2 - Electronic Notary
The concept of the Electronic Notary was first proposed at the 1989 TEDIS Conference in Brussels.
An Electronic Notary is an independent 3rd party that can provide a number of services including :
1 confirm the time and date that one organisation sent information eg an invoice electronically to another organisation
2 confirm whether it has been reached
3 confirm whether it has been acted on ie read or processed
