				SUMMARY OF "BLOCKCHAIN 2030" REPORT

On 04 May 2016 Australian Treasurer Scott Morrison pre-announced much of the government's
thinking on fintech in late March but the budget on Tuesday contained two new initiatives:

A  a review by CSIRO's data innovation group Data61 into Distributed Ledger Technology [DLT]

B  a modest new investment in a new marketing campaign to sell Australian fintech capability in 
     the region.

On 15 Sep 2016 Australian Treasurer the Hon Scott MORRISON released a newsletter stating 
"He today warmly welcomed the decision by the International Organization for Standardization 
[ISO] to support Australia's proposal to develop new international standards on Blockchain"  

On 09 Apr 2019 The CSIRO-Data61 Report to the Treasurer on DLT was released under the 
imprimatur of the Australian Computer Society [ACS]called "Blockchain 2030 - A Look at the 
Future of Blockchain in Australia"

Key statements in the report include:

Countries are trialling different regulatory approaches to crypto-assets and blockchain in a 
search for a balanced solution between innovation support and consumer and business
protection, as indicated at a discussion on crypto-assets at the at the G20 Leaders' 
Summit in Buenos Aires in November/December 2018 35 

This meeting was attended by the Australian Prime Minister Scott MORRISON

Australia's blockchain industry has a competitive advantage in a number of areas in having:

E	Global leadership in blockchain governance.

	Australia is chairing the International Standards Organisation group developing standards for
	blockchains and other distributed ledgers.165

F	Relatively strong institutional adoption and collaboration, either between companies or 
	public-private  sector partnerships. 

	For instance, Australian banks are working with distributed ledger start-up Ripple,166 the 
	Australian Government has partnered with IBM to develop blockchain solutions,54 the 
	Queensland Government is working with TravelbyBit to open the market for digital 
	currency tourism,167 

	Australia Post is partnering with Alibaba and Blackmores to use blockchain to trace food
        exports 168 and ASX is adopting DLT in collaboration with Digital Asset.169

"Community leaders and end users would benefit from basic 'blockchain literacy', or 
even a broader Understanding of what the technology is and how it works

Growing the ICT talent pool in Australia may involve a combination of strategies focused on 
education and training (e.g. developing new course offerings that assist existing workers 
transition to the emerging blockchain industry) and migration policies (e.g. incentives designed 
to attract global talent).

"Well-developed public education campaigns on blockchain have also helped to grow trust in 
decentralised systems".

This Scenario Group IV is the basis of the approach to the Inner West Council to participate in a 
joint-venture to develop public education campaigns on Blockchain issues for licence to other
community groups
