The meeting approved the draft minutes for Mtg C2 Sun 22 Sep 2019 with changes re 
degradable not biodegradable dog poo bags 

10:00-10:30 A REVIEW DIFFERENT COUNCIL LISTS FOR DIFFERENT COLOURED BINS

The following Councils web-sites have been identified as the possible best for itemised Resident 
Waste Management standards

A	Penrith Council - 3 bins Green, Yellow & Red with pet droppings in Green bin

	The Green bin (Organics) has 26 identified items including pet droppings

	The Yellow bin (Recycling) has 20 identified items

	The Red bin (Residual Waste) has 14 identified items

	However the hard plastics go in the Yellow bin while the soft plastics are required in 
	the red bin - these soft plastics could be returned to Woolies, Coles or Aldi

B	Inner West Council - 4 bins Blue, Green, Yellow and Red

	The Blue Bin (Cardboard & Paper) - extensive A-Z list of "What goes Where"

	The Green bin (Organics) - extensive A-Z list of "What goes Where"

	The Yellow bin (Recycling) - extensive A-Z list of "What goes Where"

	The Red bin (Residual Waste) has 16 identified items

However 9 of these 16 identified items are soft plastics that could be separated and 
returned to Woolworths, Coles or Aldi

The Inner West Council appears to be the only Council that has clearly marked well- 
lidded bins at the White's Creek Valley Park.

The Meeting agreed that:

1 Penrith Council should be contacted to discover how the Council deals with its  
   Organic Waste

The Penrith Council web-site states

"Penrith Waste and Resource Strategy (2017-2026)

Council adopted the Penrith Waste and Resource Strategy (2017-2026) (pdf 1.4MB) in 
September 2017, to help us develop systems and practices that:

1	Reduce waste generation to 7.5 kg/capita/week by 2021

2	Achieve 70% diversion of waste from landfill by 2021

3	Provide solutions for household problem waste by 2021

4	Reduce incidence of litter

5	Reduce incidence of illegal dumping

6	Participate in regional contracts and services where appropriate

The strategy details a staged approach to introducing waste services and waste 
treatment processes to meet the waste service needs of the community, increase 
environmental outcomes and reduce the financial impact of waste management on the 
community.

Penrith Council is a member of the "Western Sydney Regional Organisation of Councils 
[WSROC]" which has developed the following:

Western Sydney Regional Waste Avoidance and Resource Recovery Strategy

The Western Sydney Regional Waste Avoidance and Resource Recovery Strategy 
2014-2017 is helping Western Sydney councils work together to reduce the waste we 
produce and send to landfill. The strategy has 6 main targets:

1	Avoid and reduce waste generation

2	Increase recycling

3	Divert more waste from landfill

4	Manage problem wastes better

5	Reduce litter and illegal dumping

6	Improve regional governance

The new Inner West Council formed in 2016 is nor part of any Regional Organisation of 
Councils [ROC] and the Inner West Council web-site states

the message and Inner West Council has adopted a vision of becoming a zero waste 
community - and you can help.

After your bins have been emptied, the contents are taken either to a Visy or Polytrade material 
recovery facility where they are sorted into the various recycling streams

The material recovery facilities either process the recyclables in their own processing plants in 
Sydney or on-sell the materials to commodity markets  !

Inner West Council has a vision to become a zero waste community and is committed to 
working to reduce waste sent to landfill. 

A priority area is focusing on food waste which currently makes up 37% of the 
average garbage bin in the Inner West. 

A number of services and initiatives are available right now for residents including:

1	a fortnightly green bin collection for garden organics for all IWC residents

2	home composting support for all IWC residents - Compost Revolution

3	community composting in units, parks and community gardens at a number of 
	locations

4	composting workshops in schools

5	food collection services in apartments in the Leichhardt Service Area (5200 units 
	participate in this service)

6	A Food and Garden Organics Trial with 1,000 properties in the suburb of 
	Marrickville

Council has started a review into the kerbside services for food and garden organics to decide 
the best options to suit the inner city urban environment.

D	Top zero waste tips:

1	Make one day a week leftover day to reduce your food waste. Cook creatively 
	with what you have left in the fridge, freezer and pantry.

