The pricing framework is being developed to allow the agency to deal consistently and transparently with the pricing of products and services, both now and into the future, while establishing an appropriate balance between business objectives and policy issues. The work will involve consultation with DLI's internal and external stakeholders through, for example, the facilitation of appropriate workshops and other consultative forums. Outcome The outcome to be achieved is a pricing framework which provides detailed pricing methodologies for existing and future pricing decisions. As part of the brief, the successful consultant will initially undertake a review of the policy and legislation impacting upon pricing. This work will then form the basis on which the pricing framework is to be developed. Once a draft framework is developed, the consultant is to apply it to certain products and services (i.e. to pilot the methodologies and modify accordingly). A detailed user guide will be developed from which a publicly available guide outlining DLI's pricing policy could be derived. DLI will develop the governance arrangements and an implementation plan to facilitate the deployment of the pricing framework. Current Situation Presently, there are several anomalies and perceived inadequacies in the business practices which contribute to the determination of pricing of DLI's products and services. These anomalies have become magnified as greater emphasis is placed on the use of 'third-party' value added resellers for online service delivery of land information. The current situation has the potential to impinge upon DLI's strategic goals, and in particular the critical success factors which underpin these. Most particularly: A Excelling for our customers ; B Being financially viable and sustainable; C Having the confidence of stakeholders and the community ; and D Having strong leadership and sound governance. The Future of DLI In looking to the future, DLI is soon to become a Statutory Authority with commercial powers. Broad 'pricing principles' will be embedded within the enabling legislation for the new agency. Subject to the parliamentary process, these will come into effect from 1 July 2006. The enabling legislation will contain provisions to govern how the authority will price its (non-regulated) goods and services. These were developed to balance two agendas: 1 Stakeholder pressure to ensure that land information for public benefit use would remain available at non-commercial prices; and 2 Our desire for a statutory mandate to charge commercially where appropriate. In broad terms, the pricing principles within the enabling legislation will specify, the circumstances under which 'extraction and distribution', 'cost-recovery' and 'commercial' pricing will apply. (Arrangements for regulated fees will continue to be covered by existing legislative and government policy requirements, and are not specifically referenced in the enabling legislation for the Statutory Authority). DLI's Cost Structures The Pricing Framework will provide the necessary tools (i.e. the new methodologies, business practices and governance arrangements) in which to then apply, or implement, the appropriate pricing regime to all DLI's products and services. To optimise the use of the Pricing Framework once it is established, cost structures within the agency will need to be accurate and appropriately aligned to all products and services (regulated and non-regulated). The use of the Activity Based Costing tool, combined with the development of value chains through DLI's Business Realignment project, will provide an improved picture of what is currently being done within the agency and the resources consumed in the delivery of products and services. This will essentially re-build the program or input framework for DLI, and provide detailed information of the cost of all activities undertaken and products/services delivered at present. (The granularity of the costing information at present is considered approximately 60% accurate. Further work in reviewing the cost structures within the Divisions of Strategic Planning and Development, Business Services and Information Management will further improve the granularity of information. This work is scheduled to occur in 2005/06). EBIS - Enterprise Business Information System In June 2003, DLI deployed an Oracle e-financials suite comprising of core accounting modules General Ledger, Accounts Receivable, Accounts Payable, Fixed Assets together with Inventory and Order Management utilising the Advance Pricing Engine. The current version of the applications in use at DLI is 11.5.9. In generating the pricing framework, the information stored in EBIS should be considered. This current deployment offers the ability to analyse sales and revenue data for DLI's non-regulated products across market segments and in product classifications. In the inventory system both products and services are listed but the costs of these items are not accurately held in the system unless they are bought in items for resale. This financial year, a project is being established to utilise Time-sheeting together with Oracle Project Accounting to track direct labour costs to products and services - the Resource Management System. It is envisaged that this system will be rolled-out progressively in DLI over the following two years. The system becomes a valuable ongoing and updating source of information in determining direct costs and where relevant, a billing component means that the associated revenue generation becomes apparent.
