L ocal Information Economy Network
The Local Information Economy Network [LIEN] has been formed to enable Local Government Areas to benefit from the Federal and State Electronic Transaction Acts [ETA]. On 03 Dec 2006 a letter from the Hon Minister Jennifer RANKINE, Minister for Consumer Affairs, Minister for Volunteers and Minister for Status of Women South Australia stated that the Electronic Transaction Act 2000 "provides the Regulatory framework that- a Recognises the Importance of the Information Economy to the future economic and social prosperity of Australia b facilitates the use of electronic transactions c promotes business and community confidence in the use of electronic transactions; and d enables business and the community to use electronic communications in their dealing with Government" However it transpired that the Australian eCommerce Standard AS4590 had two conflicting address formats that was "inhibiting and destroying consumer confidence" in eCommerce On 22 Dec 2006 Members of the "Organisation for the Advancement of Structured Information Standards [OASIS]", ebXML Australia and the Open Interchange Consortium [OIC] reached agreement that the complex address version of the Australian eCommerce Standard AS 4590 should always be used for Information Economy Applications On 06 Mar 2007 Bankstown Council issued an "EOI for Name & Address Integration" for "six (6) key corporate applications and a number of minor databases" This is the issue that OIC Members have been seeking to address by developing Internet Applications that utilise the same Name and Address format. LIEN has been formed to enable Australian Local Government and their eCommunities to implement these applications that have been developed using the complex address option of AS4590 as the foundation structure The first tier in the LIEN Network is the Local Government Agency. For a Local Government Agency, the Membership of LIEN is based on the Population listed in the latest published document on Local Government by the Australian Bureau of Statistics In addition as a Member of LIEN a Local Government Agency can sponsor an event to promote a Tourism Attraction or the sale/development of a Local Asset There are currently eight eApplications available on the Local Information Economy Network. NOTE BENE [NB] These fees are based on the following understandings: 1 This ia a totally new concept and there are risks involved including the fact that information may have to be re-keyed as the formats are changed due to practical experiences 2 These applications have been developed so that the smallest Council can use them at minimal financial cost hence they are not sophisticated fail-safe computer applications 3 The OIC and its members have developed these applications to stimulate the use of the Interent and Standard application software to enable Local Communities to benefit from the Electronic Transactions Acts 4 all application download and support will be from the Internet 5 One of the objectives on the Local Information Economy Network is to develop Local CIT Skills to support Local Business POPULATIONANNUAL A 100 - 5,000$ 250.00 B 5,001 - 10,000$ 500.00 C 10,001 - 25,000$ 1,000.00 D 25,000 - 100,000$ 2,500.00 E 100,000 +$ 5,000.00
LOCAL INFORMATION ECONOMY NETWORK APPLICATIONS Assisting Local Government to benefit from the Electronic Transaction Acts As a member of the Local Information Economy Network your Local Government Agency will have access to the following applications that have been developed utilising the Complex Address Version of the Australian eCommerce Standard AS4590 The Current Applications that are available for licence include: A The OTMG Electronic Tender Information Management Service [TIMS] B The Local Event Information Management Service [EEIM] C Local Junior Sports Information System [JSIS] which facilitates Sports Team Sponsorship by Local Businesses. JSIS incorporates Child Protection Information as part of the process This is the link to the prototpye spreadsheet for a record of the details of all the Sporting Clubs within a Council Areas D Electronic Volunteer Information Management [EVIM] E Electronic Contract Information Management [ETIM] F Electronic Committee Information Management [ECIM] process developed for local community networks G A eComplaints process [EPIM] which can apply for a Child Abuse or Local Complaint/Applications issue H the OIC eQuestionnaire process developed as a part of a Joint Venture Contract with the Federal Department of Employment, Workplace Relations and Small Business [DEWRSB] The current fees for these applications are based on A one-off application download fee for registration for on-going updates, B 10% Transaction fee as part of the Information Economy process, C 10% eCredits Fee for local support D 10c web page hit fee PROMOTING LOCAL EVENTS AND ASSETS As a member of the Local Information Economy Network a Council can sponsor a monthly meeting. Sponsoring a monthly meeting provides a Council with 4 weekly opportunities to raise awareness of an issue like an Event, a Tourism Asset or the Sales of Assets or Land OIC and SMEEMS event emails are distributed to 12,000 email contacts around in Australia and 30,000 email contacts around the Asia-Pacific region. The fee for Sponsoring an event is $ 1,000.00 for the 4 week email process with a link to the Council Event, Asset or Home Page
