Thu 22 Jan 2008 Recipients:61x3xx19 REF:ACGAALN1 Y/R: Electronic Business Solutions Manager TO: The Councillors cc Residents Dear Councillors WORKING TOGETHER TO REDUCE COUNCIL'S COST This email is to invite your Council to consider how to develop a generic Enterprise Business Solutions process that can be licensed by all Councils in your State and save considerable expense in these difficult financial times A Background B Convert Council PDF Forms to On-line Forms C Assisting Council to provide On-line Services Z Next Steps by H 12 Feb 2009 Please BACKGROUND One Council recently advertised a vacancy for a new position "FC-34 Enterprise Business Solutions Manager" as a 5-yr contract with a remuneration package of $ 170,000 per annum I am the Official Agent for the candidates for the Sustainability Action Network [KSAS-SAN-2088] which endeavoured to stand at the recent NSW Council elections - review below In Feb 2001 several of our members were involved with a project with the Federal Department of Employment, Workplace Relations and Small Business [DEWRSB] to conduct a series of eSurveys with 273 NSW Local Government Agencies. Part of this project was to design a Council Online Information Services Model The Enterprise Business Services Manager position refers to the the State Local Government Act 1993 and the State Electronic Transaction Act The Electronic Transaction Acts [ETA] are very important for "the future economic and social prosperity of Australia" hence as a committee we are seeking to work with one Council in each State to develop effective Electronic Business Solution services for licence to other Councils. B CONVERT COUNCIL PDF FORMS TO ON-LINE FORMS Every Council has between 65-70 PDF forms which can be used as Online forms rather than PDF forms which have to be printed by Residents. When completed by Residents these forms have to be faxed/posted/ hand-delivered back to the Council where the information is re-entered into the Council Computer System. In our opinion each State Local Government Association as the Peak Body should have developed generic Online Forms for their state Councils in accordance with the guide-lines published by the National Office for the Information Economy [NOIE] in 2001 Here is the slide "Online Standards Essential" from the presentation by John GRANT Chief General Manager Government Online at the OIC Seminar Sep 2001 C ASSISTING COUNCILS TO PROVIDE ON-LINE SERVICES As a Committee we have discussed how to assist Councils to implement effective Online Electronic Business Solutions. Our members have agreed to work with one Council in each State to provide a generic Online Council Information Service for a fixed fee. 1 Fee $ 1,000 per week (one thousand dollars/week) 2 A Royalty for each web-page hit 3 A maximum contract fee $ 150,000 per annum (including Royalties) 4 Term of Contract 5 yrs This proposal would provide the participating Council in each State with Royalties from the Intellectual Property gained during the 5-yr Implementation Contract. This Intellectual Property would be licensed to other Councils in the same State similar to the 2-year Exclusive Royalty Contract with Software Engineering Australia (SEA-NSW) for OICY2KRAMP SME Y2K Due Diligence Process Z NEXT STEPS BY THU 12 FEB 2009 If this Joint Venture is of interest then we would propose an On-line presentation to Council at its meeting in Feb/Mar 2009.
