A Federal & State Electronic Transactions Acts [ETA] B Local Information Economy C On-line Registration Processes D Volunteer Management System E Next Steps A FEDERAL & STATE ELECTRONIC TRANSACTION ACTS Very few Australians are aware of the Federal and State Electronic Transaction Acts passed in 1999-2003 These Acts means anybody clicking on a web-page generates a "hit" which will have a value for the "Local Information Economy" Any electronic message "now has value" - hence all the junk mail to stimulate emails and questionnaires and share trading B THE LOCAL INFORMATION ECONOMY The "Local Information Economy" has been promoted by a number of MPs including the Hon Jennifer RANKINE SA Minister for Volunteers. This is her letter to the OIC dated 03 Dec 2006 Ben ANSON the President of Barkers Old Boys has been copied in on this email as Ben was commissioned in 2003 by Sydney Port to produce a report on the Problems for the Port with eCommerce. This is Ben's report to the Federal Treasury 2003 Public Consultation "E-commerce:A Best Practice Model - Building Consumer Confidence" I appreciate many of the NSW Suburban Rugby Union web sites have sites developed by Interfuse Media Group [IMG] and there is a contract until Dec 2008. However you may want to share this information with IMG as we are prepared to work with them to assist NSW Suburban Rugby Union Clubs benefit from "Local Information Economy". The key issues for the "Local Information Economy" are: A An On-line Registration System - This email B A Volunteer Management System - This email C Local Information not Centralised Information D Enabling local businesses to sponsor individual web-pages A ON-LINE REGISTRATION SYSTEM The Infrasport System already provides an On-line Registration System for "players, coaches, managers or other volunteers" This On-line Registration System provides credit card payment facilities as part of a secure eCommerce system However this On-line Registration System format only uses the simple address version of the Australian eCommerce Standard AS4590. In Oct 2006 at an OASIS XML Conference in Sydney delegates and speakers agreed to form an eCommittee to resolve the problems of two different address formats in the Australian eCommerce Standard There is a Simple Address Format and a Complex Address Format The two formats requires each electronic transaction to be checked to see which Format is used and convert the simple address format into the Complex Address format - a significant and unnecessary cost component for each Electronic Transaction On 22 Dec 2006 an international eCommittee confirmed that the Complex version of AS4590 should always be used to avoid a perpetual on-going conversion fees from converting the simplex version to the complex version as web applications are enhanced B A VOLUNTEER MANAGEMENT SYSTEM In 2002 the Federal Department of Families and Community Services [FaCS] commissioned a report "The Communities Most Valuable [Hidden] Asset-Volunteering in Australia". This report quoted the Ironmonger 2000 report which "estimated (in 1997) the value of Volunteering to Australia as $ 41 Billion at the hourly rate of $ 17.10/hr" In 2004 the Rio Tinto WA Future Fund set up a Volunteer Management Scheme [RTVMS] with the WA Department of Sport This Volunteer Management Scheme records Volunteer Credits as an Asset for the Local Council and the Sport Peak Body NOT the Sports Club or the Volunteer. In 2005 OIC members formed an eCommunity Special Interest Group to develop the Junior Sports Information Service [JSIS]. This was a joint venture with a Junior Soccer Club in the Northern Beaches. It was developed to assist with the Management of Team and Player records and provide a way for Local Businesses to support Local Team by providing 4 sponsor slots on 10 web-pages per team Here is an example with the Chatswood area At the 2005 NSW Suburban Grand Finals the program produce by St Ives for the final with Hornsby included 18 Sponsors just for a one-off game ! At the Nov 2005 AGM a Football Club agreed to a joint venture for Electronic Volunteer Management System On 24 Dec 2005 the President of the Joint-venture football club produced a new Volunteer Function document that included 22 new Volunteer functions including a Sub-junior, Junior and Senior Web Coordinators This is the way we believe most amateur sports clubs will develop E NEXT STEPS Dan/Mark - please share this information with Infrasport and your members as we would be interested in their feedback.
