PMA said we will write to EC-BSG for clarification on this issue 2 PRIZE AMOUNTS "Since the prize amounts are only to be foreseen in the 2020 budget, they are subject to the availability of the appropriations provided for in the draft budget for 2020 after the adoption of the budget by the budgetary authority or, if the budget is not adopted, as provided for in the system of provisional twelfths. JNN How will we know if the Prize Money will ever be available ? PMA said we will write to EC-BSG for clarification on this issue on the understanding that "the system of provisional twelfths" is a monthly accounting process 3 DEADLINES & ADMISSIBILITY "Joint applications by a group of participants are admitted. In this case, the participants must appoint a 'lead participant' to represent them towards the Commission. The participants will be jointly responsible and must all fulfil and respect the conditions set out in these Rules of Contest. Applications must be submitted by the (lead) participant via the Participant Portal Submission Service." JNN How will we decide who to appoint as a 'lead participant' if there are multiple submission applications PMA said this issue of suitable projects and project participants will be reviewed over the Christmas/New Year break and agreed in 2019 4 ELIGIBILITY According to General Annex C to the Main Work Programme there needs to be at least 3 legal entities in a different EU Member State or Horizon 2020 associated country as per extracted information "A Research & innovation actions (RIA) At least three legal entities. Each of the three must be established in a different EU Member State or Horizon 2020 associated country. All three legal entities must be independent of each other. B Innovation actions (IA) At least three legal entities. Each of the three must be established in a different EU Member State or Horizon 2020 associated country. All three legal entities must be independent of each other. C Coordination & support actions (CSA) At least one legal entity established in an EU Member State or Horizon 2020 associated country. D ERA-NET Co-fund actions At least three legal entities. Each of the three must be established in a different EU Member State or Horizon 2020 associated country. All three legal entities must be independent of each other. Participants in ERA-NET Co-fund actions must be legal entities owning or managing public research and innovation programmes.[4] E Pre- commercial procurement (PCP) & Public procurement of Innovative solutions (PPI) actions At least three legal entities. Each of the three must be established in a different EU Member State or Horizon 2020 associated country. All three legal entities must be independent of each other. Furthermore, there must be a minimum of two legal entities which are 'public procurers'[5] from two different EU Member States or Horizon 2020 associated countries. Both legal entities must be independent of each other. F European Joint Programme (EJP) Co-fund actions At least five legal entities. Each of the five must be established in a different EU Member State or Horizon 2020 associated country. All five legal entities must be independent of each other.[6] Participants in EJP Co-und actions must be legal entities owning or managing national research and innovation programmes [7] G Framework Partnership Agreement (FPA) At least one legal entity established in an EU Member State or Horizon 2020 associated country. Prizes See conditions for participation in the Rules of Contest. " JNN How will our submission deal with these Eligibility issues as Australia is not listed as an associated country [AC] eligible for funding in the Horizon 2020 - Work Programme 2016-2017 or Horizon 2020 - Work Programme 2018-2020 although South Africa, Zambia and Wallis Island are listed ? PMA said we will write to EC-BSG for clarification on Challenge Prize Money and the Funding issue It appears that organisations who have received funding can enter their project into the Challenge contest However we need to confirm that if you have not applied for funding or are self funded that you can still enter the Challenge contest B 17:45-17:30 - REVIEW QUESTIONS H2020 RULES OF CONTEST [ROC] SECTIONS 5,6, 7 & 9 5 AWARD CRITERIA 2 Decentralisation and governance: improvements in transparency and accountability (while respecting privacy and/or anonymity) in comparison to existing centralised solutions, based on multidisciplinary considerations spanning technological (i.e. computing, programming, etc.), social (i.e. sociology, psychology, art, etc.) and economic (i.e. innovation, new economic models, etc.) sciences. JNN Are we intending to promote new economic models similar to the proposal to UNDP Zambia project ? The meeting agreed that their should be included as part of the submission 6 DOCUMENTS "Participants may be asked at a later stage for further documents (for legal entity validation, bank account validation, ethics review, declaration of honour on exclusion grounds, etc)". JNN What does "declaration of honour on exclusion grounds " mean ? PMA said we will write to EC-BSG for clarification on this issue 7 PROCEDURE T"Both the pre-selection panel and the jury will have a Multidisciplinary composition, including technological, social and economic competences." If there is more than one submission will we be submitting each application using the RUBAC Volunteer Cryptocurrency Model ? The meeting agreed that their should be included as part of all submissions C 18:00-18:25 - REVIEW QUESTIONS H2020 RULES OF CONTEST [ROC] SECTION 8 This section was about 13 other conditions of the Contest 8.2 Publicity - Promoting the prize - Visibility of EU funding JNN Are we applying for EU funding ? PMA said we should write to see if we can be eligible although it seems unlikely for a number of reasons including 1 Australia is not listed as one of the Countries eligible for funding 2 We currently do not have 3 legal entities each established in a different EU Member State 3 Is England still recognised as a EU Member State after the BREXIT referendum SGG said that during his recent trip to Europe there may be a number of contacts in some of the EU countries visited that may be prepared to get involved with projects Do we have to apply to use the EC Logo eg 3 Deadlines and Admissibility ? PMA said we should write to apply to use the EC Logo and will use it on just 3 web-pages until we receive an answer 8.12 Cancellation of the contest JNN Should we apply for funds in case the Contest is cancelled ? PMA said 8.12 Cancellation of the Contest states: 8.12 Cancellation of the Contest The Commission may cancel the contest or decide not to award the prize(s) - without any obligation to compensate participants -, if: (a) no applications are received (b) the jury does not find any winners (c) the winners are not eligible or must be excluded or (d) the objective of the contest has already been achieved.