2	Bring your bottles and cans to a Return and Earn location to get 10c deposit 
	back. There is a vending machine at Addison Road Community Centre or 
	various over the counter locations in the area.

3	Say no to single use plastic. Start with straws, plastic bags or take away 
	containers and try a different item every month. There are many reusable items 
	that you can use instead, get inspiration from Plastic free July

4	Join a local waste group like Boomerang bags Inner West, Plastic wise inner west,
	War on waste Marrickville and find further waste campaigns in the 
	Directory of Inspiration

5	Shop at local organisations that fight the waste war already, e.g. Reverse Garbage,
	The Bower and second hand shops.

1 The Inner West Council web-site was the most advanced of those Council web-sites 
    surveyed in providing information about how to deal with Dog Poo

2  the Inner West Council web-site was the only web-site that identified how dog poo 
    may contain harmful bacteria that can cause diarrhoea and other health problems for 
    humans

3  the Inner West Council web-site was the only web-site that identified how dog poo 
    with harmful bacteria is washed into storm water systems and natural waterways

4  Fines for leaving dog poo of NSW "Companion Animal Act of 1998" had proved 
    ineffective

5  the current "biodegradable" bags are not really biodegradable because they 
    breakdown into tiny plastic pellets which fish and other marine life digest

SGG said on Thu 03 Oct 2019 SyT had forwarded an email from The Leichhardt Annadale
Business Chamber re the Inner West Council draft Economic Strategic Plan 2020-2023 which 
outlines how Council will support the growth of the local economy over the next few years.

"The draft plan sets out three priorities: 

	1	Making the Inner West a hub for economic and employment growth

EXTRACT FROM FED GOVERNMENT WASTE AND RECYCLING REPORT/CHP 04 2018-12-14

The impact of levies on changing ratepayer behaviour

4.36	The committee received evidence indicating that waste levies have a limited impact on 
	reducing the waste generated by ratepayers, as they have no direct financial 
	incentive to reduce waste going to landfill.

4.37	Local councils are responsible for paying waste levies on behalf of ratepayers, and this is 
	then recovered through household rates. GCS Consulting stated that the estimated household 
	contribution to the New South Wales waste levy payment is between 10 and 20 per cent of the 
	total rates liability. 

	It cited a 2012 KPMG report on the New South Wales waste levy which stated that:

	Because home owners are charged a flat fee for their waste, they do not receive any financial 
	benefit from reducing the amount of waste they produce at the individual household level, even 
	hough all households would benefit if they collectively reduced waste.[43]

4.38	The Northern Sydney Regional Organisation of Councils (NSROC) submitted that the New 
	South Wales waste levy does not provide a 'reward or incentive for better waste management 
	behaviour, other than a minor reduction in the waste charge for using a smaller red bin in 
	some council areas'. This is because:

	Waste management charges to residents reflect the actual costs to councils of delivering waste 
	services. 

	These charges are applied across the entire community and are not adjusted for actual 
	consumption of waste services by an individual household.[44]

4.39	Similarly, the Brisbane City Council, in considering the introduction of a waste levy in 
	Queensland, submitted that:

	A levy is not effective on domestic waste generators as the price signal is not able to be 
	passed on through the rates directly...

	Applying a landfill levy to domestic waste is challenging as residents cannot avoid the levy in a 
	domestic setting. 

	Council does not have a pay-as-you throw style of charging so residents are all charged equally.[45]

4.40	Other local government authorities support this view with the Adelaide Hills Region Waste 
	Management Authority (AHRWMA) arguing that waste disposal levies do 'not act as a direct 
	driver for the community to reduce waste generation or increase recycling habits' because 
	any increase in waste levies is 'covered by general rate revenue'.[46]

4.41	GCS Consulting recommended that any jurisdiction seeking to introduce a waste levy should, 
	at a minimum:

	require local governments to introduce weight-based charging to permit its ratepayers to reduce 
	their rate liability. 

	This is based on the user-pays principle where the more a household throws out, the more they 
	contribute to disposal charges and the state government tax.[47]
