outlined at the briefing meeting Fri 15 Nov 2002 the Local Government Agencies will be expecting a financial return from providing enhanced community services.
If the service providers are prepared to share the risk of a fixed price contract then they should be able to receive an on-going return for providing the service for a fixed price contract
