SUMMARY OF UNHCR REFUGEE SANITATION & ENERGY PROJECT
In Mar 2018 Ian MILIMO Assistant Resident Representative/Poverty Reduction from the United
Nations Development Program [UNDP] in Zambia contacted the Sustainability Action Network
[SAN] re assistance for 2 Refugee camps in Zambia, Myukwayukwa with 13,000 Refugees
founded in 1966 and Meheba with 22,000 Refugees founded in 1971
A SAN project team was established to review the On-line project information on the Engineers
Without Boarders [EWB] web-site which was working with the United Nations Commissioner of
Human Rights [UNHCR] on the Zambia Refugee project
The EWB web-site had the 221 questions submitted by Engineering Students from 30 Australian/
New Zealand Universities and the answers provided by the EWB Support staff
These questions were classified into 9 Categories

The SAN Project Team reviewed the 221 Questions posed by the Students and noted that few
appeared to offer solutions or assistance to the Refugees or the the Refugee Camp management
Hence the SAN Project Team identified "Sanitation" as a key project to assist with the need to
continually dig new latrines at the Refugee camps and provide Biogas Digestion Systems to
assist with the Sanitation issues and also provide Energy to the households of the Refugee
Camps
In addition the SAN Project Team identified Pedal Power as an option for the Refugees to
generate energy for their homes and recharge the mobile phones that the Refugees are given

These Refugee projects require Capital Equipment, Materials, Perishable Materials as well

A Background
The UNA Special Interest Group [UASIG] was formed following 4-months email
communications with UNDP Zambia and an email dated 30 Mar 2018 to Peter AXTENS
LLB (Retired) Official Agent Sustainability Action Network [SAN] inviting a response to a
proposed project
The initial Invitees to UASIG were familiar with the RUBAC On-line Committee Information
Management [ECIM] and were provided with an email which included reference to the
tremendous work carried out for Refugees in Zambia by The Office of the United Nations
High Commissioner for Refugees [UNHCR] , Engineers without Borders [EWB] and the
Habitat for Humanity
Engineers without Borders [EWB] - Zambia has produced a great deal of very helpful
videos, maps and documents for students who have placed questions on the EWB web-site
The Topics for On-line discussion by 1st year Engineering students at 30 Participating
Universities that are members of EWB are:

PMA opened the meeting by welcoming attendees and explaining the background to the
email that he had received from UNDP Zambia on 30 Mar 2018 and the need to inform and
prepare Resources to thoroughly comply with the project required by UNDP Zambia
There was a considerable amount of information that had to be reviewed and understood
prior to responding to any project
PMA proposed the following timetable and RUBAC Cryptocurrency volunteer eCredits for
understanding the situation of the Refugee Camps and Resettlement areas in Zambia
Meet every 2 weeks after reviewing a topic set to identify gaps in the questions and answers
during the previous 2 weeks
3-hrs every 2 weeks should be sufficient to review the EWB Q & A sections nominated
120 RUBAC-1 Cryptocurrency Volunteer eCredits are allocated for the 3 hrs
50 RUBAC-2 Volunteer eCredits are allocated for each accepted question within 10 days
50 RUBAC-3 Volunteer eCredits are allocated for travel time and attending meetings
20 RUBAC-4 Volunteer eCredits are allocated for reviewing the 4 On-line Videos
SGG was to email the additional questions to UNDP Zambia requesting a response within
10 days

WPR : Here are my comments on the hard copy email from UNDP-Zambia so we should be
careful that UNDP is only fishing for contacts and resources and not progress a project
SGG: Will obtain further information from UNDP Zambia to reduce those concerns
The meeting reviewed some of the questions from General Discussion and WASH and
agreed is important to have a Female Sub-Committee to address a number of issues in
many part of the world without running water including
1 Female Hygiene
2 Young children
3 Education
4 Division of work cultures
5 Supporting sick and old people in family units
