This includes establishing and maintaining work groups with electronic communications reporting and response timescales 4 In 1998 OIC members developed an E-commerce application as a Y2K Due Diligence Management process. This business process won 1st prize in "IT for SME" category of the prestigious Global Bangemann Challenge. The award was presented to Guy BLOMBERG by the King of Sweden in June 1999. 5 In 1999 Sun Micrsosystems Australia joined the OIC and sponsored the XML & E-commerce Special Interest Group [XZIG]. The first XZIG Seminar was on 22 March 2000 by Anthony COATES of Rueters. 6 One of the first projects that was developed was an XML Schema for the OIC Tender Information Management Service [TIMS]. 7 TIMS has been operating as an XML E-commerce application for the last 3 years. TIMS provides management metrics of tenders analysed by 9 Industry Groups and 11 Application groups 8 OIC members companies have focused on the requirements of Government at a Federal, State and Local level as a result of receiving tenders via TIMS. 9 In 2001 members of the OIC were commissioned by the Federal Department of Employment, Workplace Relations & Small Business [DEWRSB] to conduct a series of surveys on XML knowledge with 172 NSW Local Government Agencies. 10 The DEWRSB project team developed an innovative Active Server Page [ASP] site that enable over 50% of the Councils to respond electronically to the survey questions. 11 The OIC members participating in the XML Schema Clearinghouse project are drawn together for their experience in: i Information and code repositories. ii XML, ebXML.Standards. iii Governance, management, communication. iv Running working groups, communication to disparate groups etc v Business Analysis, System Build. b Approach/Methodology 1 The Approach/Methodology is based on an information coding methodology adopted by the International Airlines Manufacturers ATA 100. 2 This methodology is to codify the functional requirements of the information processes. 3 This methodology has formed the information coding architecture for: i the OIC Web forms ii the dropdown message menus iii the databases and fields that are updated iv the electronic Information distribution processes v the supporting documentation vi the management metrics 1 How the approach will enable the objectives to be met 1 This approach has already been piloted at the OIC to provide an electronic infrastructure based on an ASCII coded information architecture. 2 That architecture has been supported by many organisations involved with Electronic Data Interchange [EDI] and a number of Australian Government bodies including the Australian Bureau of Statistics [ABS] 3 The approach will not only provide the XML Schema Management capability but also provide: i a way to keep stakeholders regular up-date by e-mail with reports ii an innovative way for paying for the project on a per hit basis for each schema iii significantly accelerate information distribution processes 2 Soundness of approach for measuring benefits 1 This approach has been piloted in the OIC since 2000 and can provide a series of reports on the benefits of using the approach 3 Level of innovation 1 The level of innovation has been recognised as the Yankee Group as "way beyond EDI". 2 The innovation is based on understanding the key issues of information management and the retrieval of pertinent automatically updated information 4 Ability to provide a full solution 1 The project team and methodology used can provide the full solution required. c Personnel/Company Capability and Capacity 1 Expertise, qualifications and experience of the personnel Project Team A Ken BROMFIELD Project Director - Quality Assurance B Stephen GOULD Project Manager - XML Schema Project Co-ordination C Guy BLOMBERG Database Technical Expert D Lars SORHUS Web Developer Technical Expert E Martin O'DEA Business Process Expert F Larry WILSON E-Security Expert A Project Director Ken BROMFIELD - Managing Director OTMG Pty Ltd a Ken was the Principal of the Indigo School of Graphics. He was the original Webmaster for the OIC in 1998 and developed the platform that, according the Judges, played a very important part in winning the trophy at the Global Bangemann Challenge. b Ken has been involved with the development and operation of the Tender Information Management Service [TIMS] for the OIC. c Ken has the skills and disciplines for the Quality Assurance for software testing and documentation B Project Manager Stephen GOULD - EII Consultant a Stephen has been involved with EDI and Small and Medium size Enterprises for many years. He was Director of Office Automation for Burroughs Computers Australia. b He has represented