PURPOSE

This e-mail is a draft record of the issues discussed Sat 11/11/2000 re 
developing a Local Government integrated application system based on XML.  

This system is envisaged to meet the requirements identified by Local Councils 
in the EoI dated September 20000 and as each Council moves to a Web based 
information distribution service for rate-payers.

This is the initial awareness/education/marketing phase for Council Software 
Application developers and Local Councils.

It is intended to use this document as part of the discussion with Simon 
NICHOLSON Chair ebXML Marketing/Awareness/Education Project team on 
Wed 15/11/2000.

C	BACKGROUND

In August 2000 the OIC Document Indexing Work Group of the ZXIG identified 
Local Government as an industry group that may specifically benefit from XML & 
E-commerce.

This was re-inforced in Sep 2000 by the Expression of Interest [EoI] issued by a 
Syndicate of 9 Councils for an integrated application system based on a 
standard Name and Address format for multiple contacts including:

	d	Property Owners
	e	Developers
	f	Councillors

The EoI identified approximately 40 application modules over 10 categories.

Feedback received from 2 Councils who are part of the Syndicate for more 
information on XML and what it offers.

During Sep and Oct 2000 HNP had been gathering information on Local Councils 
including:

	174 Councils
	 20 Shire Councils
	 19 Regional Organisations of Councils
	  8 Waste Management Boards
	 26 Related Bodies
	 10 Local Government Associations
	  6 Standing Committees 

Many Councils appear to have similar management structure comprising:

HNP is preparing an e-mail contact list of the 174 Councils.
111 have Web sites of which 18 are shared web sites ie part of a general 
community ASP service.

The 2nd level research is to review those Web sites to determine:

Participation Credits

It is part of the OIC Charter to provide Intellectual Property Credits for participation and contributions to raising awareness and increasing knowledge of Electronic Information Technology [EIT] issues. Please refer to the Members Mandates.

In recognition of Knowledge as an asset, the OIC has developed an Electronic Participation Credits process.

This process, as part of the Electronic Event Registration Management [EERM] system, records the Intellectual Property Asset for the individual, the organisation which employees the individual and the OIC. There are 7 types of Electronic Credits:

The rules and the value of these Electronic Credits are being defined. However it is envisaged that the Credit system will operate as a similar concept to flybuy credits and Internet electronic credits such as beenz.com.au
