I have a thorough understanding of current trends and issues in ICT Infrastructure and 
services since I attended a one week TEDIS conference in Brussels in 1989

Here is the Legal Workshop Programme with a paper about the importance
of an Electronic Notary for Electronic Contracts

I have an understanding of relevant IT Management Policy which is why I refer to the 
AGIMO Charter and eStandards

This is why I am working with a group of consultants understanding the 2011-2015 Health
Reform Programme and the significance of the Healthcare Indentifiers Act and its 
attendant Regulations including

1	The Healthcare Identifiers Act 2010

2	The Healthcare Identifiers Regulations 2010

In addition I have been involved with a number of committees that have assessed 
Communication and Information Technology [CIT] problems and developed innovative 
solutions to address specific challenges including:
    
a	Simplex and Complex Address Format in same eStandard
	
b	Multiple eStandards published by NEHTA IT Advisory Committee

c	"Healthcare Identifiers Regulation r5" inadequate

a	Simplex and Complex Address Format in same eStandard

1	Discovering that the Australian E-commerce "Name and Address" Standard AS4590 
	which according to a 2009 Standards Australia Bulletin is owned by Red Wahoo 
	Pty Ltd, has a simplex and complex address format in the same standard

2	In 2002 this was brought to the attention of the Management Committee of 
	ebXML Australia.  

	ebXML Australia was subsequently disbanded 

3	In 2006 the issue was brought to the attention of the members of OASIS in Oct 2006 who 
	formed an Online International Committee to try to resolve the issue

4	It transpired the United Nations EDIFACT (aka UN/CEFACT) also has a simplex and complex 
	address format in the same standard

5	However this time the eCommittee reached an agreement on 22 Dec 2006 that the Complex 
	Address format of AS4590 should be used at all times in Online Applications

6	The Complex Address format is now used in all NSW Supreme Court Forms 	

b	Multiple eStandards published by NEHTA IT Advisory Committee

1	In 2011 NEHTA published "8 Candidate eStandards" that can be used by Software 
	Developers to develop eHealth applications 

2	One of the accepted eStandards is the United Nations "EDIFACT" now called UN/CEFACT

3	However the other 7 eStandards are proprietary standards, many owned by overseas 
	companies {Att A - Owners NEHTA 8 Candidate Standards}

4	NEHTA has not responded to concerns about the 8 different eStandards or
	about the plethora of HUBS needed as "Health Information Exchanges"

c	"Healthcare Identifiers Regulation r5" inadequate

1	In 2011 I was a member of a legal committee that identified that the Regulations 
	developed and published to support the "Healthcare Identifiers Act 2010" did not 
	comply with the Australian Government Information Management Office [AGIMO] 
	published eStandards for Government Agencies

2	These Regulations, particularly r5, are very simple regulations that enable 
	software developers to develop applications with a wide variety of formats

3	This issue has been drawn to the attention of Politicians and needs to be 
	resolved quickly
