a There are 14 Briefing meetings in Australia between 29 Aug 2011-13 Sep 2011
b The 1-hr event in Sydney was attended by about 300 people
c The handouts did not include any information about the speaker or the panel
d The only speaker Graham HEAD (Deputy Secretary & CEO of the National
Transition Office - this IS NOT the National eHealth Transition Agency [NeHTA])
spoke for about 40 minutes
e The Speaker started the briefing by stating "the need for reform is because of the
NEED TO IMPROVE EFFICIENCY DUE TO THE RISING COSTS OF HEALTH
CARE PARTICULARLY WITH AN AGING POPUTLATION
f The Commonwealth has guaranteed at least an additional $ 16.4 Billion over
the period 2014/15 - 2019/20
g A number of new bodies are being established to implement and report on the
progress of the Health Reform
h These new bodies include
1 National Health Performance Authority [NHPA ]
2 The Independent Hospital Pricing Authority [IHPA ]
3 National Health Funding Administrator [NHFA ]
4 National Health Funding Body [NHFB ]
5 National Health Funding Pool [NHFP ] - 01 Apr 2012
i The National Health Funding Pool [NHFP] is being established to provide
funding to Local Hospital Networks [LHN] along with an independent
Administrator to:
1 Advise the Treasurer of the Commonwealth's contribution to NHFB
2 Oversee payment of the Commonwealth funding
3 Reconcile and report on estimated and actual volume of service
delivery
j There will be a 137 Local Hospital Networks [LHN] with Local Directors to
report on the performance of Local Hospitals by 01 Jul 2012
k In addition a Network of 62 Medicare Locals would be established each with a
Board of Local Directors to monitor Medicare payments to local GP Networks
On 01 Jul 2015 61 Medicare Locals were replaced by 31 Primary Health
Networks [PHN ]
"The two main objectives of the new PHNs, as stated on the Department of
Health's website, are "increasing the efficiency and effectiveness of
medical services for patients, particularly those at risk of poor health outcomes,
and improving coordination of care to ensure patients receive the right care in
the right place at the right time" .
Many documents in the Health industry state the new reform process is about "increasing
the efficiency and effectiveness of medical services for patients"
However in practice these objectives has been thwarted because in 2008 the CIT
Advisory Committee of the "National eHealth Transition Authority [NeHTA]"approved
8 proprietary Software standards as well as UN/EDIFACT [ISO 9735: 1988]
Each of these privately owned Standards have different data field formats hence it
requires a third-party (called a Value Added Network Service [VAN]) to check which
formats are used for each transaction sent from a sender system and convert the data to
the format that the recipient system uses
B WHAT ARE HEALTH SERVICE PROVIDERS ?
According to the Office of the Australian Information Commissioner [OAIC] this is the
description of a Health Service Provider which will cover many Small Businesses who
will use computing and the Internet to update patient records and provide reports to the various Federal and State Health Departments
All organisations that provide a health service and hold health information are covered
by the Privacy Act 1988 (Privacy Act) , whether or not they are a small business and even
if providing a health service is not their primary activity.
Under the Privacy Act a 'health service' includes any activity that involves:
A assessing, maintaining or improving a person's physical or psychological health
B diagnosing or treating a person's illness, disability or injury
C recording a person's physical or psychological health for the purposes of
assessing, maintaining, improving or managing the person's health
D dispensing a prescription drug or medicinal preparation by a pharmacist
E where a person's health cannot be maintained or improved - managing the
person's physical or psychological health
This includes activities that take place in the course of providing aged care, palliative
care or care for a person with a disability.
Organisations providing a health service include:
1 traditional health service providers, such as private hospitals, day surgeries,
medical practitioners, pharmacists and allied health professionals
2 complementary therapists, such as naturopaths and chiropractors
3 gyms and weight loss clinics
4 child care centres and private schools.
C AUSTRALIAN ELECTRONIC TRANSACTIONS ACT 1999-2003
You may want to review the Australian Federal & State Electronic Acts & Regulations to
appreciate concerns about the "Digital Economy" and all the additional Electronic
Transactions caused by the multiple proprietary software standards agreed by the
defunct ICT Advisory Committee to the National eHealth Transition Authority [NEHTA]
Who will pay for all of these electronic transactions or will they be underwritten by the
Public like the proposed National Energy Guarantee [NEG] ?
It is worth noting that in 1996 the U.S. Health Insurance Portability & Accountability Act
of 1996 (HIPAA) embedded the US EDI Standard ANSI-X12 in the Regulations rather
than the Legislation
D IBM TRANSACTIONS WITH BLOCKCHAIN
Please review the 2014 IBM "Blockchain" presentation to further appreciate concerns
about the "Blockchain" process developed by IBM for the Diamond Industry
This slide that illustrates the number of transactions there are in the IBM "Blockchain"
process
This method of Blockchain required updates every 10 minutes throughout the whole
Blockchain process hence the grave concerns on the electrical power required to
maintain the network
There are far more modern, more efficient and less resource hungry and less costly
methods to achieve the results of "Blockchain" than the IBM/Lotus Notes method

Would AirTree Ventures be prepared to Invest/Sponsor for long-term Royalties over a
50-year cycle an On-line Volunteer Cryptocurrency Project with UNHCR-Zambia to
assist Refugees to generate electricity in their homes at resettlement areas ?

PMA opened the meeting by welcoming attendees and explaining the background to the
email that he had received from UNDP Zambia on 30 Mar 2018 and the need to inform and
prepare Resources to thoroughly comply with the project required by UNDP Zambia
There was a considerable amount of information that had to be reviewed and understood
prior to responding to any project
PMA proposed the following timetable and RUBAC Cryptocurrency volunteer eCredits for
understanding the situation of the Refugee Camps and Resettlement areas in Zambia
Meet every 2 weeks after reviewing a topic set to identify gaps in the questions and answers
during the previous 2 weeks
3-hrs every 2 weeks should be sufficient to review the EWB Q & A sections nominated
120 RUBAC-1 Cryptocurrency Volunteer eCredits are allocated for the 3 hrs
50 RUBAC-2 Volunteer eCredits are allocated for each accepted question within 10 days
50 RUBAC-3 Volunteer eCredits are allocated for travel time and attending meetings
20 RUBAC-4 Volunteer eCredits are allocated for reviewing the 4 On-line Videos

WPR : Here are my comments on the hard copy email from UNDP-Zambia so we should be
careful that UNDP is only fishing for contacts and resources and not progress a project
SGG: Will obtain further information from UNDP Zambia to reduce those concerns
The meeting reviewed some of the questions from General Discussion and WASH and
agreed is important to have a Female Sub-Committee to address a number of issues in
many part of the world without running water including
1 Female Hygiene
2 Young children
3 Education
4 Division of work cultures
5 Supporting sick and old people in family units
