MANAGEMENT SUMMARY
SPR provided one of his most recent books "Advances in Construction ICT and e-Business"
by S Perera, B Ingirige, K Ruikar, E Obonyo published 2017 from an impressive list of over
360 articles and publications from 1978 to illustrate his background and knowledge of EDI
and e-Business
SPR introduced Samudaya NANAYAKKARA [SNK] and Amer HIJAZI [AHJ] as Doctoral Research
Candidates in "Blockchain in Construction" applications
SGG provided his background on Electronic Information Interchange [EII] with the Rational
Universal Business Automation Code [RUBAC] Information Management Methodology as an
ASCII Coding Structure that complied with the requirements of the Organisation for the
Advancement of Structured Information Standards [OASIS] for XML Applications
In Sep 1987 the Yankee Group report on "EDI in Australia" stated that "RUBAC was way
beyond EDI"
SGG explained that RUBAC was developed from an Office Automation background where
each business process was coded with a code given to each form eg quotation is "a" and an
order is "b"
Hence at meetings to sign contracts all those involved with the contract provide their forms
with terms and conditions either electronically on USB so they are stored on both supplier and
customer systems so that only the variable information such as part number and quantity has
to be sent electronically
In 1988 the RUBAC EII methodology received over 15 letters of support from EDI Proponents
In 1990 the UK British Standards Institute [BSI] entered into a joint venture to research how
RUBAC could be used to manage the 450 BSI Committees that produced over 1,000,000
pieces of paper distributed world-wide each year for minutes and reports
This joint venture provided the impetus for the implementation of Electronic Committee
Information Management [ECIM] by the Open Interchange Consortium in 1994
In 1997 members of the Open Interchange Consortium [OIC] had funded, developed and
implemented an XML based "Electronic Association Information Management" [EAIM] system
using the RUBAC methodology
In 1998 members of the OIC specified and developed an XML Y2K Compliance Certification
Process [OIC Y2KRAMP] for Small and Medium-size Enterprises [SMEs] to provide On-line
evidence of Y2K Compliance progress
This application was developed to provide SMEs with an On-line "Resource Asset
Management Process" after the Y2K issue had been resolved
In Jun 1999 the King of Sweden presented the 1st Prize in the "IT for SME" Category for this
application at the prestigious Global Bangemann Challenge awards in Stockholm
Also in 2000 OIC members specified, developed and implemented the OIC XML Tender
Information Management System [TIMS]
TIMS provided market intelligence reports by Industry and Application of over 18,500 Federal,
State and Local Government tenders between 2000 - 2007
In 2001 the Federal Department of Employment, Workplace Relations and Small Business
joined the OIC to commission a joint-venture On-line questionnaire project with 175 NSW
Local Government Agencies

The meeting agreed:
A current Blockchain applications consume unsustainable amounts of electricity
B Small and Medium-size Enterprises [SMEs] are critical players in Blockchain
Applications in the Construction industry as many of the specific skills are tradesmen
and niche industry experts
C The proposed UNDP Zamia Refugee construction project to provide running water
and sanitation to two (2) Zambia Refugee camps was a very suitable project as there
were no conflicting partner issues and it was a "Social Good" project
D SNK and AHJ said current ISO standards had been superseded in many areas
E SGG said rt was worth using the current ISO Standards in the 12 identified
construction fields as a base-line as these ISO Standards would be applicable to
countries like Zambia and other developing nations
F There was an issue with the proposed timetable as SPR was involved with overseas
visits until end of Jun and SNK and AHJ were involved with Confirmation of
Candidate [CoC] plans until early Jul
G SGG believes that other resources could research the ISO standards during the Apr-
Jun so that SNK and AHJ can then oversee that research from Jul onwards and
document why and where some of the ISO standards had been superseded
H SPR said that the funding for membership would probably not be available until Jul
2019
I SGG said the submissions have to have reach the TRL 7 [Technology Readiness
Levels] which is "System prototype demonstration in operational environment"
J If a Memorandum of Understanding [MoU] is agreed at the next meeting on 22 Apr 2019
then that should be sufficient to start the project until SNK and AHJ were available
and SPR had returned from his other commitments
K SGG said funding was also available for H2020 projects hence accurate records were
required for the project
L SGG said Standards Australia had changed its Business Model in 2009 hence it was
worth reviewing the changes on Wikepedia as SAI Global had taken over all the State
Government Land and Property Information departments and was now owned by
Baring Private Equity Asia
M RUBAC projects provided long-term Intellectual Property Royalties [IPR] similar to
the new Standards Australia business model
