These are tenders from different sites to illustrate the changing requirements by Government
sites as policies and processes change to accommodate Electronic Information workflows.

The Country and State is provided because certain Countries and States are advanced in their 
utilisation of Electronic tender processes. 

Often the smaller Australian States and New Zealand issue tenders which are then replicated 
by the larger Australian States 6 months down the track - that is why the history of the
tenders published by each State is very useful. 

These processes will be applicable to other Countries and State Governments as they move to 
Electronic Tendering and Electronic Information Interchange [EII] processes.

2006/08/12 Council - Sporting Infrastructure Strategy
SPORTING INFRASTRUCTURE STRATEGY
1. Introduction
The Council recognises the need to provide appropriate infrastructure to meet the needs of its 
citizens, taking into account its resource capacity.
One of the major areas of investment by Council, and non-Council providers, is in the area of 
sporting infrastructure. 
The aim of this study is to determine the actual level of sporting infrastructure capacity at 
present, and develop a projection for future needs based on the changing demographics of the
Shire.
As a result of this, a set of priority projects is to be identified and action plans
developed.
The Council is seeking expressions of interest from appropriately qualified consultants to 
undertake the development of a Strategic Plan for sporting infrastructure.
Sporting infrastructure is deemed to be that infrastructure which caters for the activities
of structured and incorporated sporting clubs, associations and leagues, and may be sited on
either Council-owned or non Council-owned land.
2. Background and purpose
Council's Corporate Plan identifies the following key objectives:

2006/08/02 State - Sport & Recreation Advocacy Strategy
DSR ADVOCACY STRATEGY
Increase recognition, understanding and support for the role of sport and recreation in contributing to community 
and individual wellbeing. 
2.1 BACKGROUND 
Background DSR is embarking on a long term advocacy project to: A Increase recognition, understanding, and 
support for the role of sport and recreation in contributing to community and individual wellbeing 
There are two key target groups: 
1 	Decision makers 
2 	General public 
In the first year the advocacy project will focus on two key issues
1 	The link between physical activity and good educational outcomes 
2 	The value of volunteers for the community and the value of volunteering for the individual 
The 'Decision Makers' will be targeted with information to increase their understanding of the power of sport
and recreation to: 
1 	Improve educational outcomes for our children. 
2 	Play a key role in improving mental and physical health outcomes for our community
3 	Improve community safety through crime prevention programs and the development
	of good values among our youth 
4 	Bring communities together

IN-HOME DIRECT CARE SERVICES
In-Home Direct Care Services for the Home Care Service of NSW 
Home Care is the largest single provider in the NSW for the Home and Community Care [HACC]
program, a joint program by the NSW and Australian Government.
Home Care also provides services under a range of other home and community care programs.
In 2004-2005 Home Care employed more than 4,000 staff and delivered more than 3.6 million
service hours to our clients.
There are 33 Home Care branches delivering services to clients across the State and eight
additional Aboriginal Home Care branches providing a wide range of services specifically
for Aboriginal communities.
There are three service types that may be contracted out

2006/06/01 Qld - Environmental Protection Agency - Community Wastewater Management
COMMUNITY WASTEWATER MANAGEMENT
2.3	Scope
The scope of the project includes wastewater treatment and reuse systems for communities of 
less than 1000 equivalent persons (EP).
This figure (1000 EP) is arbitrary but essentially the project scope is intended to capture 
all systems serving smaller communities where connection to existing centralized systems, and
onsite treatment and disposal, are not the best options.
It does not preclude use of centralised wastewater treatment and reuse systems within the local
community, if this is the most appropriate solution.
The project scope does not include issues relating exclusively to onsite wastewater treatment
and disposal or reuse of effluent on properties with less than 21 equivalent persons as this 
is covered by existing regulation under the Plumbing & Drainage Act 2002 and its subordinate
legislation.

DEVELOP STRATEGIC FRAMEWORK FOR THE REFORM OF THE CHILD AND FAMILY SERVICE SYSTEM
The Department of Human Services is seeking suitably qualified and experienced parties to 
develop a contemporary Family Services Strategic Framework based on the Government's reforms to
the child and family service system, and the subsequent impacts on service delivery and practice.
This project will require a project team with high level public policy and econometric skills 
and experience.

INVESTMENT PLAN FOR THE REFORM OF THE CHILD AND FAMILY SERVICE SYSTEM

The Department of Human Services is seeking suitably qualified and experienced parties to develop
an investment plan for the proposed reforms to the Child and Family Service System. 
The proposed reforms involve significant changes to a broad range of service elements:
A       Child Protection legislation, 
B       prevention services,
C       community based child and family support services, 
D       child protection services, 
E       Indigenous services, 
F       placement and support services. 
The task of analysing the individual initiatives will require the work of a project team with 
high level econometric, accounting and public policy skills and experience.

