As there are no regulations yet about impact dog poo in Parks on Public Health and the Water Table
the Inner West Council may be prepared to work with PPWC on creating "Regulatory Law" as there
are so many smelly dog poo bins - the curse of every Council !

Hi everyone - it was a very productive meeting on Thu 14 Nov 2019 with the Inner West Council 
officers co-ordinated by Helen BRADLEY

It may be helpful for us to understand how any Council has to work so that we can work with them
more effectively 

On Fri 28 Sep 2001 John GRANT "Chief General Manager" NOIE gave a presentation to the OIC 
XML & E-commerce [XZIG] education/awareness seminar called "The Government On-line Strategy"

During that presentation John mentioned that all legislations and regulations would be On-line

All legislation passed by elected Australia Federal and State Government is now listed On-line 
on the Australasian Legal Information Institute [AustLII] which is "a joint facility of UTS
and UNSW Faculties of Law"

Many of these Acts have Regulations which enable the Bureaucrats to implement the Laws passed 
by the elected member of Parliament

Sometimes while implementing the Legislations the bureaucrats have to create what is called 
"Regulatory Law" 

Hence many Acts be it Federal State or Local Government have Regulations that detail what 
Standards have to be complied with by the bureaucrats

Councils in NSW have to comply with the NSW Local Government Action of 1993 which provides the 
Policy framework while the Local Government officers have to follow the attendant Regulations 

The current regulations for the NSW Local Government Act 1993 are Local Government (General) 
Regulations 2005

In these current regulations, community land like Petersham Park is covered by

Division 5 - Approvals relating to activities on community land and public roads and other 
activities

However there is no mention of parks and dogs only "Subdivision3 - Car Parks - Reg 54" and 
"Subdivision3 - Caravan Parks - Reg 82"

Hence there appears to be no Regulations impacting on Parks and Public Health and Water Table 
issues affected by dog poo

This is an issue that can be addressed by Regulatory Law determined by the Inner West 
Council
