Further to my e-mail Tue 15 Aug 2006 re the proposal for the 450
Anniversary Appeal here is further information on that offer for
long term funding.

A BRIEF DESCRIPTION OF THE INFO CODING METHODOLOGY
If you review the above URL (Universal Resource Locator) you
will find the e-mail sent to you (and the email formatted for printing in

I have not sent the document as an Adobe PDF file but will include
it as part of the description
The major differences between the four forms (email, MS Word, PDF
and html Web page) of communication are:
A Emails are :
1 quick to produce but
2 poor documents to print out
3 enable links to other reference points (URLs)
4 easy to distribute and read to many people
5 Difficult to reference (even though every e-mail
has a unique message identification code)
6 The problem for many e-mails is that the majority
of URLs are unstructured and far to long to be
included in e-mails
7 difficult to file electronically unless a proper email filing
system is utilised
8 difficult to split and file when containing different issues
B Word documents are:
1 relatively difficult to produce yet
2 excellent to print and keep as a record
3 if viewed online enable links to other reference points
4 time consuming to print and file
5 in long documents key issues can not be referenced
C PDF files are:
1 Used by many organisations and Government departments for
for standard forms that can be printed and faxed back
2 structured documents that cannot be altered
3 if viewed online enable links to other reference points (URLs)
4 Time-consuming to download and read
5 rarely linked as part of content index
D html Web pages are:
1 very easy to index unlike the other communication formats
2 very easy to access and print
3 provided the most acceptable link to other URLs
4 can be referenced by other emails and webpages
5 the lowest cost for multiple contacts to access
For example here is the direct link to the Long Term Royalties proposal
as a UK Reference Site
The RUBAC Electronic Information Interchange [EII] coding methodology
was researched and developed to minimise communication time and
costs by enabling 80% of communications to utilise standard templates
so that only variable information has to be transmitted electronically
Another key aspect of the RUBAC-EII Code is that resources and
stake-holders can be indexed and updated as part of automated
distribution networks - a significant advantage in the proposed Appeal
Funding project.
An example is the index of OECD project in France in 2004 for a Global
Online Subscription and Fulfilment system with standard order form
templates
IT consultants from UK, Cypress, USA and Australia combined to
respond to this tender electronically
B RELEVANCE TO PROPOSED APPEAL FUNDING PROJECT
Nearly all Tenders that are published now have stake-holders and
Management Committees that have to be kept informed with weekly
and monthly reports.
The proposed Appeal Funding project are been developed to:
1 Assist Leadership Development and Responsibility Practice in Youth
2 Enable Sports Clubs comply with Child Protection Legislation
3 Greatly reduce the administration costs/time for Volunteer Sports
4 Provide a way for local businesses to sport Volunteer Sports
5 Assist Volunteer Sports with Sponsorship funding
Many of these Volunteer Sports are organised on Local Council
property.
In Australia and also in the UK, the Councils are all now developing
enhanced Community services which include "Sport Infrastructure
Strategies" which require communications with a number of Stake-holders
Here is an example of one new Council Consortium that involves
32 Councils with 6 different Stake-holder Groups
