1 MANAGEMENT SUMMARY
Local Government "plays the central role in litter and waste management through the provision
of bins, street and park cleaning and running targeted prevention programs" (ref P 10 of the
11 Jan 2012 proposal by Duncan CHEW "Closing the Poo Loop" for the Yarra Energy
Foundation [YEF] to the City of Yarra Victoria
This 2011 proposal for converting dog poo into Methane and Fertiliser from the City of Yarra
(population approx 80,000) resulted in a grant of $ 45,000
In 2012/13 the project failed for a number of possible reasons including:
1 it was limited to dog-poo only and not all park waste issues;
2 the local community were not behind the project and
3 the Council was not involved in assisting the local community to manage waste more
effectively
This is a submission, on behalf of the "Petersham Park Waste Collective [PPWC]", for a Joint-
Venture with the Inner West Council for a 12-month "Biogas Waste-to-Energy [W2E]" Pilot
Project around the Petersham Park area
The objectives of this Pilot project include:
A Evaluate the effectiveness of a monthly series of seminars for better Waste Management
B Enabling the Inner West Council to evaluate the effectiveness of a "Biogas Waste-to-
Energy" Pilot that the local rate-payers are keen to evaluate
C Provide weekly statistics on the amount of waste collected including dog-excrement that
can be converted into Energy and useable Fertiliser - potential local jobs
D Recognise the in-kind contributions with an eCredits system for local shops
The proposed contribution by the Inner West Council (population 192,000) for this Pilot project
is $ 100,000 to cover the costs of the following expenses:
A Monthly Biogas-to-Waste Education/Awareness Seminars $ 24,000
These costs include room hire, refreshments, advertising material and presentations
handouts - this will be exceeded by in-kind contributions of volunteers
B "Biogas Waste-to-Energy Operations $ 55,000
These costs include purchasing the equipment for a portable Biogas Digester and weighing
processes to determine the input and output of the Biogas Process and a monthly wage for
the full time operation - this figure will be exceeded by volunteer in-kind contributions
On 13 August 2019 the Innerwest Courier published an article "MarketPlace Leichhardt goes
green" about the installation of a Biogas system at MarketPlace Leichhardt
If MarketPlace Leichhardt will accept to the proposed organic waste bags including dog poo
then the cost will be reduced to $ 35,000
C Biogas Waste-to-Energy Metrics $ 21,000
This will be on a web-site that has to be developed to provide the weekly W2E metrics and in-
kind contributions by volunteers to the projects such as collecting cardboard, cans, bottles
and other wasteS for the Biogas operation - this will be exceeded by in-kind contributions
The purpose of the 12-month Joint-Venture is to research and develop a template for licence
to other Councils for Royalties to the Inner West Council
Hence for the Inner West Council Rate-payers there are a number of benefits
1 Managing local park waste including dog excrement more effectively - local jobs
2 Better health issues for young children in the park
3 Offsets of Energy and Fertiliser costs around Petersham Park
4 Royalties from licence of Waste Awareness and Minimisation Process to other Councils
5 Promote local businesses, events and issues on the web-site
6 Participate in submission for Au $ 1,500,000 prize with EC-BSG Challenge
