These two presentations from key Federal Government General Managers gave OIC Members an insight into the Australian Federal Government On-line Strategy at the time However by 2003 Standards Australia was changing and was no longer an Association but had become a Limited Company Mark BEZZINA as the Director of Business Standards at Standards Australia received a $ 200,000 Federal Government ITOL Grant to develop the "BizDex" invoicing system for the Australian Wheat Board [AWB] Grain exports IBM, Sun Microsystems, Microsoft, SAP and several small Australian businesses like Red Wahoo and TEDIS were members of the BizDex Consortium It has never been explained why 4 of the largest computer companies in the world with turnovers and profits of US $ Billions should receive an Australian Federal Government Grant On 10 Jan 2004 the ebXML Forum announced "BizDex The Australian Government has combined with standards authorities and technology vendors to build a national e-business network for small companies" "According to Steve CAPELL of Red Wahoo, one of the companies building BizDex, the registry metadata will generate Collaboration Protocol Agreements [CPAs] rather than combining two Collaboration Protocol Profiles [CPPs] as recommended in the ebXML specifications" In 2005 it transpired that AWB was guilty of false invoicing in the "Oil for Food" scandal with Iraq yet no-one has been held responsible for the development of the fraudulent invoicing system In 2006 BixDex was renamed Govdex "Bizdex [11] and Govdex in Australia are projects to facilitate structured communication among companies and with Governmental services, respectively. The projects concentrate on the architecture for registering and employing models, rather than on the user interfaces and their flexibility" Ref p293 "Structured communication for dynamic business" University of Groningen 2013 b ARE COMPANIES RECEIVING LONG-TYERM ROYALTIES FROM STANDARDS AUSTRALIA ? On 22 Jul 1997 Stewart FIST published an article in the Australian "Standards compromised by self- interest, lack of scrutiny" Also in 2004 Red Wahoo claimed it was the author of the Australian "Name & Address XML Schema AS 4590" as well as being the Chair of the UN/CEFACT DCSS Working Group and the Lead Architect of the UML Modelling Tool and a key member of OASIS It was subsequently revealed in Oct 2006 that both the Australian "Name and Address XML Standard AS4590" and UN/EDIFACT ISO 9735 allowed both a Simple Address and Complex Address in the eBusiness standard This means every EDI message has to be checked to see what type of message s being sent and whether the simple or complex address is used If there is a simple address at some stage this has to be converted to the complex address format so that the address can be stored in an XML Database It was subsequently revealed that Red Wahoo not only received Royalties from Standards Australia for its work developing the Australian "Name and Address XML Standard AS4590" but also gave presentations world-wide on behalf of the Australian Government on "E-Government Interoperability Framework" in Jun 2008 to the Semantic Interoperability Centre Europe [SEMIC] in Brussels Europe Slide 4 of this presentation reveals the number of Australian Federal Government projects on which Steve CAPELL of Red Wahoo worked Slide 9 names the different eStandards with which Steve CAPELL is involved including A AS4590 - Australian eName and eAddress Standard with 2 different addresses B EDIFACT - ISO 9735 - eStandard for Administration, Commerce and Transport C LandXML - for Land Title electronic lodgements - This was finalised in Jul 2018 D IFRS - International Financial Reporting Standards - all Councils and RSLs now have to use IFRS E HL7 - Health Level 7 software - Here the address is only referred to as address with no details In 2008 the NEHTA ICT Advisory Committee published 8 different "candidate standards" for software developers to use for eHealth Applications On 31 Oct 2009 Standards Australia announced its new Business Model c AUSTRALIA'S STRATEGY FOR "AUSTRALIAN DIGITAL ECONOMY - DEC 2018" On 19 Dec 2018 Justin HENDRY published an article "Australia finally gets a new digital economy strategy" This announcement "Highlights four areas to focus efforts" "Those four areas are: 1 people, 2 services, 3 digital assets and 4 the enabling environment each of which is accompanied by opportunities and areas for further improvement." "It replaces the existing digital economy strategy, which was last revised in May 2016 after first being released by the then Department of Communications in May 2011. There is similarly a need for businesses, particularly small businesses, to upgrade underpinning technology, including upgrading to modern cloud-based business solutions and embracing emerging technologies such as AI (Artificial Intelligence) , Blockchain and IoT (Internet of Things)as they evolve.
