A  17:30-18:00 - CONFIRM 2ND QUANTUM 09.45-10:30 ON-LINE TRAINING PROGRAM

PMA summarised the conversations with members that had taken place the once Notice of Agenda
had been distributed on Tue 05 Mar 2019

1	It appears that there has been a dramatic shift since 2004 in that CIT and other legal 
	Organisations that were supposed to safeguard the Public were in fact undermining the 
	Public safeguards eg Standards Australia and the Australian Information Industry Association 
	[AIIA] with the Simple and Complex Address in the same standard AS-4590

2	CIT Committees nominated to resolve Standards issues end up issuing multiple standards that 
	confuse the technical issues further eg the NEHTA CIT Advisory Committee which published 
	multiple different acceptable CIT Standards in 2008 and OASIS Committees which have issued 
	51 different Standards

3	It is strange that in 1996 the American Government Bureaucrats created Regulations that 
	embedded the US ANSI-X12 EDI Standard in the HIPAA Legislation even though the 
	UN/EDIFACT Standard was released in Apr 1987 

	"Edward, just one small nit to pick with your comments below regarding the
	U.S. Health Insurance Portability & Accountability Act of 1996 (HIPAA).

	While you are correct in saying that the actual legislation itself does not
	adopt or mandate the use of a particular technology, unfortunately, the
	enabling regulation - The HIPAA Electronic Transaction Final Rule - does".

Yet Australian Politicians and Bureaucrats appear to have done nothing to protect Australian 
businesses or Consumers from rapacious overseas CIT organisations 

A major part of the EC-BSG project will be to assist potential Project Partners to understand 
the key project issues hence the EC-BSG Committee is preparing an "On-line Introduction to 
understanding eCommerce, Blockchain and Cryptocurrency issues"

The 2nd Quantum covers the following topics:

	a	XML [Extensible Mark-up Language]
	b	ebXML Australia	
	c	OASIS [Organisation for the Advancement of Structured Information Standards]

a	XML [EXTENSIBLE MARK-UP LANGUAGE]

In Jun 1987 the Federal Government commissioned the US based "Yankee Group" to research and
report on the progress in Australia of Electronic Data Interchange [EDI]

EDI was being promoted as the methodology for Business-to-Business [B2B] communications of 
documents like Purchase Orders, Delivery Notes and Invoices

In Sep 1987 the Yankee Group report included a section on the RUBAC™ [Rational Universal 
Business Automation Code] Electronic Information Communication and Filing System which 
concluded that RUBAC was "way beyond EDI"

In December 1987 Gordon MARKWART the Technical Executive Officer of the Australian 
Telecommunications User Group [ATUG] attended a presentation of the RUBAC™  Electronic 
Information Communication and Filing System

Gordon was so impressed with the methodology that he wrote this letter to encourage ATUG 
members to evaluate the RUBAC Electronic Information Interchange [EII] process and included the 
following statements in his letter

"The RUBAC system does appear to offer significant advantages to organisations by integrating the 
filing and retrieval system with document creation, transmission and recovery

The technique of only transmitting variable information in an 8-bit ASCII character string also offers 
advantages in that transmission costs are minimised while compatibility with the current computer 
technology is maximised

The RUBAC system should be included for consideration in any assessment of EDI options"

In Jan 1988 The Association of Australian Port and Marine Authorities [AAPMA] invited a quotation to 
implement RUBAC in ports throughout Australia

In Feb 1988 RUBAC was presented to the attendees of Compat'88 in the Hague Holland and more 
than 15 letters of supports for the methodology were received including one from Alain BELLEGO the 
Chief of Trade Facilitation and Standardisation UN/ECE and one from John HAMMOND Chief 
Executive of Maritime Cargo Processing [MCP] a leading port community systems specialist

The Letter from Alain BELLEGO UN/ECE emphasised the need to understand Standards developed 
for Business-to-Business [B2B] communications and Trade Facilitation

