INDEX - ELECTRONIC CONTRACT MANAGEMENT SYSTEM [ETIM] A number of Councils have issued Expressions of Interest [EOI] and Requests for Tender [RFT] for Electronic Contract Management Systems which includes a requirement for more efficient Tender management. The eTendering system that OIC Members developed, the OTMG Tender Information Management Service [TIMS], was designed as part of a contract management process Here is an example extract of a Council's requirement for an EOI published in Nov 2006 C COUNCILS PRINCIPAL OBJECTS FROM NEW CONTRACT MANAGEMENT SYSTEM Council's principal objectives for implementing the new Contract Management System are: a for the management of the risks associated with tendering and contract management, b to increase tendering and contract management transparency, c to increase tendering and contract management visibility and profile, and d to increase operational efficiency in contract management. The System will: 1 standardise tendering and Contract Management procedures across Council; 2 provide a single database of Council's contracts; 3 allow comprehensive reporting; 4 more efficiently manage tender processes and the associated contracts with external organisations; 5 provide a system which will support the current and future operational needs in relation to Contract Management; 6 ensure important contract events are notified in a timely manner; and 7 improve contract compliance. DEVELOPING A STANDARD COUNCIL CONTRACT MANAGEMENT SYSTEM The OIC LZIG considers that it is feasible to develop a Standard XML Contract Management System that will meet 80% of the requirements of every Council.
