Hi Peter - Further to our very constructive meeting Fri 29 Dec this is
a draft record of our discussions.
If you could advise any changes by 17:00 Wed 03 Jan 2007 it would
be appreciated.
The plan is to circulate this to find out who else may like to participate
in promoting the OASIS eContracts Schema and developing Electronic
Contracts Information Management [ETIM] to Local Government Agencies

PROPOSED OBJECTIVES
a Confirm 12 month programme for the OIC XML Special Interest Group
to:
1 raise awareness of the two XML address standards in AS4590
2 identify Local Government Applications that will use AS4590
3 review Local Government Contracts to ensure that only the
single Complex Version of AS4590 is stipulated in Local
Government Tenders and contracts

A VICTORIAN GOVERNMENT CONSORTIUM AS 4590 PROJECTS
a The early part of the discussion reviewed the two tenders published
by the Victorian 32 Council Consortium and the implications of the
two XML Address formats in AS 4590.
b The first tender in Aug 2006 was for a Value Added Network Services
Hub to host 25 Council permit applications common to 32 Councils
c The tender required the Hub to develop standard permit applications
for each Council and to provide the output format using AS 4590
d The second tender in Sep 2006 was for a Vendor Integration
Contract to integrate the Hub output into each Council
back-end IT applications
e It was agreed that it was highly likely that Project Manager for the
project would stipulate to the Hub Development team that the complex
Address version of AS 4590 would be used at all times.
f If that is the case then there should not be a problem for whoever won
the Vendor Integration project as the complex version of would
become the defacto standard
g SGG said the two XML Address formats in AS4590 issue would be
important when:
1 the system is developed into an interactive system rather than a
batch processing system while the Vendor Integration processes
are mapped out.
2 If more complex applications like electronic Local Government
tenders are required by Local Government
3 the Councils move to Electronic Contract Management Systems [ECMS].
Three tenders for ECMS had been published in the last quarter
h Then there would have to be a check on each message by the
Value Added Service Hub to check which XML Address
structure had been used by the Council and the Council suppliers
i This would have to be checked for every a message sent.
j SGG said this process should be reviewed once the the
implications of the Federal and State Government Electronic
Transaction Acts had been reviewed
k This Legislation and the attendent Regulations were very basic at
the moment but it was changing the way Government was accounting for
assets and On-line Delivery services in the "Information Economy"
l PM agreed he would review:
1 The Federal Electronic Transaction Act 1999
2 The Federal Electronic Transaction Regulations 2000
3 The NSW Electronic Transaction Act 2000
4 The NSW Electronic Transaction Regulations 2001
5 The NSW Electronic Transaction (ECM Courts) Order 2005
m SGG felt it would assist PM to understand the OIC XML eCredits
system developed after the unanimous mandates at the OIC 1996 AGM

B REVIEW AS 4590 AND SINGLE XML ADDRESS EDUCATION/AWARENESS PROGRAMME 2007
a PM felt that with Local Government the issue of AS 4590 and XML
was like the "plumbing" and really the issue for Local Government
would be Contract Management rather than focusing on the technical
plumbing issue
b AS 4590 and XML may be appropriate for the IT Council people
but the issue would be developing a business case for the Councils
to review and consider Electronic Contract Management
c SGG said the OTMG Tender Information Management Service
[TIMS] was designed as an Electronic Contract Information
Management process with tenders as the start of the process
d The TIMS XML Government Tender template had been submitted
to ebXML Australia in 2002 as a structured Tender template for
Electronic Contract Information Management [ETIM].

C STANDARDS TERMS OF CONDITION OF LOCAL GOV TENDERS
a The discussion then review how Federal and State Electronic
Tenders had standard Conditions of Tender and Conditions of
Contract documents but Local Government tenders particularly
in NSW did not have those standard templates
b PM explained that for the last 4 years he had chaired the OASIS
LegalXML eContracts Technical Committee to develop an eContracts
Schema.
c This eContracts Schema had been approved by the main OASIS
Board on Fri 22 Dec 2006
d SGG thought that raising awareness of the eContracts Schema
is worth considering as an OIC Local Government Special
Interest Group project for 2007
e PM thought this may be more feasible as part of Electronic
Contract Information Management rather than as a stand-alone
application