The Letter from John HAMMOND included statements that demonstrated he appreciated how 
RUBAC was so different from current EDI techniques

Statements in his letter include:

1	The concept for an electronic communication and filing system addresses the major problem of 
	information retrieval

2	We would be very interested in working with you to produce a standardised coding system that 
	will reduce significantly, the costs of the currently recognised means of international data
 	transmission

3	It will be beneficial to those attending IPIS FCP80 to hear from the Network Providers as to how 
	RUBAC will reduce their costs whilst conforming to the EDIFACT syntax standards

In 1990 the British Standards Institute [BSI] also an attendee at Compat'88 and EDI'88 in London
initiated a Joint-Venture report to evaluate how the RUBAC Electronic Information Interchange [EII] 
methodology could be implemented to reduce the 1,000,000 sheets of committee papers that were 
produced and distributed by the 400+ BSI committees 

This report also identified how the Attendees and contributors to the Committees could be recognised
automatically in the minutes

In 1994 a number of organisations with an interest in EDI and the new Internet including the 
Commonwealth Bank [CBA], the Australian Industry Development Corporation [AIDC], an ISP 
Ourworld Global Network [OGN] and Optus formed the Open Interchange Consortium [OIC]

Following the lead up to the OIC AGM on 23 Jul 1997 Foundation members met for a "Vision Day" 
hosted by Decision Support Centre Australia [DSCA] to use DSCA Groupware system to finalise the 
Mission, Objectives and Structure of the OIC for its members

The outcome of this Vision Day led to the development of a number of XML Internet On-line
Applications using the RUBAC EII Methodology for OIC members including 

1	1997 Electronic Association Information Management [EAIM] for electronic member, event and 
	committee information

2	1998 Y2K Resource Asset Management Program [RAMP] - to enable members to show trading 
    partners that the member had conducted and remediated Y2K issues

    In Jun 1999 this On-line XML Application won 1st Prize presented by the King of Sweden 
    in the "IT for SME" Category of the prestigious Global Bangemann Challenge 

3	In 1999 the Tender Information Management Service [TIMS] was developed to provide OIC 
      members with a standard On-line access format for Australian and New Zealand Federal, State 
      and Local Government tenders analysed over 9 Industry Groups and 11 Application areas

In 2000 Sun Microsystems joined the OIC to sponsor the OIC XML Special Interest Group [XZIG] for 
2000

In 2001 the Australian Federal Government Department of Employment, Workplace Relations and 
Small Business [DEWRSB] joined the OIC to commission "a survey which addresses the 
relevance of XML in the adoption of On Line Service Delivery by Local Government Agencies in 
NSW"

There were 3 survey phases for this contract which required a response for the 2nd phase from 50% 
of the 173 NSW Councils surveyed

The contract was completed within time and budget and the survey results provided On-line using 
The RUBAC XML EII Methodology  

b	EBXML AUSTRALIA

Standards Australia has since 1987 hosted committees particularly the EDI IS/11 which comprised of 
members who represented different Australian Associations that wanted their members
to enable businesses to communicate electronically
 
On 09 Dec 1988 Standards Australia published the 10 members Committee IS/11/2 - EDIFACT

On 12 Jan 1989 Standards Australia published the 35 organisations invited to join IS/11

On 12 Feb 1989 a list of possible vested interests of the Committee Members IS/11 was prepared 

By 2000, EDI and B2B installation were very limited in Australia hence XML was being promoted 
extensively as the methodology to enable Business-to-Business [B2B] and Business-to-Government 
[B2G] electronic communications

This led to the formation of ebXML Australia on 14 Apr 2000 with 20 members including Tim 
MCGRATH of TEDIS in Fremantle, 2 members of Cable & Wireless Optus, 3 members of Australian
Customs and several members of Tradegate ECA

There was a published schedule of 13 quarterly meetings from 14 Apr 2000 - 25 Oct 2002

