The following principles are proposed to guide standards development for e-health in
Australia.

1 CODE OF GOOD PRACTICE
Development of standards, technical specifications and supporting materials designed
to support national e-health capabilities will be based on and compliant with the WTO
Code of Good Practice for the Preparation, Adoption and Application of Standards.

2 CONSENSUS
Open (consensus) standards will be supported in preference to proprietary ones, and
international standards adopted where feasible.

3 COLLABORATION
Leadership, direction setting, planning and coordination of standards development
activities will be collaborative across the sector. The aim is to ensure a high level of
coherence and consistency in approach, eliminate duplication and wasted effort, and
encourage wide participation in standards development and subsequent implementation.

4 NEHTA'S INVOLVEMENT IN STANDARDS CREATION
Standards development will be tightly coupled with and validated through working
implementations, and where possible will be developed in association with system
development and/or implementation initiatives.

5 QUALITY
Standards development will:
A commence with the preparation of formal requirements specifications [ 15 ] and a
comprehensive scan for existing candidate standards;
B be cognisant of both industry development and health service delivery
opportunities;
C comprise specifications; guidance on technical, human behavioural and
organisational implementation; and conformance protocols;
D be designed for re-use wherever possible; and
E be geared to minimising the costs of compliance while meeting the specified
requirements.

6 ASSESSMENT
Assessment of the impacts of standardization in e-health should be undertaken and
should incorporate review of standards development processes so as to drive quality
improvement.
