PALIAMENTARY ENTITLEMENTS MANAGEMENT SYSTEM 
Ministerial and Parliamentary Services (M&PS) within the Department of Finance and Administration
provides a variety of services to Senators, Members and their staff on behalf of the Special
Minister of State.
M&PS is presently implementing a Business Improvement Program, which aims to improve the delivery
of services to its clients, reduce manual processing and streamline business processes by 
delivering more services online. 
A core strategy of the Program involves replacing the current Parliamentary Systems Suite (PSS)
and supporting financial management system in order to provide an improved capability for 
managing all aspects of financial and non-financial client entitlements.
This project involves the development and support of a new Parliamentary Entitlements Management 
System (PEMS). 
Following selection of a PEMS solution (target October 2005), the Department intends to approach
the market for a complementary Financial Management System (FMS).
The management of entitlements is an important and high profile function provided by M&PS for 
its clients. 
The objective of the PEMS Project is to provide a business solution that efficiently manages the
complexity of the parliamentary entitlements framework.
The Scope of Work of the Contractor will include the following:
A	development, configuration and customisation of a software solution that meets the 
	documented business requirements, and implementation of the solution onto the 
	Department’s IT architecture;
B	integration of the solution with a Financial Management System yet to be procured 
	(utilising the principles of Service Oriented Architecture);
C	engineering of entitlements business rules into the solution to the extent needed to
	allow the Department to decommission its existing systems;
D	training of M&PS users; and
E	provision of through life support and maintenance for a period of three years from a 
	"Go Live" date (with an option for the Department to extend the term of the contract).
