On Tue 25 Mar 2008, in the light of the ARU Policy on Child Protection and
the Computerworld article on potential "Green IT Spend", KSAS-2088 issued
an updated Invoice to Mosman Council for members time and resources

On Thu 20 Mar 2008 the Mayor was updated with a Computerworld article
which confirmed Parents' other concerns about Sustainability and the
Unconscionable Conduct of the CIT Industries -
"CIT Industry salivating over Green IT Spend"

On Wed 19 Mar 2008 the General Manager was informed of the ARU detailed
Policy on the Child Protection issue

On Tue 18 Mar 2008 KSAS-2088 was again not allowed to ask questions at
a Council meeting - Statutory Declaration re 18 Mar 2008

On Fri 14 Mar 2008 the KSAS-2088 Management Committee reviewed this
ARU MPP along with Mosman Council's 79 web PDF Policies and 66 web
PDF forms

On Wed 12 Mar 2008 a very productive meeting was held with the General
Manager - draft record meeting Wed 12 Mar 2008

On Sat 08 Mar 2008 a meeting was requested with the General Manager to
discuss the incidents on Tue 04 Mar 2008.

On Tue 04 Mar 2088 KSAS-2088 was not allowed to ask written questions and
was evicted for stating that the Council was in breach of the NSW
Local Government Act 1993 - Statutory Declaration re 04 Mar 2008

On Fri 29 Feb 2008 the Australian Rugby Union [ARU] published a new Member
Protection Policy [MPP] that included extensive State Child Protection
policy protection issues.

On Fri 08 Feb 2008 the KSAS-2088 Management Committee prepared a letter
for the Mayor explaining why the Council had been given a revised
invoice Au$ 23,086.26 for the Parents' research time and costs.

In addition it was agreed that KSAS-Au contacts in the various states
would be asked to check the links on all the documentation photocopied
and distributed to Mosman Council and its Councillors.

The Council has repeatedly stated "it is not our responsibility" even
though this article SMH article 27 Aug 2006 "Child Protection forms are
signed, sealed and ignored" confirmed why KSAS-Au Parents took action
in the first place.

Although the Council informed us that it had changed its policy
on 27 Sep 2007, it still refused to acknowledge that the Council
has a Duty-of-Care to assist Local Junior Clubs to comply with the
Child Protection Legislation and conduct checks on Volunteers.

On Tue 05 Feb 2008 the General Manager Mosman Council was presented
with three documents

A	an invoice dated Mon 04 Feb 2008 for $ 16,971.46 for payment
	by Fri 22 Feb 2008

B An extract that shows 14.2 Council Insurance requires Volunteer
	checks to be carried out

C	A draft of the research time and resources contributed by
Mosman Parents on these Duty-of-Care issues since 03 Aug 2007

The invoice was based on a Council invoice format including

1	The Time cost was calculated at a Council Volunteer rate $ 29.29/hr.

2	The Meeting Co-ordinator costs were based on a Council rate

3	The web development costs were based on a Council web-page fee

4	The ISP costs were based on the ISP costs to Councils for
maintaining a web-site to show records such as a Carbon Tree
	plantation for 100 years

Local Government and State Government have been the major
purchasers of Carbon Credit Offsets - each year requires
another purchase of Tree Offsets for the next 100 years
	ref Carbon Neutral Supporters

5	Expenses - including room-hire, nourishment, printing, posting,
	photocopying, faxing and emailing

The next Mosman Council general meeting is Tue 04 Mar 2008.
