A	CONFIRM 3rd QUANTUM 11.00-12:30 ON-LINE TRAINING PROGRAM
	
A major part of the EC-BSG project will be to assist potential Project Partners to understand 
the key project issues hence the EC-BSG Committee is preparing an "On-line Introduction to 
understanding eCommerce, Blockchain and Cryptocurrency issues"

A the last meeting the Chairman summarised issues of concerns about the Standards bodies 
involved with eBusiness Standards

As this section involves The Linux Foundation and Open Source Software, it is appropriate to 
review past eStandards experiences as both organisations were, in 2015, joined by many new 
members including IBM, Microsoft, Google, Twitter, Huawei, Intel and Cisco

In 2019 Hyperledger was established as a "Linux Foundation Open Source" project for Blockchain
applications 

Current Hyperledger members include Accenture as well as most Banks, large Management 
Consultancies, large Audit Firms, CIT Organisations and many Universities eg the University of 
Cambridge Centre for Alternative Finance

Accenture was formed in 2001 from Andersen Consulting after the biggest Auditor and Management 
Consultancy in the world Arthur Andersen filed for Bankruptcy

In 2000 Andersen Consulting and Microsoft formed a joint venture "Avanade" to "deliver innovative 
business solutions for the electronic economy based on Windows 2000" 

In 1993 Andersen Consulting hosted a series of high-level lunches around Australia "Inventing the 
Australian Model of Government" with 3 key presentations namely

A "Reinventing Government" by Ted GAEBLER  -  a US County Executive Officer and City Manager 

B "Virtual Government" by Gary STURGESS Chief of Staff to the NSW Premier Nick GREINER

C "Competitiveness in Budget Departments" by Percy ALLAN Chairman NSW Treasury 

Hence it is worth reviewing the History of Electronic Data Interchange [EDI] and the role of CIT 
Standard Bodies as a basckground to understanding "Blockchain"

The 3rd Quantum covers the following topics:

	a	The Role of the Banks in Electronic Data Interchange [EDI]
	b	Australian EDI Associations and Standards EDI Committees
	c	The Australian Government role in promoting EDI for the Information Economy

a	THE ROLE OF THE BANKS IN ELECTRONIC DATA INTERCHANGE [EDI]

In Jun 1987 the Federal Government commissioned the US based "Yankee Group" to research and
report on the progress in Australia of Electronic Data Interchange [EDI]

EDI was being promoted as the methodology for Business-to-Business [B2B] communications of 
documents like Purchase Orders, Delivery Notes and Invoices

In Sep 1987 the Yankee Group report included a section on the RUBAC™ [Rational Universal 
Business Automation Code] Electronic Information Communication and Filing System which 
concluded that RUBAC was "way beyond EDI"

In December 1987 The Australian Banker Magazine published the following article

Banking Tomorrow "EDI's Evolution"

"Electronic Data Interchange is not a new idea but the total automation of all information is"

This article drew attention to the issue of EDI Standards with the following statements:

1    International Chamber of Commerce [ICC] is aware of the crucial nature of standards and has
     recently published its first set of uniform rules covering electronic data

2    But again the key issue is Standards which Mike HOILE bemoans as a "slow and political 
     process"

3    The savings of a truly paperless environment are clear - an end to re-typing information, massive
      reduction in error and generally higher efficiency

As you will see in this review members of the Australian Bankers Association has played a major role 
in the Australian EDI Policy particularly with the decision for an Interim EDI Standard of utilising the 
USA ANSI-X12 Standards for 2 years

b	AUSTRALIAN EDI ASSOCIATIONS AND STANDARDS AUSTRALIA EDI COMMITTEES

At 10:00 on Fri 18 Dec 1987 the Standards Association of Australia [SAA] convened the initial "EDI 
Standards Working Party" at Clunies Ross House, Parkville MELBOURNE chaired by Bob LIONS of 
SAA

This is a link to the Draft Minutes of that initial meeting where key representatives were proposing 
Australia Implement the USA ANSI-X12 Standard as an interim standard

At the end of the meeting the Chairman declared "this EDI Standards Working Party is disbanded !"

On 24 Nov 1988 the renamed Standards Australia issued a Notice of Agenda for the IS/11 Electronic 
Data Interchange EDI Committee for the next meeting on 20 Dec 1988 in Melbourne again

This notice included the list of Nominating Organisations and Representatives for the Australian IS/11 
Electronic Data Interchange committee with the representatives for the sub-committees IS/11/12 (2 
members) , IS/11/2 (2 members) and IS/11/3 (6 members)

On 09 Dec 1988 Standards Australia published the IS/11 Committee which this time comprised 
Members who represented different Australian Associations rather than individuals who 
represented their own organisation as in the past

On 09 Dec 1988 Standards Australia published the 6 members of Committee IS/11/12 - ANSI-X12 
sub-committee with Ms Marcella MAZZA who is listed as representing  K-Mart is the Chair

On 09 Dec 1988 Standards Australia published the 10 members of Committee IS/11/2 - EDIFACT 
sub-committee which included only 1 Association with Peter Brown and Barry KEOGH of the 
"Association of Australian Port & Marine Authorities [AAPMA]" with Mr A JENKINS of Telecom 
Australia as the Chair

