ADVICE TELCOMMS OUTSOURCING
3. scope of project
The Northern Territory Government recognises the importance of highly detailed tender documents
and contract provisions so that all conceivable aspects of the services and contractor
obligations are as unambiguous as possible.
The consultant to this project will be required to bring this intellectual capital to the team
effort.
The advice obtained through this consultancy will be used to add value to the tender process
and set strategic priorities in the continued outsourcing of Telecommunication Services by
the Northern Territory. These include:
A Tender content, including Scope of Work, Service Levels, Pricing Schemes and other
associated requirements;
B Identification of valid Industry Development initiatives. Industry Development
initiatives play an important role in the contracts let by the NT Government.
The NTG will require the consultant to provide cogent and very well constructed
documentation relevant to Industry Development initiatives, citing examples of what
is considered as valid and invalid.
C Draft Contract. The consultant will be required to introduce best practice contractual
content to the tender documentation; and
D Evaluation Advice.
The consultants will work under the direction of a steering committee composed of agency
representatives.
The DCIS Project Director will coordinate the Project and consultant input.