At the 8th meeting on 26 Oct 2001 Mark BEZZINA the newly appointed Director Communication, IT 
and eCommerce Standards Australia joined ebXML Australia

At that 8th meeting it was agreed to establish a sub-committee called "ebXML Australia Marketing 
Strategy Work Group" [EBA-MSWG]  to "promote, raise awareness and educate the significance 
of ebXML to Government and other bodies" with Mark BEZZINA as the chair

The first meeting of EBA-MSWG was on 05 Feb 2002 to propose recommendations at the next
ebXML Australia meeting on 22 Feb 2002 

There were 8 attendees at the 1st meeting of EBA MSWG by telephone conference from 3 locations 
(Sydney, Melbourne and Fremantle) at 14:00 Tue 05 Feb 2002 

The draft minutes were prepared and emailed by the Secretary to the Chair by 17:00 Thu 07 Feb 
2002

Mark BEZZINA as the Chair reviewed and amended the draft minutes by Mon 11 Feb 2002

However when the amended minuted were placed On-line and distributed to ebXML Australia 
members the next meeting scheduled for 22 Feb 2002 was cancelled along with all further 
meetings of ebXML Australia

c	OASIS [Organisation for the Advancement of Structured Information Standards]

The Organisation for the Advancement of Structured Information Standards [OASIS] was founded 
under the name "SGML Open" in 1993. 

It began as a consortium of vendors and users devoted to developing guidelines for interoperability 
among products that support the Standard Generalized Markup Language (SGML). 

The consortium changed its name to "OASIS" (Organization for the Advancement of Structured 
Information Standards) in 1998 to reflect an expanded scope of technical work.

OASIS is a non-profit consortium that drives the development, convergence and adoption of open 
standards for the global information society.

OASIS promotes industry consensus and produces worldwide standards for security, Internet of 
Things, cloud computing, energy, content technologies, emergency management, and other areas. 

OASIS open standards offer the potential to lower cost, stimulate innovation, grow global markets, 
and protect the right of free choice of technology.

OASIS members broadly represent the marketplace of public and private sector technology leaders, 
users and influencers. 

The consortium has more than 5,000 participants representing over 600 organizations and individual 
members in more than 65 countries

There are, as at 05 Mar 2019, 60 Active Committees and 119 Completed Committee

Also, as at 05 Mar 2019, there are 51 OASIS Standards

IBM and Cryptsoft are listed as "Foundational Sponsors"

OASIS now provides a number of OASIS Conferences in different countries each month 

In Oct 2006 at the OASIS Annual Conference in Sydney the OIC gave a presentation "XML in the 
Government Tender Process" based on the 18,000 different Government tenders listed on the OIC 
Tender Information Management System [TIMS] since Jul 2000

The paper explained how the Australian "Name and Address Standard AS4590" and the 
UN/EDIFACT standard both had a simple address format as well as a complex address format 
acceptable in using XML and why Legislation similar to the US Legislation was required to prevent 
CIT organisations profiting from this issue of checking each communication to see which address 
format was used

Fortunately at that OASIS Conference there were a number of Public-minded attendees and 
exhibitors that agreed prior to Christmas 2006 that the Complex Address format must be used at all 
times

However, as far as we know, this issue of the "Simple" and "Complex" address in both the Australian  
"Name & Address" Standard AS4590 as well as the UN/EDIFACT ISO 9375 Standard has not been 
taken up by the OASIS Management

SGG reported that "Network Solutions" who were the OIC Internet Service Provider [ISP] that said the 
OIC web-site renewal was due on 17 Mar 2019 had been informed that the our records showed that 
the Web hosting renewal was due on 20 Dec 2020

An email with the evidence had been forwarded to Network Solutions with a cc to ICANN (the 
acronym for Internet Corporation for Assigned Names and Numbers, which is a non-
profit organization that is in charge of maintaining and coordinating the Internet, namely the 
Internet Protocol (IP) addresses and the Domain Name System (DNS).