MOBILE PHONES AND ASSOCIATED EQUIPMENT
Hunter Councils Inc. is calling Tenders for both the Hunter and Mid North Coast councils for the supply and delivery 
of Mobile Phone Handsets, In-car Kits, Personal Data Assistants (PDA's) and Wireless Kits (Bluetooth). 

Approximate usage quantities are quoted in the tender documents. 

Network connection is not a part of the tender parameter. 

The successful tenderer will be required to provide a support structure to participating councils for the repair and/or
 replacement of faulty or defective phones and other equipment throughout the tender period. 

Both tenders will be for a two (2) year period.

3	BACKGROUND
The Southern Grampians Shire Council initiated an Information Management Strategic Plan
in 2002.
The Strategic vision for the Council is:
A	Maximise operational efficiency through the effective use of technology; and
B	Utilise new technology as it becomes commercially viable, so as to improve
	services to residents.
Information Management is accepted as a key element in providing best value customer
service, managing relationships with customers and keeping the community informed and in
touch with Council.
Council is working towards the vision that all information is reliable, relevant, 
integrated and accessible.
One of the key objectives of the Information Management Strategic Plan is to implement a
corporate EDMS.
In implementing an EDMS, Southern Grampians Shire Council will be able to move forward
from current systems of document management with certain inefficiencies including:
a	Person, group and public drives and folders instead of subject based files,
b	Keyfile Records Management System which is now redundant
c	Personal and Group email which is not captured into the subject based files,
d	Hardcopy Registers and Systems which are laborious and not "interconnected" or
	"networked".

32 VICTORIAN COUNCIL CONSORTIUM EASYBIZ TENDER
The EasyBiz Project is a Regulation Reduction Incentive funded project involving 32 local 
Victorian councils.

The project is delivering a portal that will enable small/home based businesses in Victoria to 
better understand and fulfill their local council compliance requirements eg the completion and 
lodging of permit, licence and registration applications online. 

The EasyBiz Project requires the services of a suitably qualified Web Services Development firm
to specify, develop and implement a Web Services Hub that facilitates the exchange of data using
common formats and agreed standards between the EasyBiz Portal, up to 32 local Victorian 
councils and a range of other third party data providers such as STATE and Federal Government 
systems that are relevant to small/home based business.

The Department of Finance and Administration has appointed ABN AMRO Rothschild, Goldman Sachs 
JBWere and UBS as Project Management Joint Global Coordinators (PMJGCs) to prepare for the 
possible sale. 

Description
The PMJGCs are inviting parties who are experienced in all international printing and 
distribution related services normally associated with an offer of shares to the public to
tender for the role of International Printer.

The T3 share offer could potentially be one of the largest public share offerings ever executed
and, accordingly, the International Printer must be capable of managing the printing logistics 
associated with large scale international offerings. 

The offer of shares to the public may cover many international jurisdictions and the 
International Printer will be expected to be capable of printing and distributing offer
documents that conform with the various laws and regulations which apply in the jurisdictions 
in which the offer of shares is made.

CENTRAL QUEENSLAND UNIVERSITY - SUPPLY ELECTRICITY

Since the deregulation of the Electricity and Gas Industries many Government Agencies and
Education establishments have issues tenders for the supply of Electricity.

This is one of the first tenders to provided a detailed record on electricity consumption
per meter for each 15 minute section from 01 Dec 2004 to 28 Feb 2006.

This implies that every electricity meter has to send an electronic message every 15 minutes
to record how much electricity has been consumed.

According to the Corporations (Fees) Act 2001 (Cth) - Electronic Compliance Fees this means a fee 
could be charged for this service

2006/01/20 Fed - Dep Agriculture - FUNDS FOR MARKET-BASED INSTRUMENTS [MBI]
NATIONAL MARKET BASED INSTRUMENTS PILOT PROGRAM - ROUND 2 

Market-based instruments (MBIs) are proving to be a useful addition to existing natural resource
management tools.  

MBIs use trading mechanisms, auctions and price signals to change behaviour to benefit the
environment.  

Rather than prescribing activities or technology use, MBIs have the potential to allow more 
flexibility in how an outcome is achieved.

Round One of the National MBI Pilot Program focused on individual policy mechanisms that could
be employed in natural resource and environmental management. 

Total funding allocated for the first round of pilots was $5 million, with second round funding
of up to $5 million announced on 2nd December 2005

Active Movement Regional Co-ordinator positions will play an integral role in implementing the
recommendations and supporting the Active Movement philosophy in priority regions. 

These positions will play a major role in developing community and cross-sector capability by 
establishing networks for communicating information and promoting Active Movement. 

Initially these roles will focus on the demands in the parents and caregiver, education and
community planning sectors.