On 09 Dec 1988 Standards Australia published the 7 members of Committee IS/11/3 - JEDI 
Dictionary which include 1 Association namely Prof Jerry GARNER of the "Australian Computer 
Users Association [ACUA]" and 2 members representing IBM with Mr John KNIGHT of Hongkong Bank 
of Australia as the Chair 

JEDI was formed in Canada in 1982 to provide a uniform dictionary for several different EDI projects 

On 20 Dec 1988 Standards Australia distributed the names of the 10 members of the EDI Council of
Australia [EDICA] including Arthur YOUNG Managing Partner Consulting Division Arthur Andersen &
Co Melbourne 
 
On 12 Jan 1989 Standards Australia published the 35 organisations invited to join IS/11 with each
organisation having 3-character code

On 12 Feb 1989 a list of possible vested interests of the Committee Members IS/11 was prepared 

Throughout the 1990s EDICA joined forces with the AAPMA, Standards Australia and other groups to 
form "Tradegate" to promote EDI applications to Small and Medium-size Enterprises [SME] involved 
with National and International Trade 

By 2000 EDI and B2B installation were very limited in Australia hence XML was being promoted 
extensively as the methodology to enable Business-to-Business [B2B] and Business-to-Government 
[B2G] electronic communications

This led to the formation of ebXML Australia on 14 Apr 2000 with 20 members including Tim
MCGRATH of TEDIS in Fremantle, 2 members of Cable & Wireless Optus, 3 members of Australian
Customs and several members of Tradegate ECA

There was a published schedule of 13 quarterly meetings from 14 Apr 2000 - 25 Oct 2002

At the 8th meeting on 26 Oct 2001 Mark BEZZINA the newly appointed Director Communication, IT 
and eCommerce Standards Australia joined ebXML Australia

At that 8th meeting it was agreed to establish a sub-committee called "ebXML Australia Marketing 
Strategy Work Group" [EBA-MSWG]  to "promote, raise awareness and educate the significance of 
ebXML to Government and other bodies" with Mark BEZZINA as the chair

The first meeting of EBA-MSWG was on 05 Feb 2002 to propose recommendations at the next
ebXML Australia meeting on 22 Feb 2002 

There were 8 attendees at the 1st meeting of EBA-MSWG by telephone conference from 3 locations 
(Sydney, Melbourne and Fremantle) at 14:00 Tue 05 Feb 2002 

The draft minutes were prepared and emailed by the Secretary to the Chair by 17:00 Thu 07 Feb 
2002

Mark BEZZINA as the Chair reviewed then emailed amended the draft minutes by Mon 11 Feb 2002

However when the amended minutes were placed On-line and distributed to ebXML Australia 
members, the next meeting scheduled for 22 Feb 2002 was cancelled along with all further 
meetings of ebXML Australia

c	THE AUSTRALIAN GOVERNMENT ROLE IN PROMOTING EDI FOR THE INFORMATION ECONOMY

On Fri 28 Sep 2001 John GRANT Chief General Manager Government On-line of the Federal 
Government National Office of the Information Economy [NOIE] gave a Presentation to OIC Members 
on "The Government On-line Strategy"

On Wed 24 Oct 2001 Patrick CALLIONI Chief General Manager Information Economy of the Federal 
Government National Office of the Information Economy [NOIE] gave a Presentation to OIC Members 
on "The Information Economy - what is it ?"

These two presentations from key Federal Government General Managers gave OIC Members an 
insight into the Australian Federal Government On-line Strategy at the time

However by 2003 Standards Australia was changing and was no longer an Association but had
become a Limited Company

Mark BEZZINA as the Director of Business Standards at Standards Australia received a $ 200,000 
Federal Government ITOL Grant to develop the "BizDex" invoicing system for the Australian Wheat 
Board [AWB] Grain exports

IBM, Sun Microsystems, Microsoft, SAP and several small Australian businesses like Red Wahoo
and TEDIS were members of the BizDex Consortium

In 2004 it transpired that AWB was guilty of false invoicing in the "Oil for Food" scandal with Iraq

Also in 2004 Red Wahoo claimed it was the author of the Australian "Name & Address XML 
Schema AS 4590" as well as being the Chair of the UN/CEFACT DCSS Working Group and the Lead 
Architect of the UML Modelling Tool and a key member of OASIS

It was subsequently revealed in Oct 2006 that both the Australian "Name and Address XML Standard 
AS4590" and UN/EDIFACT allowed both a Simple Address and Complex Address in the eBusiness
standard

This means every EDI message has to be checked to see what type of message s being sent and 
whether the simple or complex address is used

If there is a simple address at some stage this has to be converted to the complex address format so 
that the address can be stored in an XML Database

Hence the significance of the agreement by attendees at the OASIS Conference in 2006 to 
recommend to Government bodies and key Computer and Information Technology [CIT] 
Associations that the Complex Address format is the only address format used for all 
eApplications

However it appears that between 2001 and 2003 the Federal Government Strategy for the "National
Office for the Information Economy [NOIE]" was redirected by changing the eCommerce Standards
