12 NOV 2019 REPORT IWC RE CIVIC GOVERNANCE ISSUES TO ACHIEVE CSP 2036
This is a summary report prepared for Ian NAYLOR Manager Civic Governance , Helen
BRADLEY Resource Recovery Planning [RRP] Manager and John WHELAN Manager
"Economic Development Strategy Plan [EDSP]" of the Inner West Council [IWC]
This report has been prepared as there are a number of Civic Governance issues that
have to be addressed if the IWC is to achieve the expected outcomes of the "Community
Partnerships and Support" for "Zero Waste and a thriving share economy" ,
It has been prepared by the Petersham Park Waste Collective [PPWC] for a meeting on
Thu 14 Nov 2019 to discuss how a Community Group can work with Council as outlined in
the "Key Area 4: Community Partnerships and Support" of the Aug 2019 draft "Climate
+ Renewables Strategy"

A OVER 12 YEARS FRUSTRATION WITH COUNCIL OVER PARK WASTE MGT
The "Petersham Park Waste Collective [PPWC]" was officially formed on 30 Jun 2019 to
submit an Application for an Environment Grant with the Inner West Council [IWC]
This Application Grant for $ 7,500 was fraught with problems with the "SmartyGrants"
application software and wrong forms sent for a stall at the Footprints Ecofestival
The PPWC was formed after many years of frustration with Leichhardt Council over poor
waste management practices around Petersham Park
Examples include 2005 letter by Jo HOBSON with Leichhardt Council for trial recycling
bins and numerous photographs of overflowing bins sent to the Local Council in 2018 and
early 2019
PPWC has been sponsored by the Sustainability Action Network [SAN] and the Open
Interchange Consortium [OIC] Community Interest Group as a community organisation
prepared to work with its local Council on Sustainability issues
This sponsorship includes providing Research skills including the fact that Leichhardt
Council has had a selective 4-bin policy (Red, Blue, Yellow and Green) for many years
and has many bins stored behind Leichhardt Town Hall
B CHILD HEALTH AND GROUNDWATER TABLE PROTECTION
Part of this sponsorship includes research into why dog waste should be included in
Organic Waste Management for child health protection and groundwater table
contamination minimisation - also IWC web-site "Dogs and the Environment"
There has been a large increase in the dog population over the past 3 years using
Petersham Park as new rate-payers move in as new units are being built
There is a large dog off-lease area adjacent to the Fanny Durak Aquatic Centre in
Petersham Park with a chldren's playground across from the Swimming Pool
Many dog owners meet near the children's playground and the single red bin on the main
footpath through the Park is most heavily used by the dog walkers and often overflows
with poo bags falling onto the footpath eg 11:00 am Sun 10 Nov 2019
When the Council did install an extra red bin on Tue 27 Aug 2019, the notice on what
could be thrown in the red bin was highly questionable - meat trays, nappies, food
waste, plastic wrap, plastic bags and polystyrene !
This research includes the impact dog poo also has on the ground water table
"Pets and urban wildlife are major sources of water contamination because pet waste
contains harmful bacteria and parasites .
Dog faeces can contain faecal coliform bacteria, which can spread diseases like Giardia,
Salmonella, and Campylobacter, causing serious illness in humans"
Other examples about the impact of dog-poo on water include "Keep It Clean Partnership"
C OTHER COUNCILS INCLUDE DOG-POO AS PART OF ORGANICS
In 2012 City of Yarra sponsored "Closing the Poop Loop - P 10" which identified that
"Local Government plays the central role in Litter and Waste Management"
According to the Press Release about the grant in 2012 the City of Yarra (human population
in 2007 was 73,501) ) had 6,078 dogs producing 750 Tons of dog-poo each year with 150
tons (1/5) deposited in urban parks
"If all of this was diverted into a local anaerobic digester, an estimated 3,800 litres of
Biogas could be produced for heating lighting and electricity"
That report confirmed that Dog Poo (aka "Pet Droppings", "Pet Excrement") is classified
as a biodegradable waste and not a bio-solid or clinical waste product
This has also been confirmed by the Penrith Council which includes Pet Excrement as part
of Organic Waste (inside council provided green compostable bags, wrapped in paper or
loose)
D INNER WEST COUNCIL'S EXPERIENCE WITH BIOGAS BEFORE 2007
In 2007 Leichhardt Council recorded a successful 3-month Biogas study and "Engaged
the Community" (ie multi-unit dwellings of 10 units or more) by providing
1 a bench top bin with side vents
2 a pack of 150 biodegradable corn starch bags
3 an education brochure and information sheet
In 2008 Leichhardt Council was the lead council in a 6 Council "Volunteer" Consortium
called the Inner Sydney Waste Managers Group (ISWMG) of Councils (Ashfield,
Auburn, Burwood, Canada Bay, Leichhardt & Strathfield) for a Biogas Plant
This Application was refused by the ACCC for reasons unknown
In Aug 2019 MarketPlace Leichhardt, which is owned by the "Local Government
Superannuation Scheme - Australia's Best Green Super Fund" and is one of 300
Shopping Malls managed by JLL (formerly Jones, Lang, Lasalle) , open a Biogas liquid
system for food waste from food stalls in MarketPlace
This system could be used for Park organic waste include dog poo
E INCENTIVES FOR COMMUNITY TO LEARN IWC WEB-SITE
Our research into how easy it is for the Community to negotiate Councils' Waste
Management Policies indicates that while the Inner West Council web-site has one of the
best web-site information contents, it is not easy to navigate through the web-site
Hence the proposal for a Volunteer Participation eCredits System as discussed with John
WHELAN at one of the 8 Consultancies conducted in Oct 2019 by the IWC Economic
Development Group
We see from the Minutes dated 01 Mar 2017 of the "Economic Development Strategic
Reference Group [EDSRG]" there were 12 attendees
However we note from the Minutes dated 13 Sep 2017 of the "Economic Development
Strategic Reference Group [EDSRG]" that "Poor attendance was noted" with 2 attendees
and1 resignation
There were 5 Council employees, 2 attendees and 6 apologies for absence
We are sure the 3 presentations from Council staff were well rehearsed and very
Informative however we have to ask if so few people turn up how will the Inner West
Council's Economic Development progress ?
F 12-MTH PILOT JOINT VENTURE FOR BIOGAS PARK WASTE MANAGEMENT
On 18 Aug 2019 PPWC submitted a Joint Venture proposal to the Inner West Council for
a 12-month Biogas Pilot project for Petersham Park which included Council providing
different colour bins and monthly meetings with local residents to discuss enhanced
waste management practices with the proposed new bins
On 25 Aug 2019 members of PPWC attended the Inner West Council "Footprints
Ecofestival" at Whites Creek Valley Park and discovered around the park were clearly
marked bins as requested for the Petersham Park Joint-Venture !
NEXT STEPS
Hence PPWC members welcome long-term discussions with the Inner West Council to
work together as a Community to resolve these critical waste management and
Sustainability issues for the benefit of Rate-payers
