditions include a Summary of the 25 new Terms and Conditions
which does not mention email or Outlook
As far as we can see we cannot see where we have infringed any of Microsoft's new
Terms and Conditions with regard to the use of Microsoft Outlook
And as the new Terms and Conditions did not come into force until) 01 May 2018 it
appears Microsoft has been vindictive and unlawful be locking out access to our
Microsoft accounts from 26 Apr 2018 and perhaps stealing our email contacts
lists or to prevent us from reading the response from Interested Parties
PMA said this is a most serious issues with email as email service providers control
who receives the information and the email addresses so new laws are required

Bear in mind that there are 2 resettlement areas in Zambia one established in 1966
with 15,000 Refugees and the other with 11, 000 Refugees
SGG said from his review of the questions and answers given there appeared to be
a need for Urban Planning rather than one-off 1st year student projects
According to the Wikipedia Settlement Hierarchy :
A City is 100,000-300,00 people
A large Town is 20,000 - 100,000 people
A Town is 1,000 - 20,000 people
A Village is 100 - 1,000 people
A Hamlet is a population of less than 100 people
Hence it appears that a refugee camp of more than 1,000 people requires an Urban Planning
strategy
Possible contacts on this issue could be Dallas ROGERS a speaker on Urban Planning
who is a lecturer at the School of Architecture, Sydney University
PMA suggested Donal CARR who, as a Staff Architect at the Sydney Cove
Redevelopment Authority (1970- 1986), led the revitalisation of The Sydney
Rocks area
Donal was contacted and he proposed that Paul RAVESTEYN of the Northgate Ministries may
be interested
