Initial Review EC - "BSG" Challenge & CSIRO-Data61/ACS Blockchain 2030

SGG said this meeting had been arranged following a 2018 research project on Refugee 
Sanitation in Zambia and the responses by NCP about Biogas Digesters as a possible solution 

In May 2018 The European Commission released a "Blockchains for Social Good [BSG]" 
Challenge with the 5 prizes of Euro 1 Million which can be reviewed here

In Apr 2019 the CSIRO-Data61 and the Australian Computer Society [ACS] published 
"Blockchains 2030 - A look at the Future of Blockchain in Australia"   

This document included the need to raise awareness of Blockchain in the Community
Including P54 which states ":

"Community leaders and end users would benefit from basic 'blockchain literacy', or 
even a broader understanding of what the technology is and how it works.

Growing the ICT talent pool in Australia may involve a combination of strategies 
focused on education and training (e.g. developing new course offerings that assist 
existing workers transition to the emerging blockchain industry) and migration policies 
(e.g. incentives designed to attract global talent)".

SGG said this is how the Inner West Council may be interested in supporting this project if we 
can also show how we can re-vitalise the Italian Forum to become a "Blockchain Hub"

B  14:15-14:30 - Background to attendees

NCP provided his background with his Tertiary courses including Advanced Civil 
Construction, Electrical Engineering and Project Management as well as multiple High Risk 
Trade Licenses

ATT  provided his background of working on a number of degrees in the Arts, Law, Science 
and Technology  and now wants to get involved in Community projects

SGG explained his background in CIT and work with the eCommerce since 1987, the Open 
Interchange Consortium [OIC] since 1994 and the Sustainability Action Network [SAN] 
since 2007

NCP had prepared a number of documents on Biogas issues for the meeting to consider 
including

	d	Costs of Biogas Digesters and Scrubbers

	e	Implementation Costs to install Biogas equipment

	f	Maintenance costs for Biogas equipment

NCP said he believed current Biogas Scrubber Equipment had limitations which would be 
identified in the prototype project
 
The meeting agreed that this documentation was a useful base for further consideration

The meeting reviewed 3 recent articles on "Blockchain Project Management" with

Herbert Smith Freehills and King & Wood Mallesons have taken the lead to create  the 
Australian National Blockchain [ANB], alongside data engineering group Data61, part of the 
CSIRO and global technology giant IBM

It will become a piece of national infrastructure, providing a platform for businesses
looking to use "smart contracts", or business rules embedded into code. 

The system will go into a pilot in the coming months, and it is expected other law firms 
will join.

"A contract is turning from a piece of paper into piece of software," said Natasha Blycha, 
the blockchain and smart legal contract lead at Herbert Smith Freehills. "But if a contract 
is software, it also needs an ecosystem to run in."

By coding the clauses and running them on a blockchain, agreements can be turned into 
something that can keep track of obligations in real time, and feed information back to 
lawyers and clients during the life of the contract.

"We can create a contract on steroids to give clients new commercial opportunities," Ms 
Blycha said.

An example of a contract that could operate on the Australian National Blockchain would be a 
logistics agreement governing a supply chain; sensors attached to the internet of things could 
provide data on location or the condition of goods, and the contract could be programmed to 
self-execute when specified contract conditions are met. 

B  2018-08-29 Herbert Smith Freehills joins forces with IBM and Data61 for blockchain project

Leading law firm Herbert Smith Freehills has teamed up with the CSIRO's Data61 and tech 
giant IBM to create Australia's first cross-industry, large-scale blockchain.

"Blockchain will be to transactions what the internet was to communication - what starts as a 
tool for sharing information becomes transformational once adoption is widespread," said Paul 
Hutchison, IBM global business services vice-president

C  2017-06-07 Data61 reports blockchain will have a profound impact on the economy

A scientific study of blockchain by the CSIRO's specialist Data61 unit has found the 
management of supply chains, including trade finance and insurance, as a "highly promising" 
use case for the emerging technology, which will enhance productivity across the agriculture, 
banking, healthcare, logistics and public sectors and help business and government manage 
the deluge of data about to be unleashed by the internet of things.

Data61's reports are the product of almost a year's work and received input from 
government and industry, after being commissioned in the 2016 federal budget by 
Treasurer Scott Morrison.

Australia is already a leader in the development of blockchain, Mr Morrison said on 
Tuesday, imploring companies and the bureaucracy to use the reports for "guidance 
on how they can accelerate their take up of blockchain technology".

The reports demonstrate the "profound impact" blockchain will have on "delivering 
significant productivity, security and efficiency gains" for the Australian economy, he 
added.

Blockchain, or distributed ledger technology, refers to databases that record 
transactions but are not owned by any central party; rather, they are distributed to a 
collective. Information automatically synchronised and is secured by cryptography. 

The ledger is immutable, protecting against fraud.

Blockchains also use "smart contracts", which can automatically execute business logic or 
parts of legal agreements. The technology establishes a fact at a point in time, which can 
then be trusted by others. It also provides more efficient data sharing.

Blockchain could allow for the creation of "programmable money", verify digital identity, 
facilitate markets and manage corporate actions, Data61 said. 

For governments, it could help manage data sets, provide grants and social security, and 
automate tax collection. 

The report includes detailed case studies on how blockchain could be applied in trade finance, 
government data registries and international remittance payments".