a number of Small Business Associations on EDI Standards bodies including: 1 Australian Small Business Association ASBA 2 UK Federation of Small Business FSB 3 UK Forum for Private Business FPB 4 UK Union of Independent Companies UIC c Stephen has been the OIC representative on ebXML Australia since 2000 d He is recognised by IBM UK as a world expert in electronic information processes e He has been commissioned to conduct electronic business process surveys by a number of Australian organisations and European organisations including the British Standards Institute, European Aerospace Association and the Institution of Electrical Engineers. C Guy BLOMBERG - Database Technical Expert a Guy has been involved with EDI since 1988. He developed the initial EDI application for NSW Customs and was the architect for the project that won the "IT for SME" category of the Global Bangemann Challenge. b Guy is a database expert who has developed a number of EDI and Active Server Page [ASP] applications whereby the Web forms interface direct into the databases. D Lars SORHUS - Web Application Technical Expert a Lars has been involved with the XML Special Interest Group since its formation. b Lars has been the prime developer for the OTMG Tender Information Management Service [TIMS] c He has been the web-master for the SME E-business Management Services web-site http://www.smeems.net E Martin O'DEA - Business Consultant a Martin is the Managing Director of Activecom. Martin is based in Canberra and has been a member of the OIC since 2000. Martin has been involved with a number of EDI projects. b Martins latest project for AusAID, is a .Net development running in 30 countries over thin bandwidth. It is accessed by Australian Universities, AusAID staffers, DFAT posts, and AusAID contractors in countries throughout South East Asia. This highly secure system has passed all DSD requirements. Requirements were gathered using RUP. F Larry WILSON - E-Security Consultant a Larry is the Managing Director of Wilson Data Services. Larry is an Electronic Security Expert. Larry has worked for the Department of Defence on a number of projects 2 Demonstrated experience in similar projects a There are three projects that could be considered as similar projects: 1 1998 Development OICY2KRAMP E-commerce application Sponsor: Business Management Trust This is the project that won the "IT for SME" Category of the Global Bangemann Challenge This project was delivered in time and at the agreed cost so that a client for Business Management Trust could provide Y2K Due Diligence certificates for a potential company buyer. 2 2000 Development OTMG Tender Information Management Services Sponsor: Sun Microsystems Australia OIC members developed an TIMS as an XML application. This application is now completing its 3rd year of operation 3 2002 Development of SME E-bizness Management Services Sponsor: CSC Australia This application was developed for CSC Australia who required a series of seminars to explain the benefits of E-bizness to Small & Medium size Enterprises [SMEs]. This offer was contingent on the Business Process review and a Y2K Compliance Certification. c Stephen GOULD as the project manager engaged members of the Open Interchange Consortium to assist with the Y2K Compliance Remediation Certification. d There were 72 Computer systems that required certification. e Stephen GOULD researched and identified appropriate software for the checking and remdiation process and engaged the appropriate people to conduct the initial Y2K review and develop the required monthly certification process as an e-commerce application over the Internet. f The following OIC members were involved with the Y2K Remediation project: 1 Ken BROMFIELD 2 Guy BLOMBERG 3 Paul GAVEYONIS 4 Geoff MAY 5 Stevan GILLMORE g This process was developed and implemented in 3 months to time and budget. It is envisaged that there will be a small fee levied for each time the Schema is used. This fee is to cater for changes that are often required with Schemas once the users are more familiar with e-Commerce processes. Each consultant involved with this project has developed skills of the last five years that may provide a solution to the e-business process challenges 4 Adherence to Standards of Conduct of relevant professional Association i The OIC has established a standard of Conduct for E-business consultancy projects 5 Compliance with endorsed supplier status i The project team has not applied for endorsed supplier status 6 Overall compliance with brief, tender conditions and any attachments i The OIC XML Schema Clearinghouse project team complies with the vast majority of the tender conditions and attachments
