SGG said we have received a very positive response from the Inner West Councillor who is
prepared to support our submission for a Joint-Venture to the Council and has arranged a
further meeting Wed 24 Jul 2019 to discuss the content of a submission for a Joint-Venture
10:00-10:15 REVIEW SUBMISSION FOR ENVIRONMENT GRANT TO COUNCIL
SGG said the original submission on 22:51 Sun 30 Jun 2019 by email had not been accepted
by the "SmartyGrants" system because the OIC ABN as the auspicing organisation was not
recognised
The OIC Legal Officer Peter AXTENS LLB (Retired) submitted a letter to the Inner West
Council that the Submission had complied with the timetable when lodged by email before the
deadline of 23:59 Sun 30 Jun 2019 and that there was a System software problem with the
"SmartyGrants" application process
It was discovered that SGG had entered "Open Interchange Consortium" rather than an ABN
number into the "ABN Look-up Table" field
Consequently at 12:33 Thu 18 Jul 2019 Tess NEWTON-PALMER [TNP] Grants & Research
Supervisor contacted SGG to advise that the Submission could be re-opened to so that the
correct ABN could be entered along with other material including extracts from the recently
reviewed 2012 Yarra Energy Foundation [YEF] "Closing the Poop Loop" Project
SGG said that it was important to notify "SmartyGrants" of the problem encountered when the
ABN field allowed alpha-numeric characters and did not enforce a numeric entry only
At 17:30 Thu 18 Jul 2019 an OIC quorum reviewed the failed 2012 YEF "Closing the Poop
Loop" Project which had received Au$ 45,000 grant from the City of Yarra Council and noted
a number of issues including .
1 p6 of that report identifies the City of Yarra Human (73 K in 2007) and Dog (3,890
in 2007) Population comparisons with Inner West Human (182 K in 2016) and Dog (?)
There is not a total of parks for the City of Yarra while there are 44 Inner West
Council Parks
2 p10 confirms "Local Government plays the central role in litter and waste management"
3 p13 defines the Budget and where other funding may be available for this type of project

10:15-10:30 REVIEW YEF "CLOSING THE POOP LOOP" PROJECT FAILURE
A 2012 City of Yarra Council "Poo-Power" Grant of Au$ 45,000
At the last meeting on Fri 12 Jul 2019 the meeting had reviewed the newspaper article about
the 2012 City of Yarra Council of Au$ 45,000 to the Yarra Energy Foundation [YEF] for a
"Closing the Poop Loop" project
On Wed 17 Jul 2019 SGG had contacted YEF who kindly provided 2 reports on the project
1 11 Jan 2012 "Closing the Poop Loop" Project Proposal prepared by D CHEW for YEF
2 Sep 2014 "YEF Addendum - Poo Power Final Report" by Kate NICOLAZZO YEF
These reports identified and provided a number of relevant research issues and findings which
are very helpful for the proposed Joint-Venture to the Inner West Council including
The Sep 2014 "Addendum - Poo Power Final Report" included the following pages
1 p4/24 "Interest has been received from a K-12 school in the Hunter Valley (NSW) and
Marrickville Council (Sydney) has also expressed interest to participate in the
testing phase of the project"
2 p6/24 Section B - Financials - "In-kind Contributions"
3 p19/24 Appendix 6 - Event Evaluation - summary Audiences 2,322 at 11 presentations
SGG said although there was extensive marketing material like videos, flyers and media
coverage it appears that the main reasons why this YEF Poo Power project failed are:
1 It only focused on Dog Poo-Power and not other Waste like park food, leaves, cardboard
containers, glass bottles, plastic bottles and cans to get the local park communities
involved in the project
2 It did not have a sponsor within Council either a Council employee or a Councillor to
support better Waste Management processes
3 The local community was not involved as members of a local "Waste Collective"
4 The local community could not view On-line how effective the improved Waste
Management process was working
5 There was no Participation Credits process to encourage young people to be involved in
the improved Waste Management initiatives
The OIC-SAN Quorum agreed that the YEF, as well as Duncan CHEW the main YEF project
sponsor and in-kind contributor, should be invited to be stake-holders in the Joint-Venture
submission to the Inner West Council

Thanks Stephen,
The project is much clearer to me now and I can see it fitting into council operations and
I would be pleased to put up a Notice of Motion to progress your project.
However, I expect council officers may have other concerns and reservations with the project
so, I would have to run it past them before it would get onto the council agenda - the tick
from the council officers and community coming to speak to the motion would encourage
councillors to vote for the pilot.
I have started drafting the motion below but have hit a few more questions, which I have
marked with "???".
Please consider the draft below as a template and complete/redraft as you see fit.
We can include photographs.
Please also clarify any financial support you would need from council - eg who is funding
the design and manufacture of the bins?
Is the Methane bottled to the necessary standards for retail use?
Could it be used in barbecues etc???
Are you looking for somewhere to park the truck?
How long does the process take?
Will you need to store the waste or will the collection, digestion, gas/fertilizer cycle mean the
truck will be ready to do the waste collection on a daily, weekly or fortnightly basis?
Will the bins need to hold the waste for that long?
DRAFT NOTICE OF MOTION

Notice of Motion:
That Council enter into a partnership with ??? To pilot a waste collection at Petersham Park
and Biogas Digestion Project to investigate the diverting of difficult biodegradable waste from
our waterways and waste stream.
Background
Education:
??? have applied for an environment grant to run a series of monthly seminars at Council
venues to inform Inner West Council residents about Biogas Digestion in general and the pilot
project in particular (if this NOM is passed) as a Waste Management initiative by the Inner
West Council
New Bin
??? Will undertake to design a Bin which is acceptable to Council and suitable for
collection and direct processing by a Biodigester on a Truck or at a suitable location.
Pilot Site:
??? Members of the "Petersham Park Waste Collective [PPWC]" will encourage the
community to deposit their dog excrement and other biodegradable waste in bins as
part of a Biogas Pilot site.
Other biodegradable material include food, leaves, grass cuttings can also be
deposited in the bins.
Waste Collection:
??? Will collect the newly designed Biodegradable Waste bin on a cycle to be
approved by Council
Methane Gas & Fertilizer Product:
A "Biogas Digester on a truck" turns the waste into Methane Gas and a fertilizer.
This Methane Gas could be used to offset the Rate-payer costs of the all night
lights and CCTV around Fanny DURAK Aquatic Centre, heat the pool or the
power required by the Café
The Fertilizer could be used around the Park or sold
???How long does it take????
The Methane gas and fertilizer is delivered as ??? To a standard approved for retail
sale????
The Gas WILL be sold BY ??? Alternatively, it can be delivered to the Cafe in
Petersham Park, White St Cottage or other facility for use in their operations.
The Fertiliser could be sold by ??? or delivered to Council for use on Petersham Park
or other park???.
SGG said the OIC SAN Committee had thanked the Councillor for her leadership in and
encouragement in drafting this Notice of Motion
The OIC SAN Committee is preparing responses for the questions posed
At the moment it is considered that the best organisation to fulfil the ???? role would be the
"Petersham Park Waste Collective [PPWC]" as this would involve the local community for the
long term
NCP said the key issue would be the measurement of inputs perhaps by weigh scales under
the bins - to be reviewed further as people could put rocks into the bins to increase weight
SGG said perhaps we need a card swipe like a Medicare card or Opal card to open the bin
and also record the credits on the card as well as on the Web-site similar to the way the
"Officeworks" credit card operates
