	WHAT IS THE AIIA POLICY ON A SINGLE ADDRESS AS4590 ?
	
Dear James - thank you for your very rapid response to the emails sent 
to the AIIA Directors yesterday on the AS4590 issue and Local 
Government eCommerce applications.

The key issue is what is the AIIA Policy on a single address for
ASA 4590 ?

A	SINGLE ADDRESS FOR AS4590

It is understood that that AIIA as the Australian Information Industry 
Peak Body may have limited resources to support the proposal for
Local Government software house education on AS 4590.

AIIA Board Members and AIIA members may be prepared to fund
the awareness/education of a single address AS4590 standard for
Local Government software developers rather than the AIIA

However the key issue is whether AIIA will support a Policy of
a single Complex address in AS 4590 rather than the two address 
formats that exist at the moment

Three of the AIIA Directors namely IBM, Microsoft and Intel as 
well as the AIIA itself are stake-holders in the Australian Wheat 
Board (AWB) BizDex Consortium that has won the contract for the 
32 Council EasyBiz Network in Victoria.

That project can only be successful if there is a single address 
format within AS 4590 which will greatly reduce the complexity and
on-going cost of the implementation.

The issue is critical for the Project in Victoria as the response for the
EasyBiz Project Manager indicates

B	REVIEW TOPOLOGY FOR E-COMMERCE NETWORKS

In addition, our submission to the Minister Senator COONAN provided 
evidence why the current Topology can never work for the technical 
reasons involved with electronic Life Cycle processing.

These reasons have rendered eCommerce projects in the US and 
Australia as Public Disgraces eg

1	the US Transport projects

In 1991 I was involved with Austrade in London with the Eurofighter 
project and the European Aerospace Association [AECMA]

This project used the AECMA Functional Framework Collaborative 
Programme Environment

The Eurofighter project was an aircraft being build in 4 different
Countries with different language and time zone problems

In 1992 Steve GILLMORE and I were working with a software house in 
Salford University called 3S on the Eurofighter project when they received 
a number of emails on the problems with Reference Numbers for EDI

In 2001 the Department of Employment, Workplace Relations and Small
Business [DEWRSB] commission OIC members to conduct a series of
surveys with 172 NSW Local Government Agencies on XML and the use 
of eCommerce for Local Government.

Hence our report included a Topology for Local Government

This Topology complies with the European Community Legal Workgroup
preference for Electronic Notaries rather than USA preference for Store
and Forward Value Added Service Networks [VANS]

C	NEXT STEPS

1	Policy Issue

The Policy issue with AS4590 is the key area where AIIA can lead 
the Industry by example.

Hence the AIIA speedy Policy announcement on that issue is far 
more important than the resources particularly with the Victorian 
Local Government EasyBiz project
ref the response from the SKM EasyBiz Project Manager

2	Topology Issue

I would be more than willing to come to the AIIA to explain why the 
Topology for Local Government has to be changed to enable Councils
to meet their Economic Development Strategies
